Winnipeg Free Press (Newspaper) - October 21, 1875, Winnipeg, Manitoba City and provincial of cos. Co tort of tuesday oct 19. Court opened at 10 o clock chief jus Tice Wood and judges Betournay and Mckeagney presiding. The grand jury made their final pro font rent which is As follows the grand jurors of our Sopor sign lady the Queen have the Honor to pre sent Tomt we have much pleasure in find ing the criminal Calendar for this court As regards crime in this pro Vince and at the same time whilst re Gretting the record of crime that appears before us As place in the it w territory to must congratulate the court upon the prompt con duct of the Dominion. Government in bringing Tho parties to Justice and also the Able manner in which Tho evidence has been placed before us. That they have examined Tho jail and found everything clean and tidy the prisoners Well cared for sind no com plaints As to treatment. They Are of opinion that the present of Tho turn keys 835 a month is altogether insufficient to procure the services of first class men and would suggest that Tho pay be increased to a month. That they find the Interior arrange merits of Tho jail very inadequate to the requirements Many of Tho coils being too Small and those ranging next Tho outside Walls being too cold for Winter use owing to the lumber being shrunk and warped from being used when Green. Accommodation is also much required for a proper office for the Tho books used in reporting Tho conduct of the jail can always boat hand and especially Tho visitors Book. Grout no also exists for awash room and Bath room there being no fixed place it present and no moans of properly Wash ing prisoners when first brought in for confinement. Tho jail also requires to to furnished with proper bed cots those at present in use having been a loan from the o Mil itary authorities and to feel warranted in strongly urging Tho above As the requirements asked for herewith have Al ready been strongly brought before Tho court by previous grand juries. To regret to find of Tho visitors Book Gross irregularities in the entry of visitors names and that visitors have been admitted irrespective of Day or Dato and in direct violation of the prison rules. To further find that Gross negligence was displayed in the month of August last in allowing the escape of two prisoners from premises. We further find a Groat discrepancy in Tho report contained in Tho jail books concerning the escape of those two prisoners. We further regret to find that Tho local government have Stul tidied their act of parliament Cap. 38 viet., by interfering Between Tho sheriff and Tho jailor and by their countenance allowing the jailor to insult Tho sheriff with impunity and place Tho prison Rule at Defiance and though the sheriff has placed a full report of Tho want of discipline in Tho jail in the of Tho government no notice hns been taken of Iti to further find that Tho medical at Tendance to essential to the general health of Tho inmates of the jail is Al most ignored and that the medical officer who is supposed to attend Tho jul twice a Wook has received instructions from Tho locus government Only to at ten 1 when sent for by Tho jailor and that these visits have on Lar occurred during the past month. We would recommend that the prison rules be carried out and that a Modi officer attend the jail at least twice a Welc and also that some proper Provis Ion to made to accommodate Pris Oner who a Ftp to seriously ill. To would further Call your lordship s attention to the Groat want of a grand jury room the present room being of posed to Tho Public car on All sidou1, and in Tho present sitting of Tho grand jury to regret to find that our deliberations have been Hoard outside. That Zehavo visited the provincial Penitentiary and have much pleasure in saying that we found it in a remark ably clean condition and everything most satisfactory a few trivial complaints were made by some of the convicts. On investigation to find that Thoro is not sufficient accommodation for Tho number of inmates at present undergoing sentence there and would recommend that a few additional cells to temporarily constructed in View of Tho fact that Tho new Penitentiary will be soon completed. To regret it is found necessary to keep lunatics in the Penitentiary a they Are a cause of Groat annoyance to convicts at night who have to work from g i in to 6 p a each Day. There Are now three lunatics Thoro and one in Winnipeg jail and to believe under the circumstances those unfortunates cannot receive that Orother murder of a Man name d Henr Corneil at eat River in the month to Folt it our duty to. An investigation them Attert and if possible bring the guilty parties to this investigation has resulted in True Bills being found against two persons. We Are surprised to learn from evidence Given before us the government have taken no Steps Tain the perpetrators of this cowardly murder although five months Havo elapsed since Tho crime was committed.
