Winnipeg Free Press (Newspaper) - November 20, 1875, Winnipeg, Manitoba Saturday nov. 20, 1875. The Prince of Wales is Perial government to the put lace of walks in India. The Telegram is based upon news sent the new York papers and need not therefore to accepted As absolutely reliable. If however it docs turn out As the new York papers represent it May be significant. Tun most distressing accounts Are Given of the unparalleled failure of this year s Harvest in Russia. It is asserted that never before has a crop failure been so general in that country both in geographical extent and comprehensiveness. The entire cultivated is deprived of its expected liar Tam Bow to Podolsk and from Orel to the Crimea. In other years Whon there was a failure of crops Only one Spe cies be it cereals or roots or grass was attacked but this year All crops have suffered alike. Food and fodder Are Selling at fabulous prices and in consequence of Tho dearth of fodder peasants Are Selling their cattle at unheard of rates. As an evidence of the poverty existing a correspondent of a Gorman paper writes that in Podolla offers have been made for three pair of Bullocks o be Given for Winter feed in autumn of which Only one pair is to be claimed Back in Spring the other two being allowed As equivalent for their Winter keep. Under these circumstances a general impoverish ment of the Empire in cattle is apprehended. Yet Theraza fms to be no Prospect of help As All situated. Should Tho news turn out to be True the fact will have great significance for Grain dealers and Grain growers in America. Great Britain alone paid Russia in 1873, about for Grain while the amount paid to America in the same year was about should Tho whole or Tho greater portion of the Supply from Russia be Cut off this year it will of course necessitate a much larger importation than formerly from this Side of the Atlantic and Canada will partake of the Benefit accruing. But great Britain was not the Only country supplied from Russia and if the reported failure is not exaggerated Russia herself must import. In the older provinces especially in Ontario immense quantities of Grain have been held for years amongst the Farmers for higher prices which accounts in no Small degree for the depression and now things Are certainly looking As though the holders will realize what they have been waiting Lor. This be ing so we May reasonably expect an Al most immediate revival of business in the Dominion. In his Halifax speech or. Mackenzie intimated that the Dominion government have under consideration the completion of a plan by which full and Complete Statis tics concern Itig the Dominion May be gathered periodically. An Ontario Cote. Horary aptly says the difficulty that is to be overcome arises from the fact that the Dominion has no officials in a position to collect the required the several provinces have different systems of their own none of which Are perfect. An arrangement will have to be effected to secure uniformity in All the provinces. Canada would be in a much better position before the world if reliable figures were at hand with regard to the climate wealth and products of the country. The United states can furnish the most ample records.
