We arc sorry to say that matters connected with the Aid to the Grasshopper sufferer Are not in the state they should be. It i generally known throughout the province that sixty thousand dollars was the Amoun suggested by the local government As the sum Necess Ary to relieve the necessities the unfortunate settlers and provide the country with seed next year which amount it was Given out had been appropriated by the Dominion government to the purpose something like two months ago or. Sharits As agent of the Dominion government mad purchases of seed Grain and provisions ii Minnesota to the extent of about forty five thousand dollars and shipped the same forthwith. It was understood at the time that the remainder of the appropriation would ice applied immediately and the put chases follow with All dispatch. But Asha been frequently mentioned through thes columns the close of navigation found Only about one third of the first Purchase at tin Point the remainder being Distributee Alo big the route Between Here and Crooks ton on Board the steamers that had Frozen in. Subsequently or. Ile Pelor received instructions to make arrangements to have that teamed in which he is now doing. I turns out however that the whole Quantity purchased thus far is the forty five thou Sand dollars Worth. We have no doubt by that by the time it is All stored in this pro Vince on account of the extra Cost entailed by reason of the teaming of the bulk of it instead of its All coming in before the close of navigation it will Cost the full sixty thou Sand dollars. But this will be poor satisfaction to the needy settlers. When the Esti mate of sixty thousand dollars was Given it was supposed and very reasonably too that the whole Purchase would be brought in before the close of navigation at a Mere fraction of the present Cost of freighting therefore sixty thousand dollars Worth tin Dor the new order of things will fall Fai Short of the actual requirements. It is very desirable that the country be got under full crop next year and to secure that it will be necessary for the government to supplement the former appropriation by fifteen or Twenty thousand dollars. This might be applied in either of two ways. Few farm ers in the West had considerable crops the past season and from them seed might to purchased. Or Barley might be purchased before the opening of navigation in Minnesota and got Down by the first Steamer when it would arrive in fair time for sowing. Some risk however would Attali to the latter plan and the for Mer would therefore be preferable. But under any circumstances if the province is to be put on its feet since so much of the first appropriation has been and will be consumed in freight it is essential that the same be supplemented to the extent mentioned. It is too bad that there should have been such delay on the part of the transportation companies in putting this freight Forward but it is pretty easily understood and flour arc not the most profitable kinds of freight consequently they had to make Way for the classes that Are. But in this connection there is another feature that requires More than passing consideration. This is the non distribution of the provisions at least. A great part of the flour and pork arrived before the close of navigation and Are in store and at the time of writing not a word has been received As to their distribution. This tardiness is inexplicable. The government must know that the need now is As great As it can be and that it should not be Given out at once is strange indeed. We have received numerous letters from different parts of the province All telling substantially the same Are in great anxiously enquiring whether the government Are coming to the Rescue at All or have they been Only raising false Hope there is crying necessity for immediate distribution otherwise most painful consequences will we Are confident ensue. At later period he addressed to the privy coun cil a formal opinion upon the subject Anc advised them to invite Imperial legislation in confirmation of the act. This was done and on the 2 eth june 1871, a confirm Atory act was passed making the Manitoba a so far As it relates to the Constitution of tha province an Imperial the Ottawa free press attributes the journals utterances to or. David Mills m. P., and says we Are not by any Means persuade a that these statements of the manner ii which the Manitoba act was passed at a demonstrates that the Globe is All wrong As to its Law on the contrary we believe i is All right and we Are certain that the government was All right in taking the Promp Steps which they did in order to relieve tin people of Manitoba from a dilemma not con sequent upon any act of their own. Or Mill admits that the Manitoba act As passed was the creation of the Dominion parliament and hence subject to revision by that body in any respect. Objection being taken to this act an Imperial Law was obtained sane toning and legalizing the act but it Doc not at All follow that this per Missory Legisla lation made the Dominion act an Imperia one or in any Way altered the Constitution of Manitoba As a creation of and subject to change by Dominion legislation. Aside from the constitutional however there is the common sense and patriotic View of the matter. The situation was this the Dominion government organized a cer Tain system of government for system in Point of extent and expense utterly out of proportion with the require ments or resources of the. In doing so made no adequate provision what Ever to meet the Cost of the complicated political machinery which they had imposed upon Manitoba. Unlike other provinces this was a newly settled Community whose people had no resources but their own Industry and no wealth but that which then future might open up to them. Were they never so willing that they Are utterly unable and must for some years so remain to inflict direct taxation upon themselves to meet any deficiency in their Public accounts. Their indirect taxation of course goes to swell the Dominion Treasury and is beyond their control. They have within the pro Vince no mines upon which royalties could to imposed they have no Timber from which Revenue through licenses could be of a incl and they have no Crown lands to o disposed of As a source of raising Money or Public requirements. The government system which has been Given them from no it of their own but which they were bound to maintain Cost much More than All the Evenite within the command of Tho govern Keiit was competent the meet. It was a Case of income expenditure is. Id. Misery True there had been needless Mara Valance but the fact remained hat with every simplification of the Public source that could possibly be effected and Vith every Economy that could to used consistently with the proper and efficient administration of the affairs of the province Here was a serious discrepancy to the Dis id Amitage of the province Between the greatest possible income and the least pos 5ible expenditure. Under such Circum Tances it was evidently impossible to carry on the government of the province and the Attar was compelled to Appeal for Relief to he authority which had been the Means of posing the difficulty upon the province. The Dominion government could not shirk he responsibility which Lay upon it of Deal no with the question and they did so in a candid and generous spirit taking pre aution to see that such generosity was not consistent with Justice to the general in Erest of the country. Certain stipulations vere made to secure retrenchment and greater Economy in the management of the ocal affairs of Manitoba and also to obtain Elief for the province from the Burden of in unnecessarily cumbersome and expensive Egi Slatic machinery which being effected to Dominion arranges for pecuniary Relief or the province in order that its Public siness May be enabled to be properly married on.
