Winnipeg Free Press (Newspaper) - November 11, 1875, Winnipeg, Manitoba
Nov. 11, 1876. Words of it is profitable to turn occasionally from local provincial and oven Domin Ion politics to the discussion of social questions which have a personal inter est for All classes and conditions of men. There seems so much that is purely artificial in much that is fictitious assumed arid it is not a matter of wonder Public journalists and their correspondents Are filling columns of Tho leading journals with their views upon Tho marriage question and social questions Akin to it. The leading Ontario journal lately contained an editorial upon the marriage ques Tion which called out letters from numerous correspondents male and female some of them remarkably Clever and valuable to beginners in life in Euch communities As ours or for that matter in communities the world Over. It is not our present intention to reproduce Tho editorial referred to or Tho letters which it called Forth. We wish simply to draw attention to the following words of Wisdom extracted from an article in a Standard the effects of lavish expenditure which shoddy influences Havo grafted upon modern society. Frazer says there Are Many practical evils Patent to All which result from lavish personal expenditure. In almost every Case it has a deteriorating effect on Tho character pandering to vanity and conceit. In an Ideal world no one would obtain additional respect deference on account of riches. But under pres ent conditions Largo expenditure is a bribe for obsequious Aud undeserved homage quite As certainly As Money Given by candidates at elections is a Bribo for political Power. While it tends to make Many of Tho poor false and Sykeo Phantis it has Tho effect of giving the Rich a very exaggerated idea of their Worth and importance. In most cases it id a Barrier to. Free Intercourse Between a Man and his friends or those who May have Boon his friends but who have ceased to be on account of Prosperity selfishly used having enabled and encouraged him to indulge in tastes and habits beyond their Means. It is Bat Seldom thud riches Are employed for cultivating Tho society of Tho worthiest Aud Best. It would be nearer the truth to say that they Are mostly used to cultivate the society of Tho Rich who can return for expensive enter Tam practice especially inconsistent with Tho professed principles by Tho religious world who Are not less than others Tho slaves of Tho prevailing Fash Ion. Again from Tho custom of lavish expenditure Sot by the opulent extravagant expectations Are formed As to what decency demands from profession Al persons or others of moderate Means which often make life a very hard go when but for Tho example set plutocrats existence might be Comfort Able and easy. There is. A Large class the vain and weak minded Over whom Tho custom of the Rich has such Over the surveys and had been made and showed to a plan and read forme a portion of a report prepare cd by Hio giving the required1 information. On his three lines wore Laid Down of the proposed action of the Branch from the Point at present ordered to to Gradova to about twelve Miles South East of the main on the East and one on the West Side of the River. The Shorter line on the Oast Side went directly from the Point graded a straight line to a Point on Tho main line about a mile from the River being a proposed town Laid Oufa by the length of this line Miles. Tho other Lino on Tho Oast Side came to the same but instead of going in a straight line it diverged so As to touch Tho Bank of Tho Bod liver opposite to that portion of the City called Point Douglas. Tho length of this line Miles. The third Lino that on Tho West River crossed at the City at Point from thence to the out Side of the two mile limit and thence northerly to Tho main line. Length of this Lino 30j Miles. The difference in the Cost of the construction of the differ ent lines , was very Little Vith Tho advantage rather in favor of the East Side a gravel Hill on that Side being an advantage and rather Jospi bridging and trestle work being required. According to Tho Engineer s report u portion of which Tho Premier read to to Tho Cost of Tho construction of a Railroad Bridge would to very great although they had not yet been Able to make a full report. Soundings were now being made and from those it appeared that great difficulty was experienced in getting Good Bottom. Tho Width of Tho River at Low is about 400ft. And at High water Mark about Tho approaches would of course make Tho Bridge longer than that. Tho Esti mated Cost could not to loss than 000, and would to probably a Groat Deal More. The report on the whole was unfavourable to Tho construction of the Bridge and was in favor of adopting Tho shortest line. Or. Mackenzie said that Tho extra Cost involved in locating Tho Lino on Tho West Side of the River As Tho. People desired although being about three Miles longer would not be an in Superable objection but Tho govern Mont Wero not willing to undertake the budding of Tho Bridge a work in which they wore not interested and which he maintained was merely for Tho a com to t. _ would be time enough to consider the matter. Tho policy would then very Likely assist in build ing the was their policy Case somewhat similar was now under discussion air one maritime provinces a the connection of a local Road with government Road by Means of a Bridge which they were go ing to assist in erecting. He had no doubt the same course would be adopted by the government in regard to our Bridge at Winnipeg the government had agreed to towards the building of a Wagon Bridge at Winnipeg which amount was already in Tho Esti mates. Those concessions he thought ought to satisfy Tho people of Winnipeg. They had already ordered the Continua Tion of the grading to the Point opposite Winnipeg. I told him j would iop6rt Tho result of my interviews but i sure that the people would not to Satis fied unless government decided to build the Bridge. In my interviews with the other members of the govern Mont afterwards i found they nearly entertained the same views As the Premier. After leaving or Mackenzie i Tele graphed his answer to you. Having heard that the Hon d a Smith m p Lor Selkirk was in Montreal i determined to go there and see and consult with him in reference to the matter. I found that he took a Groat interest in it and was resolved to to his Best to Cany out your wishes. To came to Ottawa and waited upon the ministers and others but to informed to without inducing them to More favourably consider the matter to any great extent before leaving Ottawa i witted the arrival of the Hon messes Davis and Royal to know the position of Stock Winter Allie. And hero i in All my in. Tor views with the Premier to treated me As your representative with Tho greatest Courtesy and consideration and May say the same of All a Madation of Tho citizens of Winnipeg Aud Vicinity. I explained that it was asked for not Only by Tho citizens of Winnipeg but by nearly Tho whole of the inhabitants of Tho province. The object was to Havo connection with Tho West and South by Means of other rail roads for which Charters had been the other members and others whom i our ii Over who Hong Force that in order to comply with commence life on a scale quite beyond their m0ans the con sequence being a perpetual struggle with Fate or in Many eases utter de gradation and Winnipeg great expense and trouble would be occasioned by transhipment and otherwise at that Point. Tho City of Winnipeg Felt Tho necessity of the Bridge so much that if the government required it was willing to boar a por Tion of the expense. He seemed to doubt the ability of Tho City to do Solo dissolve his doubts on that Point i gave him a summary of our last assess ment Roll showing the taxable property to be already nearly three million Dol Lars and the population about 6 000, and o i 1 ,1 it of the govern Mont waited upon. On Bobal of the Council i again invited Tho Premier 10 visit us so to bet ter judge of thasom matters for himself. He said he wms anxious to Etc the coun try but was afraid his engagements would prevent his doing so for some time to come. Possibly to might let up nex Yeai. Bridge As the people Felt the necessity of it so much that they Are willing to make great sacrifices to obtain it. They would prefer. I thought to do without some of Tho improvements for which Tho Rao Noy was obtained than to with out connection with Tho Branch i took Tho ground however that the government should boar Tho whole Cost of erection of Tho Bridge for reasons i then explained and which i need not hero take space to mention. At Tho end of the interview which lasted some time Tho Premier agreed to consult his colleagues and he would then rive me a final answer. A few Days afterwards i again waited i the mean personally Trade As Well City Council notice of. Council i w to the Board of resolutions of Tho hid also received sent on behalf of Tho prepared resolutions to and As str. Afe this second into View. To discussed the question at considerable length i tried to overcome Hia objections but with very Little effect As far As the Bridge was concerned. He said that the government were willing to accede to the wishes of the citizens to a certain extent that is they had decided that the longer Lino on the East Side of the tied bi7op should to adopted although it would be two Miles longer than Tho direct route that it should deflect so As to come to Tho Bank of the River oppo site to Tho City but As to the construction of a Bridge which would Cost per haps a half a million dollars that could not be done As Tho government could not undertake 89 great an outlay fora More local having asked him what amount they would to to accept from City and build the Bridge he said the government could not the question. In the course of our conversation i again mentioned Tho necessity for Tho building of the Bridge in View of our connection with the Southern railways he said when Road s Are built continued West feed liver for some Tho Premier in his so. Consequently to will not to required until West. In the meantime Tho Bina Branch is Beine proceeded with to a Point opposite Tho City and it is hoped that perhaps next Lull to May have railway communication with Tho South. Our City will be rapidly growing in population and resources. The Dominion government is willing to assist us in building our Rai roads from Winnipeg to Tho South and West including probably the rail Road Bridge the City. I think to will have a Bridge at Winnipeg before there is one North of us. In the moan time the Wagon Bridge should to built it is thought by engineers that a Bridge can to built for the sum Sot Down in the estimates if not i Havo no doubt if our members that Are in Tho House of com Mons and Senate use their influence for that purpose the government will double the amount placing it at what it originally was. Let us be True to ourselves work to Gether unitedly Aud to Reed have no fear for Tho future Prosperity of our City. No influence that can be brought to boar will prevent Winnipeg from being one of the principal cities of the Dominion. A leading and far seeing Rao Riiber of the Montreal Board of Trade the other Day Winnipeg said that in 1900 the population of Winnipeg would probably be Ard i do not think astray.
