The Queen s visit to the Premier from the London Telegraph. Years ago in the old posting a Quiec travelling Carriage occupied he a widowed lady and a girl of thirteen it3 Way to Stowe at the old red t n in the main Street of the Ancien sch of High Wycombe. The few loiter ers around the doors of Busy Jim gaze curiously at the daughter of the Duchess o Kent for already it was known that the child might one Day occupy the English throne last saturday some of those same loiter ers might have gazed on the face of a forty years Queen for on that Day for the third time Only during her reign she paid a visit to her Premier. By saturday dec. 15, at mid Day All was ready. The Little station had been decor ated the waiting room had been transformed it comfortable chamber into a very Bower of Flowers and evergreens while out 8ide were gathered the Royal Bucks militia and the Wycombe and great Marlow Volun Teers the two forces forming a guard of Honor. About it Quarter to one it was announced that the Queen had left Windsor and Al most at the same time lord Beaconsfield accompanied by or. Montagu Corry arrived his lordship who seemed in admirable health sat for a few moments in the waiting room and then As the train was signalled came on the platform and after exchanging a few words with the mayor stood with Bare head waiting the coming of the Queen. A few seconds of expectation and the mag dissent Royal train of the great Western railway arrived. A few seconds More and bowing pleasantly right and left and smilingly acknowledging the cheers that burst out on All hands the Queen stepped out and gave her hand to the prime minister who bowing Low acknowledged in a few words the Honor. Then the mayor was presented and he in his turn presented an address. Lord Beaconsfield handed the address to the Queen and said in reply i am instructed by her majesty to thank you for your address and her majesty desires me to express to you her satisfaction at finding herself after a Long interval of years once again in her ancient Borough of miss Emily Phillips the daughter of the mayor then advanced and presented her majesty and the Princess Beatrice with magnificent bouquets. An open Carriage with four horses was in waiting and her majesty s appearance outside was the signal for a fresh burst of cheering accompanied by the voices of the school children singing the National Anthem. Opposite the ancient town Hall was erected the chief Pride of the place an decorated with All sorts of chairs which Are the chief manufacture of the town. At Tho Bottom were common Windsor and Cane coated chairs rising with the ascent of the Arch through drawing room lounge Library Reading rocking and other seats to two magnificent carved Beech Antiques covered with red velvet and bearing on the Back the gilded Crest of the Borough a Swan with Collar. The Arch attracted great Admira Tion and the Queen As she returned from Hughenden had the Carriage stopped to enable her carefully to examine the ele ments of which it was composed. The Queen s Carriage preceded by that of lord Beaconsfield rolled swiftly toward Hughenden Manor. There her majesty remained about two hours visiting the Princi Wal rooms and planting a treo on the Lawn the proceedings of course being strictly private. Hera Sjue lie jew explosive. The russian journal of artillery states that an austrian manufacturer has recently arrived at St. Petersburg and has offered to sell to the russian government the secret of the fabrication of a now explosive. This substance which is called is Tho inventor asserts far Superior to either Ordinary Gunpowder or dynamite for blast ing and mining purposes and when pre pared in a special manner May also be employed with advantage As a bursting charge for shells. Used As a charge for mines the new explosive is said to act with a much greater Energy and produce a much greater effect than the same Quantity of powder and As both its density and Cost of Manu facture Are considerably less a saving of from 40 to 45 per cent will be effected by employing it. It is also the least dangerous of any explosive As it cannot be exploded either by a blow or by friction but Only by bringing a flame into Contact with it in a closed vessel. It May therefore be ignited either by electricity or by Blackford s fuse but the detonating fuse required to explode dynamite with effect is not wanted. Com pared with this latter substance Hera line can be prepared at one third the Cost and the effect produced by equal quantities of the two compounds is said to be very nearly the same. The actual Cost of preparing the Hera line in Austria where the inventor has already manufactured and patented it is Given at 30 florins per 100 ibs., and the a Lentee now offers to make a sufficient Quan Tity for the russian government to carry out a series of experiments finding the necessary substance himself if the russian authorities will place one of their powder Mills at his disposal. For the present the proposal has been declined but 250 kilo grammes of the explosive have been ordered to enable the russian engineers to make experiments with it in mining operations and also As a charge for hollow projectiles.
