Winnipeg Free Press (Newspaper) - January 14, 1878, Winnipeg, Manitoba School question to the editor of the fuel press. Allow me space in your columns in reply the report of the superintendent o i in la Rev c. Pinkham As to his deputed for the purpose of n existing be v Vin to arrange differences Fien the indian3 and the ratepayers As to school and to enable the pubic and Vul readers to judge As to the right and e b Rone Harv now place before them the facts. The election of trustees last february a fesses Phillip Monk Nan Jan. Bird and Prince chief were supposed to be be Jas setter or. Being employed As teacher by or. Monkman and the chief t the wishes of Many of the rate nuts and at the examination of teachers by the Board of education last july he jailed to present himself being retained by the chief in the school who insisted that it was a school for his people and in the Reserve denying our rights other than to accept his dictum in the matter. Called upon the superintendent in september last upon two occasions asking for consideration when lie informed me that he had a scheme which he thought would meet the wants of All and owing to the non appointment of some of the members of Tho Board that were to be appointed by the government could not visitor Render that assistance to required. Numbers of our children were to be sent to other schools unless we at once adopted some moans to secure a school. A meeting was held at or. Joseph Ilon Kman s. It was deputed to Call upon the yen. Archdeacon Gwaley to try and arrange the matter in which he did not succeed. Our just rights now set at Defiance to at once elected during the ensuing week erected and furnished a new school House with or. Clamber As teacher who generously offered to take charge for six months agreeing to take what we could afford by subscription oui school having an average attendance of Twenty two scholars. And or. Editor in reply to the report in which the superintendent says he was disappointed there were Only four non treaty residents present a letter was addressed asking him to meet us at our new school House in time to that we would have gone to meet the indians having his Assurance that to would come at the hands of our teacher. As to the scheme the Board if desirable would use its influence with the local legis lature for Tho passing of a Short act for the election of four trustees two by the rate payers and two by the chief and Council and no doubt the superintendent the Umpire. Dan o Connell said he could drive a coach and four through All Tho Laws great Britain Ever built which we your readers will judge the number of teams that could be driven through this act if passed by our local government As they Are Only conservators of the peace the indians being solely in the hands o the Dominion government As to legislation. We received a letter from the superintendent asking is to Send our teacher no for examination who obtained a permit but he now informs us we Are not entitled to the to As it is said from not being properly Organ used. We Are informed that the chief is not legally a trustee and would suggest the propriety of the Board obtaining the minutes of the Slation of trustees for North St Peter s last february and question but that it will be proved none were legally elected and that the local Grant has been Given to those not entitled to it and to the Detri ment of is who have s right to it. Having been denied our just claims As participants in the Grant we cannot advise our teacher to again present himself for examination As it is self evident we Are not honorable dealt with and have to add we sought to do no wrong availed ourselves of every Means reasonable to meet Halfway having allowed the indians to keep the school House and All Appu stances and do not intend asking or trespassing upon the kindness of the Board for the miserable pittance we say is our just due. Every Mead of Praise is due to or. J. Monkman sen., in giving the the school House also to messes. Jas. Monk Man jr., Milvor Mclean jag. Bird and others for their efforts in maintaining their rights. Yours truly a a. Loucks. Pegu is Jan. 10th, 1878. Reel Ilver a meeting was held at St. Jean Baptiste in the county of Provencher on the 8th Day of january 1878, for the purpose of consid ing the question of the per acre asked for by the Dominion government from pet tiers established on vacant lands along the red River. M. Alexis St. Godard occupied Thech Nir and. T. Thibault acted As Secretary. The chairman having explained the object of the meeting it was moved by Donald Mcdonald seconded by t. Rinard that the persons composing this meeting being settlers on vacant lands along the red River having seen the Public notice announcing that the government would require five Dol Lars per acre for the lands settled and improved by them consider that such Price is exorbitant compared with the Price ordinarily paid for land in this province and that such measure if enforced will affect them most disastrously and strike a very severe blow at Tho movement of immigration to this country. Moved by m. J. Lheureux seconded by m. J. Bourbonnais that they came to Mani Toba on the inducement offered to them by the government agents that they could easily secure farms and Homes for their families either without Cost by Homestead entries or by purchasing the same at Low pares from the government and on the strength of such attracting promises they have settled on vacant lands of the Domin Ion prepared to pay Price for the same perfectly satisfied that the Price to be asked for would be fair and reasonable j and having expended All they had building houses stables and comment do the cultivation of portion of the lands so taken by them they now find that the fice above mentioned if exacted would be ruinous to them and being unable to pay the same they will be compelled to leave their Homes and thrown on the Road without a cent to commence life with Over again. Cloyed by m. L. Marcil seconded by m. A Pelissier that they consider the Price above mentioned enormous As they could Aavo on arriving into this country and they could even now Purchase from the old settlers in localities situated nearer Winni Peg either at St. Norbert and on the North Ern portion of St. Agathe farms already established with Small buildings erected Tao reon and a portion in cultivation for one Dollar per acre. Moved by m. P. Seconded by a. Turner that they wish to represent 10 _ the Dominion government that if the Price of five dollars an Aero is required and exacted from them it will work the ruin and destruction of the Homes of hundreds 01 lao orious and industrious settlers while the amount to be collected from such a source will be an insignificant increase to the Treasury of the Dominion the compensation being entirely inadequate. Moved by m. J. Bellerive seconded by m. J. St. Godard that they desire to represent that one Dollar per acre for such lands would be a fair and reasonable Price and As they Are now settlers having Only within the last or previous season settled on those vacant lands having reaped yet no Benefit or Revenue from the same and being deprived of railway communication to Export their produce that they May be allowed for payment a term sufficient to enable them to make something out of their new farms while they have to take their living on the same and they wish to suggest that said term be at least from three to four years. Moved by m. P. St. Godard seconded by m. J. Beaudette that they sincerely Hope the government whose Only and Ambi Tion should be the welfare of the subjects and the Prosperity and development of the country will not persist in a measure so much detrimental to the settlement of the province by deterring and preventing immigration and so fatal and disastrous to the settlers who have come from along distance to find free Homes in the Young and Prosper Ous province of Manitoba. Moved by m. S. Recourt seconded by m. A. Doloia that those of the settlers if any who might have settled previous to the 14th Day of november last 1877, on some of the lots reserved by the government As announced in their Public notice dated the said 14th Day of november last May be allowed to retain said lots As they could not foresee when they settled the same that they would be so reserved. Moved by m. N. St. Godard seconded by p. Lavallee that a copy of the above resolutions to transmitted by the chairman of this meeting to the honorable the minister of the Interior with a letter asking for a consideration thereof by the Dominion govern ment.
