Winnipeg Free Press (Newspaper) - December 15, 1875, Winnipeg, Manitoba Wednesday dec. 15, 1875. The president s mess age. The message of the president of the United states just delivered to Congress possesses interest for almost All nations of the world. It is a very lengthy instrument and opens with felicitous remarks upon the Centennial year reviewing briefly the growth and Progress of the nation since it had an existence. In this connection it is set Forth that in 1775, at the revolt of the colonies they contained but three millions of people whereas the United states now have forty millions. At that time the entire Popula Tion was engaged in the Pursuit of agriculture but such has been the Progress of manufactures and Commerce that now Only six millions Are so engaged. One of Tho most important features of the message is that in relative to education. Upon this Point the message says i suggest for your consideration and most earnestly recommend it that a constitutional amendment be submitted to the Legislatures of Tho several states for ratification making it the duty of each of the several states to establish and forever maintain free Public schools adequate to the education of All the Chil Dren in the rudimentary branches within their respective limits irrespective of sex color birth place or religion forbidding the teaching in said schools of religious atheist Cal or Pagan beliefs and prohibit ing the granting of any school taxes 01 any part thereof either by legislative municipal or other methods for the Bene fit of any other object of any nature 01 kind the evils resulting from Church property Are referred to and it is suggested to Congress to tax All property equally. The greater portion of the Mes Sage is occupied by the consideration of the nation s foreign relations and under this heading Spain and Cuba come in for an unusual though not unexpected amount of attention. It is set Forth that the insurrection having been going or now for seven years it is time that the mat ter should engage the Attenni Pivot the other Powers. To recognize Cuba As an inde Pon pent Power it is declared is beyond the question and even to recognise it As a belligerency is reckoned inexpedient. Media Tion is suggested As the alternative and it is More than hinted that the United states should act in the mediating capacity. Upon the currency question Tho president Comet Down with specific recommendations for the speedy resumption of specie payment. The Are first a repeal of so much of the Lega tender act As makes these notes receivable for debts contracted after a certain january 1st, 1877. Second the redemption of the Legal tender notes at the rate of monthly by issuing in their Stead Long 3.65 per cent Bond and third an additional accumulation of Gold for final redemption. A measure recommended of the increase of the Revenue is the restoration of Tho duty on Tea and Coffee.
