Winnipeg Free Press (Newspaper) - September 28, 1875, Winnipeg, Manitoba Tuesday sept. 28, 1875. convention. We yesterday published a synopsis o the proceedings of the great prohibit c3 tory convention recently held in the City of Montreal. Delegates numbering nearly three Hundred from the Principa Temperance and prohibitory organizations throughout the Dominion were present Ani Tho proceedings were characterized throughout with unanimity and that earnestness which a Good cause always begets amongst honest advocates confident of ultimate Success. The convention was undoubtedly Tho most important and respectable temper Ance Effort yet made in Tho Dominion and is Well calculated to inspire the advocates of prohibition everywhere with Confidence and prompt them tto still further exertions to secure for the do minion a prohibitory liquor Law that shall to thoroughly operative. The delegates seem to have arrived at the conclusion that Tho proper method of dealing with Tho liquor question would be to ask parliament to enact a prohibitory liquor Law subject to the ratification of Tho popular vote. This decision was arrived at after much Earnest discussion in which very Many delegates from All sections took part. Somo wore in favor of asking Parlia ment to pass a prohibitory liquor Law As they passed other Laws without sub mitting it to a direct vote of Tho people while others were in favor of special election to obtain the Voic Tho electoral body upon the single Issue prohibition or no prohibition each of these plans had their advocates but the general voice at last Settle Down in favor of the plan ask parliament to pass a prohibitory liquor Law and submit it to the people we believe this to be a Wise bold Anc yet Cush our course and one which will n doubt hands of the advocates of prohibition throughout the Dominion. The Resolution pledging the convention to this course was passed unanimously and enthusiastically by the delegates present. It is necessary that the platform Laid Down by the convention be ratified and enthusiastically by All Temperance people throughout the Dominion if the agitation be successful. The temper Ance Popple have before Thorn a work of greater one surrounded As Many perplexing difficulties As the abolitionists. Or anti slavery advocates had to contend with in the United states. They succeeded but at frightful expenditure of blood and trea sure. The Temperance men. Of Canada will succeed and their Victory will to bloodless and a not loss beneficial one but May entail certain pecuniary sacrifices upon the part of Temperance peo and liquor traffic Kors alike some of those difficulties Are shadowed in an excellent article which we find in the Issue of the Glotch con Taining the proceedings of the Conven Tion. We quote As follows to Hope that the prohibition clearly understand what they moan by Tho term and have weighed Well All that they wish to be conceded by parliament and endorsed by the people. Are we to understand that Tho manufacture of All intoxicating liquors within the Dominion is to to absolutely prohibited in that Case Are distil lers and Brewers to have compensation for capital sunk and permanently lost by the encouragement and Patron age of the authorities and thereafter by destructive legislation we., cannot think that the friends of prohibition the that All that property embarked in the Busi Ness destroyed confiscated for _ whether rightly or wrongly that business has been carried on under the authority of Law and under the encouragement of the Law givers we do not say _ any thing of compensation to dealers in intoxicating liquors for it May to urged that these engaged in the business with the that at any time their licenses might be with drawn though even with them a great Deal of hardship and undeserved loss might result from the enactment of a prohibitory liquor Law such As is pro posed this compensation Juki amount to round rum. Then the loss to the Revenue would to very Large sfas there been any calculation or proposal As to How this deficit is to 1 Mark to do not say but that would to All Tho Abler to i Mako up such deficit Bat there ought to to some definite scheme for meet Fik what. Would certainly in. The Cir Fuji m it r from other countries of All alcoholic liquors it would appear so As it would Beu Natura if of a curio of what was permitted to come from abroad Doea it imply then that the use of alcohol in manufacturing processes shall be stopped that it shall not enter As an ingredient into any medicinal preparations and that All with whom it is found shall be. Proceeded against As offenders when All this has been settled the question As to putting Down both external and internal smuggling must also be looked fairly in the face. If the use of intoxication liquors can to effectually put Down it will be a mighty Benefit to Canada and if this can be accomplished even As was the abolition of the payment of a Large sum in compensation the Money will be Well and economically spent. But to wish the advocates of1 prohibition to be in Accord As to what they actually want and that they should have some definite plan by which to carry out their views even to its minutest details. The work is a great one. It is not Well that its greatness should not be fully appreciated. The difficulties to to encountered Are both Many and formidable. It is but prudent that these difficulties should to individually examined and that some rational Means should to devised for their being Over come. We do not say that Tho friends of prohibition have not done this but we have not seen any satisfactory proof of their having done so or any satisfactory proposals for overcoming Tho fiscal and other attendant difficulties so As to encourage statesmen in any legislation which might Point in this direction and might aim at making prohibition an accomplished fact without compromising Tho Honor of the country or in any Nasura crippling her financial re sources. It is easy to say prohibition ure and but More is necessary Han simply this and we Trust that when the friends of prohibition have matured the measure which they mean to bring before parliament it will found to commend itself to the judg ment of All As at once comprehensive in its details and statesmanlike and far Saemg in its general Charlie trial of Rostor velt for the abduction of Charlie has again set Tho ghouls who feast on the misery of their fellow creatures and Tho meddlesome credulous busybodies at work again and from All parts of the country pour in despatches announcing to the Haart stricken parents the alleged finding of the Long lost son. Personal visits by sir Ross to Tho scones of a number of these alleged finding places lately have Only tended to augment Tho fear that Charlie will never to found.
