The fourth session of the legislature of Manitoba which was formally opened to Day by the new , promises to to chiefly remarkable As being the first taking place under his Honor s administration and the last of the series composing the term of the second provincial parliament. It is True that the speech from the throne does not Promise an abundance of import ant government measures but perhaps this is just As Well in View of an approaching general election upon the basis of an Alto Gether new distribution of representation As arranged last session. In Tho opening paragraph of the speech his Honor expresses Confidence in the loyalty of Manitoban and makes a gracious acknowledgement of the Universal sympathy shown towards the and his funnily in the bereavement which cast a gloom Over the province almost As soon As government Touse was taken Possession of by its new occupants. His Honor Felicitated the inhabitants of Manitoba on the abundant Harvest which rewarded the labors of the Husbandman Dur ing the past season and pointedly remarks that the production of a surplus of Grain want of an outlet to Eastern markets to be Felt More keenly than Ever. The visit of his excellency the governor Gener. Al and of two Cabinet ministers during the past summer his Honor Hopes have the effect of inducing the Dominion parliament at its approaching session to give their Earnest attention to a question of such importance to this Young and growing the prominence Given in the speech to this subject should have some effect at Ottawa and throughout Canada in concentrating attention upon a matter of Tho deepest importance to the interests of the whole country. In regard to promised legislation that first in order As Well As in practical Utility is n measure to provide Tho requisite authority and machinery for a revision and Consolida Tion of the statutes of Manitoba. It has often been said that the Legal fraternity Benefit by a state of the Laws which prevents a Layman from informing himself upon mat ters which should be within the comprehension of every individual of average Educa Tion and intelligence. However this May be the Public interest should always be esteemed Paramount to that of any particular profession or class and a revision and codification of the Laws is exceedingly necessary for the very substantial reasons Given in Hilj Honor s words. Measures Are also promised to remove doubts As to the jurisdiction of the Provin Cial courts in various matters of controversy upon fundamental As the Guardi gunship and custody of infants estate and property protest and parti Tion of the estates of persons dying intestate Alimony Etc., of which matters Are More or less complicated at present by the application of the Laws of England to them. There Are b los promised also in relation to ferries roads statute labor liquor Licen ses elections and various other matters. The Public accounts Are to be Laid before the House at an Early Day As Well As the estimates for the current financial year and it is stated that the Ordinary expenditures of the government have been confined Dur ing the past year within the revenues of the of Sugai inane. It u ill be remembered that a Short time ago the announcement appeared in our columns that or. Chan tier of Westbourne had brought to our office an excellent specs. Men of sugar Cane grown on his own farm a fact that suggested another Branch of Industry that might be profitably engaged in in Manitoba. The subject was one so new in this locality that at the time we were unable to respond to the demand which came upon us from several quarters for information As to the Best description of Cane the proper method of culture and the kind of Mill Best adapted to the manufacture of sugar and syrup. We have now to hand a lengthy communication which recently appeared in a Minnesota contemporary from the pen of or. C. F. Miller a gentleman who it appears has successfully cultivated sugar Cane in that state for a number o years and who seems to be Well qualified to advise other agriculturists who desire to direct their energies in a new Channel of marketable Industry. Sugar has hitherto been one of the articles which has always been imported for Domestic consumption but there is no reason apparently Why the Farmers of this province should not be Able to Supply the local demand and thus keep the Money in circulation which has hereto fore been paid away out of the province. Thev would enjoy that practical Protection for their Enterprise that exists in the High rates of freight which imported articles have to . Tho suitability of the soil of Manitoba provided Tho proper variety of Cane is selected is indisputable if we Are to rely upon the opinion of the practical Minnesota cultivator whose letter to have referred to. Or. Miller says that if Cane is planted on Rich soil it will mature nearly three weeks earlier than that raised on worn land and is liable to degenerate n. Point which should not be forgotten it should never be planted on Low Damp ground As it is then liable to be affected by late frosts High lands and ridges should be selected and it is necessary to have the ground particularly clean so that the Young Cane plants May not get choked in the Early phases of their existence. Though Rich land such As distinguishes Manitoba is required freshly manured ground should be avoided As it is found to vitiate the Cane and is Apt to make the syrup of a Darker color than the article which commands a Premium in the Market. The Cane May be planted in april Jusic As soon As the land gets into a Good friable condition As the seed does not rot As is the Case with Corn sometimes and if the ground is Clayey or stiff the Earth should pressed close Down around the need which is to be planted about an Inch deep at three and a half feet distance each Way. It must be carefully remembered that clean Cultivar lion is an essential element of Success. Or. Miller plants a variety of seed which produces what he has called the Minnesota Early Amber Cane and he scouts the application of the opprobrious name of sorghum. After a trial of five years he declares it to be in every respect satisfactory. Last year he planted a piece of this Cane on the 27th of May on new land j yet before any frosts came it was entirely Ripe. When planted Between Tjie 1st and 10th of May the seed almost invariably ripens thua giving one the advantage of a double crop in one year from one planting some 20 or 25 bushels of seed and 150 or More Gallons of Fine syrup per acre that is i it is skilfully kinds of farm Stock Are fond of the seed when ground and mixed with it makes a Good heavy feed for horses. Hens Are very fond of it and or. Miller believes it conducts to make them Early and prolific layers. The crushed stalks Are picked Over by horses cattle hogs and sheep which fatten while they have them to feed on. Cane should be Cut before any Frost touches it but if the leaves of standing Cane become frosted no harm is done. The Cane should however then be Cut lest the circulation that would com Mence Between the stalk and the ground might ruin the Quality of the Saccharine juices. The stalks will never heat if packed together when dry but if the Cane gets wet then leaves will Mould. A Good Mill is essential to the successful prosecution o this business and or. Miller recommends As Superior to others the Victor Cane Mill made by the Blymer manufacturing company of Cincinnati.
