Manufacturers in Council. From the Globe. The late conference of manufacturers in this City did not develop any new feature in the Case they have on several occasions presented to the Public although in some respects the conclusions to which they came differed from those arrived at on former occasions. There is no doubt that at the pre sent time manufacturers in common with everyone else Are suffering from the prevailing depression of Trade on this Conti nent. It is not perhaps very wonderful either that they should Hope to achieve by legislation some measure of but that they or any of us can make Money cheap and plentiful and Trade brisk under present circumstances by any legislative Effort they can hardly anticipate. The very fact that the cities of the United states Are crowded with working men in the vain search for employment and that surplus stocks of Ameri can manufactures arc being disposed of in Canada at ruinous prices shows that the crisis is quite Independent of Protection on the one hand or free Trade on the other unless indeed the Over production May be ascribed More or less to the fiscal system in Vogue on the other Side of the line. The Canadian manufacturers had As on former occasions a Groat difficulty in com ing to any definite conclusion As to the de mands they should put Forward. , no in a great measure from the variety of interests represented we Are now not going to discuss the Princi ple involved in a demand for a prot Active Tariff it May not be amiss to Point out that the great difficulty experienced in attempt ing to establish Protection is to be found in the fact that everybody wants the Tariff adjusted from his own Point of View and with regard to his own assumed necessities. What is Protection to one is no Protection at All to another or even perhaps a direct injury. However the manufacturers at last agreed on a series of resolutions which May be briefly stated As follows 1 that a duty should be levied on Allag Ricu Tural products imported into Canada from the United states. 2 that the per cent Tariff on goods imported into Canada from great Britain should be raised to 20 per cent. .3 that the duties levied on imported manufactured goods from foreign countries United states should be equal to the duties charged on Canadian imported goods by the governments of such foreign countries. 4 that the practice of allowing entries tie malay outbreak. An English correspondent of a Canadian newspaper says i Hope that by the tune you receive this letter the malay rising will be suppressed. Our latest information is of a serious Char Acter indicating a probability of a general insurrection and a religious War. It would seem As if the inhabitants of British Malacca emboldened by the protracted and partially successful resistance of the malays at Acheen to the dutch forces think that the time has come when they also can drive out the Bri Tish. And they have assassinated or. Birch our resident Consul at Captain Innes and some soldiers have also been killed. Fifty one years ago we obtained Possession of Penang and Malacca. This new accession to the Empire was designated the Straits settlements and until 18c7 were under the governor general of India since then they have been a separate Colony with their own governor. Sultan Abdallha was the rightful heir but a usurper called Ismail seized the throne and was proclaimed Sultan by his f re booting followers. We perhaps imprudently interfered in favor of the rightful heir appointed or. Birch to be British resident at Perak together with a Mere handful of soldiery for his Protection. The revolutionary party were frustrated but also exasperated. They continually plotted against the reigning Sultan and against us. The first proposition certainly has not the Merit of Novelty. The subject of taxing american agricultural produce has been discussed Over and Over again. Whilst the Farmer would certainly gain nothing in the form of increased prices by the imposition of a duty on products of which our own country yields a surplus there Are very grave objections to the measure on other grounds. The Canadian produce merchant would at once find his operations checked if his business were not Only destroyed by the imposition of fiscal burdens and restrictions of. A Trade that is now free. Grain it is True might pass through Canada in Bond but whilst that system would impose much trouble and annoyance on the shippers and merchants it would have a tendency to take the Trade out of the hands of canadians altogether and thus inflict a direct injury upon Commerce. We should also find that the maritime provinces which Are Large buyers would object very strongly either to the advancement of the Price of american flour or any restraint upon its free importation. It is quit s evident that although the manufacturers agreed to ask Only an in crease of per cent on British goods Many of them were far from satisfied with so Small an Advance. But the real move ment is directed against the americans. The manufacturers want to see a retaliatory policy adopted towards the unit eco states from which Quarter undoubtedly comes the severest Competition. They desire nothing Short of a War of tariffs with a country wit i which Canada did business in 1873, including exports and imports to the amount of or one third of the whole Trade of the Dominion. And this too when there is a struggle going on in the United states Iii favor of a More Liberal fiscal policy. Protection has at All times found advocates in that country and the classes interested have Ever been ready to turn opportunities to account. Still the defenders of a High Tariff have always sought for a justification in the necessities of the Public Treasury. The proposal of the Canadian manufacturers is so openly and avowedly aggressive that it would probably Only provoke irritation without accomplishing the object desired. The proposal to impose a duty of per ton on pig Iron is opposed to the position hitherto assumed by the advocates of Protection in Canada who have always been understood of the this and to would be very grave economical objections. But this As Well As the first propositions was probably adopted rather with the View of conciliating support from some quarters than from any deliberate sense of its Wisdom or propriety. However it is Well the manufacturers should meet and fairly discuss these or any other matters appertaining to their interests and if there were any Leiti mate Means of affording them Relief from such grievances As they May suffer or think they suffer under we should be glad to know them and see them fairly considered. At present however we doubt after Reading the report of their late proceedings whether they have a very Clear apprehension of the probable effects of that which they profess to desire if it were granted them.
