Winnipeg Free Press (Newspaper) - November 22, 1875, Winnipeg, Manitoba Monday nov. 22, 1875. Board of Trade. Our Ottawa Telegram a few clays since intimated that Manitoba would Likely be re presented at the forthcoming session of the Dominion Board of Trade at the capital. We expect if this turn out so it will be by a Delegate or delegates from the local Board of Trade. Such being the we should Hope to see that body reconstruct As at present constituted we do not think its expressions can be fairly accepted As coming from the business Community. True its membership includes Many of our Foremost business men but not a majority of them nor is n majority of the Board made up of such men As it should properly be constituted entirely of. There should be some limitation to the qualification of membership. It should not be enough that a Man is interested in cheap transportation Etc to qualify him to to a member of Tho Board of Trade livery Man in Tho province and not very remotely either is thus inter ested. We want to see this province represented upon the Dominion Board and that through our local Board but that this be fairly done it is necessary that Radical work be done upon the latter forthwith. If the proper men move in this matter at once our Board of Trade May yet become a Ful organization. Use Tox. We Ibl lowing from tie american Canadian a Boston journal indiscriminate immigration has borne its fruit in cities crowded with a half starving population in the reduction of wages to the lowest possible Point and in hordes of tramps on both the Canadian and the american sides of the lines. Ivow that is Al most too late the immigration department have resolved on a proper selection of the persons to whom they Grant assistance but the sad fact remains that in the present de pression of Trade and with the conclusion of the farming season Ontario is swarming with persons who will be scarcely be Able to live through the Winter. And there is no outlet for them. The surrounding states of the Union Are equally if not worse Over crowded. Quebec is no better off and the maritime provinces Tell but a poor tale. In Capo Breton meetings have even been held to ask government assistance to the sup port of Tho population during the sad distress is anticipated in the fishing districts. Such Are the results of Over Specula Tion not merely in commercial matters but in increasing population beyond the limits prescribed by certain inexorable a Canadian paper the Halifax recorder discussing the same matter it is quite True that we have a. Large country which is but very sparsely populated and which we know to be capable of sus Taining a vastly larger population. But this is not always the Standard by which to when inducing people from the old country to come hither. There of people who will be shiftless and unable to obtain a livelihood in any place or under any conditions and population is purchased at too dear a Price by the importation of such sort. To make these remarks with no disposition whatever to throw a Damper on the efforts at present being made by our Dominion and each of our local governments to encourage immigration to this country. It is our policy to push this department at the same time wisely. We must learn to discriminate in selecting emigrants and to prepared to re fuse certain classes on any terms. We apprehend that our legitimate Field for Emi Gration is yet to be developed. We must look to the far West As the future Home of our immigrant population. Tho great advantage of sending emigrants to a new and undeveloped country is they Are compelled to get their living from the soil or die. It is easy enough for them to do tins and the circumstances usually in Duce them or a portion of them at All events to go Forward and improve their position Day by Clay and year by year till they eventually become respectable and Prosper Ous land owners. People thus thrown upon a new country and abandoned to the necessities of Tho Case have a much better Chance Good citizens. In a Well developed Community where they May make Many shafts and where they can Lurk about m cities they Are Apt not Well. They Gecomo worthless scamps where if they had been forced to encounter the difficulties and responsibilities of a new settlement they might have worked themselves into a Posi Tion of Comfort. Manitoba is now a fairly popular Field. A new process of making Broad. M. Cecil a French Engineer has invented a new process of preparing the materials for making bread which has received the approval of the minister of War and will Here after be adopted in the French army. By this process an increased percentage of the nutritive properties of Grain is retained so that by avoiding the usual grinding and wet Ting the Grain that would make 115 ibs of bread in the Ordinary Way will make what is equivalent to 140 ibs. The now process is described As follows the Ungrund Grain is first steeped in water after which it is placed in revolving cylinders by which it is deprived of its outer Husk which contains but four or five per cent of Nutriment. The Are then softened by forming them into a thin sponge and keeping them for a space of six to eight hours at a temperature of seventy seven degrees fahrenheit. They Are then crushed under and made into dough with Salt and water As usual. A cases of blackmailing. In Hamilton or. After several Days examination the girl recanted and made an affidavit that the whole thing was a put up Job to extort Money and that it was fixed by one mrs. Smith. At the conclusion of the evidence his worship bound miss Clinch Over in the sum of personally and two sureties in each on a charge of conspiracy with mrs.
