Blue Book literature is not ordinarily generally interesting. The postmaster Generalis report for 1874, just not a striking exception to the Rule though it will Bear reference a change has been made in the Mode of dealing with dead letters. The and of letters uncalled for instead of returning to the Send ers Only which seemed of importance All letters Are now returned if the names of the senders can be ascertained. Postage is charged on the letters returned the Revenue from that applied to maintain the extra clerical Force needed. This plan is said to have been attended with very satisfactory results. The Relief brought to postmasters in cities where there Are stamp vendors is also described. The Post masters hand out the Stamps and take in Exchange a Bank certificate to Tho credit of the postmaster general for the amount of their value. Reciprocal arrangements with the United states were concluded for the Carriage of mails Over the territory and for the free delivery of mail matter dispatched in one country for delivery in the other. The increase of business is to make up for the temporary loss of Revenue. One in feature of the report is Tho the Post office sayings Bank. The Cost of management of this department has been less than one half of one per cent. No losses by fraud or otherwise have Ever of cured except one Case of fraud upon a depositor by a successful pers nation. The balance due to depositors did not increase having remained about stationary since june 1874. Depositors As a Rule withdraw their Money when it has reached a certain figure. This is explained in the report very satisfactorily. After nearly seven years operations the deposits Are said to have reached a Point beyond which their increase will Only be very gradual and May be expected to fluctuate with Tho general financial condition of the country from time to time. From the statistical tables Given in the re port it is ascertained that the number of Post offices on the first of january 1875, was having increased per cent from january 1870, at which time the figure was in the same five years the number of letters and Post cards increased from to 60 per. Cent. The Revenue reached in 1874, a gain of 46 per cent in four years. The expenditure amounted to or an increase of 47, per cent in four years within the year there were Regis Tere d letters. The list of casualties affect ing this class of letters was larger than usual the number of. Dead letters was of which originated in can Ada and in other countries of these were registered. The following table also shows that in no one of the provinces was the Revenue equal to the expenditure. Revenue. Ontario 55------ new. Brunswick. 39. To say the least the matter looks very suspicious and leads people to that the retired commissioner must have had some object in View in withholding the protest i would also ask whether the government could not devise some Means to bring offending parties to Justice who sell liquor without having obtained a License.
