City and provincial news. Twas inclined morning. Towards blizzard ass this the is rumoured that the Saloon keepers have selected a candidate for the mayoralty. Tiik people of St Boniface East now talk of asking tie legislature at its coming ses Sion to incorporate Thorn. If your name is not on the voters list and should be on go to the City Hall this evening and get it fixed. Or Kyat half Breed land commissioner is now at up matters connected with the . Pouch Soldier was up for a Soldier s crime and was handed Over to the military authorities to be told off in the orderly room. Ice will be cheap next summer if indications Are Worth a cent. The River along the City front is alive with people getting out ice on speculation. Fairbanks and Carney the promo ters of the Emerson Colony arrived Here last evening to look after the auction Sale of Emerson lots which will come Oft at the grand Central hotel to Morrow evening. Tiik programme for the entertainment at the theatre Royal on saturday and monday evenings is published and exhibits a Strong cast of Well known amateurs. The perform Ance will undoubtedly be very successful. The question of the qualification Necess Ary for an Alderman is now being discussed. Of course it was the Fram ers of the new incorporation Bill that an Alderman must be a free Holder of real estate to the value of but the act does not say so. It says he must be the posses Sor of that Quantity of real estate. Now what is a possessor the first gun has been fired and things begin to look very much like As if the Muni Cipal election were approaching. In our advertising columns will be found a card from or Horace Mcdougall who offers his services As Alderman to the electors of the East Ward. Since the above was put in Type or George ii Oung has advertised that he will be a candidate for the South Ward. Breclin of this City is the business manager of a bos ton company of capitalists who Are now building two steamers for the eed River Trade. The hulls machinery Etc will be built in various parts of the Union and will be put together at Moorhead in the Spring. Or Breden will leave in a few Days for bos ton to attend to the business of the com Pany the voters lists have been published and a number of people who did t grumble a particle because they were not called upon to pay taxes Are now in a Funk because they Are apparently deprived of the privilege o f voting considerable work will be Neces sary to get the voters lists corrected and the committee of the Council into whose hands the matter has been put will have something to do. The committee meets to night. Grasshoppers. Mankato review. Lion John c Wise editor of the Mankato review and chairman of the state Grasshopper commission says we notice a statement in the papers to the effect that prof Riley the Able state entomologist of Missouri has drafted a Bill to be presented to the Legislatures of Kansas and Missouri providing a Bounty of per Bushel for eggs and 50 cents for Young grass hoppers. While there Are at present no eggs or Grasshoppers in either of those states the professor wisely concludes that some such action is necessary in Case of future exact Date of which cannot be foretold. In this connection it May not be improper to state that so fur As our information extends Minnesota is the Only state or Terri tory in the United states that has experimented to any extent in the destruction of Grasshoppers and it is probably not too much to claim that prof Kiley s present re commendation is based largely upon our experience and Success in that direction. In an Able article read before the science convention at Detroit last summer upon the modes of destroying Grasshoppers the same gentlemen recommended the ditching process As the most effective Means to be employed which recommendation is Well sustained not Only by the experience of foreign nations but of this state. The legislature of Minnesota should this Winter pass a Law similar to the one recommended by prof Riley though we think that a More Liberal two or three dollars per Bushel should be offered for the destruction of the eggs which can be successfully gathered in the fall and not Only should the compensation be remunerative but even liable to induce their destruction at that season. The sums named by us Are proportionately less than fifty cents a Bushel for the insects if permitted to Hatch. The Bounty for Grasshoppers should also be made to apply immediately after hatching and in our opinion should be limited say to the first of june. Up to that Date they Are Small and do but Little damage and a vigorous War waged from the time of hatching to that Date would leave but few to prey upon vegetation. Until that time they Are found in schools Are easily driven and managed and Are quite Small. If the Bounty should be extended beyond that Date it ought to be so Small As not to make it an object for the peo ple to delay catching until their increased size will require a less number to fill a Bushel. On the Rio a gentleman who for some time past a. Been sojourning at Brownville Texas am has had an Opportunity of observing the operations of predatory bands of mexican who Cross the Rio Grande gives the follow ing description of the modes o these raids. The owners of the ranches on the mexican Side have formed a species o league of which Cotina is the head and front and moving spirit. On the Day appointed for the raid a series of signals Wel understood among the leagues collect the various detachments into one body. The proprietor of each Ranche summons his Vaqueros and phones and As in the Feuda times joins his forces to the main body under the command of a chief. It is Gene rally at some Fandango which brings together the inhabitants of an extensive tract of country that the plot of the excursion is concocted. All necessary preparations hav ing been made the free lances make a rapid dash for the River and after crossing either by swimming or by boats held i readiness by their confederates the band strikes out into the country but never in a direct route. The Ranche upon which the principal attack is made forms the vortex of an Angle the sides of which Are the lines of Advance and Retreat of the raiding party. When the cattle have been secured Swift couriers Are sent out who make a Detour and crossing the River notify their friends of the Point where the predatory band is Likely to Cross. The men on the mexican Side of the River then Post them selves advantageously to cover the Retreat of the successful robbers. The Beeves arc purchased from the raiders at per head by Large cattle dealers and sold m the markets at prices ranging As High As per head. This is therefore a lucrative business for both thieves and Pur chasers. Organization of these Clico Aliers d in Austrie is almost perfect and the nefarious schemes Are carried out with a Unity of concert and action that generally crowns them with Success. Bloody scenes Are frequent during these incursions. Not Long since a band of mexi cans captured at a Small Puebla near Brownsville a poor schoolmaster who had unfortunately incurred their hatred. The villains deliberately hacked off the legs of the miserable Man and then commanded him to walk on Tho bleeding stumps if to would save his life. In his agony he made a few convulsive movements while the in human butchers slashed him with their swords and knives. Not Content wit i this barbarous treatment one of them suggest ing that the stumps were yet too Long Cut off what remained of them by dividing the hip joints. Death soon came to terminate the sufferings of the wretched Man. The knife with which this diabolical deed was clone was Over one foot in length and is now in Possession of Lieut. Mcnally of Orleans Picayune nov. 25th. There Are various rumours As to Tweed s whereabouts. The commercial advertiser says the most probable theory As to the escape is that he sailed in the British barque lord Clarendon. It is said a relative of Tweed s living abroad came Here some few weeks since purchased this vessel and cleared Here about two weeks since Osten Sibly for Queenstown with about one third pm uni. I have never believed in dosing a horse with Medicine but something is actually necessary a horse in the right condition. Many use powders but potatoes Are better and safer and cheaper if fed judiciously. If those who Are not in the habit of feeding potatoes to horses will try them they will be astonished at the result. I have known a horse changed from a Lazy Dumpich one to a Quick Active Headstrong animal in five Days by simply adding five quarts of potatoes to his feed daily if very much Clear Corn meal is fed they do not need so Many potatoes. Too Many potatoes Are weakening and so Are too Many apples. When i was a lad. I was away from Home at school one Winter and had the care of one horse one Yoke of oxen and one cow every one of which i had to card and Curry every Day. The horse had three pails of water four quarts of Corn extra every Day he worked with what Hay lie wanted and a stronger and More Active horse of his inches i have never yet seen. Gentleman.
