It was designed to meet the requirements of this province and he would briefly refer to the provisions of the Bill. Heretofore Only one jurors list had been made in the province and that was made in 1871 under an act passed at the first session of the first Parlia ment and contained or was supposed to contain Only the names of those resident in Tho province at that time. When that act was passed it was known to establish a crude system and was Only designed to be in Force for a Short time that list and he believed been tampered with How or by whom he could not say but it was a fact that men had been summoned and had acted both As grand and Petit jurors who were not in the province when that list was made. Under the act just mentioned the sheriff had to go from Parish to Parish and associate with him other parties to make selections. This Bill makes a great change in the Mode of making up the jury lists and he believed the. Method proposed would to found to be much More economical As Well As much More satisfactory and Complete. This Bill provides that the lists of jurors shall be made once in every two years by the chief Justice or any judge of Tho court of Queen s Bouch acting As a judge of any county court or any judge of the county court together with the clerk the registrar and the sheriff or Deputy Shoirif of Hie respective judicial counties of whom three inclusive1 of the judge shall form a quorum said parties to be. Called a Board of selectors of jurors. This Board will Lake the voters lists As a basis from which to select Only parties resident in the comity Are to be selected. Tho names of parties nonresidents and otherwise disqualified or exempted having been struck off Tho Board will Lien select such As they in their belief think from the integrity of character soundness of judgment and extent of information the most discreet and Coni pedant for tins performance of the duties of grand jurors.
