Winnipeg Free Press (Newspaper) - January 7, 1876, Winnipeg, Manitoba Friday Jan. 7, 1870. The Pacific railway globes version. The utterances of the Globe upon certain matters May be accepted As quasi official. It is therefore pleasant to notice that journal s most recent interpretation of the Canadian government s proposition to Bri Tish Columbia regarding the Pacific railway. Our contemporary admits that on the receipt in the first instance of the minute of coun cil embodying the new proposals made to British Columbia by the government of Canada it was under the impression that the offer of a sum of was intended to cover not Only Tho relinquishment of the Vancouver Inland railway but also the abrogation of the time limits agreed upon Between the two governments for the completion of the railway from Lake Superior to the Pacific Ocean by the end of the year 1890. But it proceeds to argue even had Liis been Correct it did not follow As some sections of the press have asserted that the Pacific railway scheme had been relinquished but simply that freed from any express contract As to time the Canadian govern ment would then have been Able to proceed with Tho work exclusively As a National Enterprise unencumbered with any local obligations or considerations of purely sectional interests. The Globe contends that such an arrangement would in the end have done no wrong to British Columbia while it would have put the responsibility of the Dominion on a fair and rational basis. But in the words of the Globe it seems How Ever that the proffered Bonus applies to the relinquishment of Tho Vancouver Islamul railway Only and that Tho agreement therefore stands with respect to the main line exactly As it stood before the minute of Council was of Marsh is not Over a foot or two in dept i and will be completely drained by the Sid ditch of the railway there being a goo fall eastward. From Carlyle to cob Len about 50 Miles the country is about 40 fee above High water level of Lake Manitoba the greater of the distance is timbered principally with Poplar and Oak the att being Small and scrubby while some of the former is of Large size for that country. On this Section there is a Good Deal of wet Levy land which May be designated swampy by the swamps Are nowhere Over from two t three feet in depth and All that is necessary to convert them into Good land is Smai open ditches which the construction of the railway will provide. From cob Len to Mansfield the Narrows of Lake Manitoba a distance of about twelve Miles the land i Low some of it not much above High Wate Mark. From Mansfield Westerly some 32 o 15 Miles a considerable proportion of the land is Low thence All the Way to living Stone 150 Miles the drainage is ample except in the immediate neighbourhood of the South West Corner of Lake Winnipegosis throughout this Long Section the land i generally of Good Quality and there is Ai abundant Supply of Poplar of Good size h the neighbourhood of the Duck mountains or Between Northcott and Livingstone distance of 50 Miles there is an abundant Supply of Timber principally Spruce Offoot size and Quality together with some Tarn Arac. Loyalty. From the London advertiser. Sir Stafford Northcote. In his late speech at Manchester gave his opinions upon the maintenance of Tho present relations be tween great Britain and her colonies. Lie did not picture a Federal Empire of the future As or. Foster had done a few weeks before but he gave a very line description of the sentiment of colonists towards the Queen and the Mother country. Be warned englishmen to be cautious How they endanger the continuance of the most cordial relations Between the several parts of the Empire. London newspapers like the Stan Dard which lean to the same political Side As sir Stafford Northcote belongs Are rather fond of insinuating that canadians Are disloyal to England. We do not believe it necessary to follow the example of those who protest against the Standard s insing tins until they become subject to that charge that qui s accuse for the most loud mouthed professors of loyalty Are not always the most reliable adherents in the hour of danger. To is pleasing to meet one englishman who has Een Canada for himself and has taken a fair View of the people. Thus we can All recognize the fair Ness of sir Stafford Noi Thote s words when he says you speak sometimes and you speak justly of the loyalty of englishmen and no one can doubt the feeling which Ani mates englishmen in this country when any Loyal sentiment is evoked but let me Tell you for i myself have witnessed it that Tho sentiments of loyalty which exist in England Are no stronger 1 doubt if they Are even As demonstratively Strong As those which i have seen in Distant colonies and dependence of the Empire it was my Good Fortune on one occasion to spend her majesty s birthday in the City of Toronto and i can say truly that the enthusiasm Dis played of loyalty to the Sovereign was such As Manchester herself might envy. Depend upon it that there arc cases in Ukich Dis Tance docs not diminish the feeling of the colonies towards the Mother country. If Only the Mother country will do her duty by the colonies i am sure vill stand to the Mother country and i think i May Point because it is a matter not directly connected with my own department to the policy which has been evinced by the present administration since they came into the policy of my Friend lord As showing that to Are not insensible to the greatness of the heritage which devolve upon us in connection with a mistaken impression. From Tho Globe. There seems to be in Many quarters an erroneous idea prevalent respecting the nature of the country through which the Paci fic railway is to run West of red River. It Lias been reported that the surveys wore All made during the Winter when the country could not be ascertained and that the route chosen runs through a stretch of swamp and morass. Strange to say even the direction of the Road is still unknown to Many people who should know better. In the map accompanying the Canadian almanac for 1876 the line is represented As running South of Lake Manitoba instead of crossing that Sheet of water at the Narrows some seventy Miles farther North. It is needless to say that the government have committed no such egregious Blunder As adopting a route through swamps and molasses when these could be avoided. In View of these mistaken impressions it May not be Aai iss to refer briefly to a few facts which will help to put the matter in a proper Light before the pub Lic. Jno route of the Canada Pacific crosses red River at Selkirk about be tween the City of Winnipeg and the Mouth of Che River. From that Point to Stone on Swan River the character of life country along the route is now pretty Tho roughly known. Swan River it May be re marked runs in a northerly direction and empties into Lake Winnipegosis near its Northern extremities. Between Selkirk and Carlyle a distance of 45 Miles the line passes through a Fine tract of country alternately Wood and Prairie the former on the whole Prepend rating. On this Section the line crosses the great bog which is about three Miles Broad and can be drained without much difficulty. Throughout the remainder of the Section about 42 Miles there is very Little wet land what there is Colleg fire opens monday Jan. 10th.
