Winnipeg Free Press (Newspaper) - January 11, 1876, Winnipeg, Manitoba Gaily go tuesday Jan manhood the Montreal witness refers to or cur Rie s Bill for manhood suffrage brought be fore the Ontario legislature. The argument in favor of manhood suffrage is that every one interested in the Law should have a voice in making it. The witness sensibly remarks there never has been any pressing de Mand for manhood suffrage in Canada and the reason no doubt is that there Are no class grievances and that the Extension of suffrage to All men of Legal age would not make any appreciable difference in the government of the country. When there is no practical evil flowing or Likely to flow from any course of action to which they have been accustomed or when there is no practical Good ii Kery to result from a change agita Tion does not seem to the British mind to be Worth while and Canadian principles or rather instincts in this As in so Many other directions agree with those of the Mother country As they might naturally be expected to do for the controlling element Springs from practically the same people. A conservative feeling in this matter also is no doubt aided by the fact that the bulk of the voters Are Farmers owning their own land who do not consider those having As they think a less stake in the country Are so Well to a voice in the management of its affairs As themselves. At any rate they cannot be expected to feel enthusiastic in the matter and stump Ora tors who May feel inclined to Lay stress on a movement in this direction meet with so Cool a reception that they soon learn to con Fine themselves to other topics. For the Dominion parliament manhood suffrage is undoubtedly More called for than for the provincial Legislatures for it has More to do with general questions affecting All alike and its revenues raised principally by Cus Toms and excise duties Are levied from All. The provincial Legislatures have the right of legislation in respect to real estate and municipal matters and would in the last instance have to resort to direct taxation for Revenue so that there Are better reasons for confining the franchise so far As they Are concerned to property holders and a More conservative class generally. They however derive the greater portion of their Revenue from in direct taxation in the shape of the subsidy from the Dominion and they have Exten Sive Powers in legislating in regard to per Sonal matters such As the administration of Justice which cannot but furnish a ground on which to claim suffrage for All. In Muni Cipal matters least of All is there any right to claim manhood suffrage. The franchise in this direction is now sufficiently general if indeed it is not a great Deal too much so. Money has to be raised by direct taxation and those paying it should have the greatest voice in its disposal which they hardly have at present. If municipalities Werp More restricted in their Powers to legislate regarding j personal matters and the suffrage More restricted also it might be found to result in great advantage. As the Anglo Saxon Nai Jure is not influenced to any great extent by Mere ideas manhood suffrage will not probably make any rapid Progress in the pop Ilar affections. At the same time if the Dominion or provincial brought Forward a Bill in favor of it it Mif it not meet with very much opposition. O Tario has already made a step in this direction by adopting the income franchise a which however except in the cities did not bring in Many voters and that province May therefore be Natur ally expected to be first to go further in this mortal education. The Globe in referring to a comm Mca. Tion published by that journal upon the subject of moral education says to educate a whole Community intellectually cannot make it worse or More immoral even if morality not to mention religion is entirely neglected. Of course it does not follow that because morality is not positively inculcated its opposite is. Intellectual culture is in so far As morality is concerned at worst nothing More than Neutral. It no doubt makes the criminal More expert but it does not increase his tendency to vice while it certainly when generally Dif fused aids the Community in detecting and punishing those who would otherwise prey on its vitals. Come to individual cases if you will. There is no reason to believe that Ealston was a highly educated Man per haps if he was he would not have been thrown off his balance so easily in the mat Ter of display and it has never been shown that he was a criminal at All in his intentions. In All probability if those connected with the recent tragedy in this City had received a Liberal intellectual training their self respect would have been educated to an extent sufficient to prevent them from falling so Low. Honesty is the Best pol even though those who act on the Maxim Are necessarily dishonest. It pays to be respectable and this without the intervention of any higher motive is often sufficient to keep educated men from out raging the Community with Gross crimes. In speaking thus we Are far from advocating a system of purely intellectual culture. With our Cor respondent we hold to the fullest extent that a sound educational system must have respect to Man s physical moral and intellectual nature. The Only question Between us in one of Means to be used. He would teach morality and religion in our schools along with purely secular learning we pre Fer to teach morality alone using re Lunon As including the Ordinary systems of Dogma principles of morality ought to be inculcated under our a resent system and if they Are not the teacher and not the system is to blame. But if the Bible is to become a school text Book and religion is to be taught it is Worth while to notice some of the difficulties in which we will be landed. A presbyterian Parent will feel uneasy at the thought of his child being religiously trained by a teacher who belongs to the anglican communion lest he should be taught to believe that Episcopacy is scriptural. The methodist Parent will be just As uneasy lest his child should be taught that salvation is Only for the elect. The High Church Parent the congregation Alist and have1 All their special they would look upon As mor Al poise in a while the very thought of allow ing Catholic to explain the Bible children would fill them All unspeakable horror picture every it i riot and know too that the Only Way is t eave it is entrusting to the state the task of imparting secular know ledge on a which if we Are not All agreed w Bari at any rate All Trust each other and t the Church and the Parent the task of Edu eating the children in the tenets of the re Ligion they Are destined to imbibe. Mora training is unquestionably a which the state should and does take oversight and it would be difficult to say How Muc further it should go than it has already gon in framing our own cub a Vii . Reports of the doings in connexion frit the cuban question Are very much involved thus far however there has been no con tragic Tiomi of the report that the Secretary of state of the United states has transmit Ted to every european government a circular dated Washington asking an expression of views of each foreign executive regard ing the question of american intervention in Cuba that All foreign governments hav replied satisfactorily that England is read to endorse an intervention movement at the present moment and that other nation express their willingness to support intervention but hesitate to take the initiative it is said that the object of the United states in thus addressing the nations of Europe is the obtaining of data to be used in the preparation of president Grant s supplementary message to Congress. A contemporary referring to the same question says whatever May be the understanding o negotiations Between other Powers in regard to Cuba it is certain that affairs on the is land Are in a deplorable state. There i great distress and dissatisfaction on the is land the crops Are being destroyed and the lands Are going to waste sugar estates Are being destroyed while Spanish stores Are everywhere being destroyed. It is said that Captain general Balmaseda resigned in a rage because Senor Bubi the Roya commissioner refused to Honor his demand for unless proper vouchers were forthcoming. Senor Reubi has also incurred the Wrath of the Spanish Admiral at tha station by demanding vouchers from the naval Bureau for its expenditures. Evidently Spain is beginning to feel that the expenses she is now undergoing to conquer the rebellious Island Are More than she can Bear. The order evidently is retrenchment and Economy in expenditures and it May be that without intervention Spain will be fore Long give up the contest from sheer exhaustion.
