Winnipeg Free Press (Newspaper) - January 12, 1878, Winnipeg, Manitoba Continued from 1st Page referring to the speech from throne he was pleased to see that Steps to be taken for the codification and oxidation of the 9tatutory Law putting it n intelligible form a form in which it tit inv was not at present. He noticed j the liquor License Law was to come up amendment. When that Bill came Down 1 Hood it would be in the direction of re t it perhaps outside the City of win the Law was already sufficiently Strin tto keep the traffic Well under control machinery be Only put in motion. Hut there was something anomalous if not absurd in prohibiting saloons in a country and permitting them in the pit even admitting for argument Sake that it was necessary to provide bars where 7 persons might obtain a Glass of liquor in a conscience hotels were sufficiently plentiful to meet this requirement within the i to without supplementing them by a Saloon at every third or fourth door Between the City Hall and the fort this frequency of Gallons the ease with which men who did not want to drink primarily fell into Thein was the main cause of drunkenness. Present the authority in the matter of liquor licenses within the City was delegated to the City Council. He hoped to 9ee that authority so far removed As to rid the entire province of every Saloon. Parlia ment was Felicitated upon the fact that the expenditure of the past year had been kept within the income. This did not Surprise him for whatever might to said of the government it would be it matter of history that hey had been he was not sure that Economy had not been c6iried too far for the Best interests of the country. It was Manifest to him that it was impossible to conduct the affairs of the pro Vince with a paltry or this was insufficient to properly provide roads and Bridges alone. In his opinion compulsory municipal organization through the entire province was the Only Way out of the difficulty and to could not shut his eyes to the fact from the Peculiar Way in which the country is living As thick As possible on Tho River Banks and Miles apart in the outlying would be a most difficult task to devise a municipal scheme that would be equitable and Satis factory to the people. It had to be done however in the very near future. He would like to see the wild land tax Law made Gen eral in its wanted to see a tax put on the lands of speculators that would be prohibitory in its effect and thus open All their lands to actual settlement. At the same time he wished to see the taxes expended in the locality in which they were collected and this again suggested Munici pal organization. It was to be regretted that educational affairs were in the state they were but in his opinion the first step in the direction of improvement was the abolition of the Board of education entirely and the creation of a government depart ment of education. In that Case parliament could bring the government directly to Book As they could not then shield them selves behind the Board of education. The amendment of last session to the Winnipeg act raising the municipal voters qualification to he considered Good. The Amend ment however was a Little too far reaching As it extended to the legislative qualification. This he did not think was intended and no doubt the matter would be set right this session. Hon. I. Girard referred to the visit of the governor general and of messes. Pelletier and Mills. We As a province Here Felt Hon ored that we had a position in the do minion. It was a cause of Pride to see his excellency jiving with us and looking at the True position of affairs. He the speaker would not forget that in his Farewell address his excellency had said that Manitoba was the Keystone of the Dominion. He alluded to the upon our loyalty to our Sovereign and the Flag we love and said it was right for his Honor so to express him Golf As he had but lately come among us. He supported the proposed consolidation of the statutes and thought that when Consoli dated they would be the organic Laws of the province. He would watch the government measures carefully and support All those that he thought would Benefit the country. To Felt that the License Law could not be too stringent and Felt disposed to clo his Best to act with those who would work in that direction. Me. Black made some remarks. Or. Lemay spoke in French. Or. Dick spoke of the Bountiful Harvest and sympathized with the Farmers in the difficulty they experienced in disposing of their surplus Grain. He did not believe the merchants were Allied against the Farmers. He showed that it Cost forty cents per Bushel to get the Grain to the Market for which it was being purchased besides the Cost of storage for the Winter and insurance. He also defended the Millers saying that he knew from his personal knowledge that Ive cents per Bushel would not keep the Mill in firewood and the Miller s Only profit was in the flour he sold. With reference to the License Law he wished it to be understood he win a staunch Teet Taler and would support any measure whether emanating from the government or opposition to abolish the liquor traffic. It might be said that the City Council should have full Power to legislate with reference to liquor licenses but they had that Power and granted every License asked for and therefore it should be taken away from them. The motion was then carried. A commit tee was then struck to draft the reply and wired. They reported an address which few read adopted and ordered to been grossed.
