Tine French in the Only remaining possessions of the French in America North of the West indies Are three Small islands St , Miquelon and lying in the Vicinity of Newfoundland. They Are. Valuable Only As fish ing and even for that purpose would be almost it not for right enjoyed by tie French fishermen of Landing on certain parts of the coast of Newfoundland and exercising there the same privileges enjoyed by British Fisher men. This right was guaranteed to the Trench by the treaty of utrecht and covered some 600 Miles of the coast from Capo Bonaventure southward along the East coast. By the treaty of the right of fishing along the coast from Bonaventure to St John s was exchanged for a similar privilege along the whole South Shore from St John s to gape Kay. This latter District was in 1785, and for a Long time afterwards an uninhabited wilderness and the French fishermen seem gradually to have acquired the notion that they possessed exclusive fishing rights along the coast the British fishermen and still More the British settlers being regarded us intruders. In these views they were unfortunately backed up by the authorities at Home while the British government has taken a different View of the of utrecht. The natural Conse Quence has been a Long series of collisions Between the French fishermen on the one hand and the British squatters and Fisher men on the other. Time and again these disputes threatened to Lead to War and would have done so but for the moderation or Supin eness of successive British govern ments in the matter. Each country keeps and has Long kept two or three gun boats in the locality for the purpose of preventing any serious outbreak the liability to which has been greatly increased of late years and will now increase More rapidly than Over. Kab provision was made or could be made for Tho proper administration of neither magistrates nor any one else were permitted by the French to Settle in the disputed territory. So Long As the belief existed that the whole District in dispute was of Little value the troubles arising from these annoying and danger Ous enough were of less consequence than they will be in Tho time to come. The pressure brought by the Island government upon the Imperial authorities has led to frequent attempts to effect a permanent settlement but hitherto in vain. In May last mrs other in answer to a question assured the British House of commons that during the negotiations be tween the two governments the French cruisers would cease to molest British Wisher men. Subsequent events have proved How badly the Promise has been kept. The Royal Canadian Institute has meanwhile been collecting evidence and working up the Case on behalf of the islanders.
