At the meeting of the militia Institute last night the Constitution and by Laws drafted by the committee were taken under review but their adoption was deferred until monday evening next when officers will be elected for the current year. It was reported that the committee had decided to take the building known As West s Board ing House for Ono year the lessees being col. Osborne Smith col. W. N. Kennedy and or. Jarvis the mooting adjourned till monday evening next when it is hoped there will to a full attendance of members. City Council. Thursday Jan. 17. A special meeting of Tho Olty Council held at which the mayor and Aid. Fonsica More Jackson Conklin Mcnero Sinclair Dunlop and Brown were present. The Chamberlain s salary was fixed by Resolution at Mcnee wanting to know Why this official was picked out for an increase when other City clerk and equally Well Dis charged their duties and had not had their salaries Inch eased. Aid. Fonseca answered that compared with other City officials the salary of the Chamberlain was ridiculously Low and Aid. Sinclair pointed out that at the Chamberlain s salary would still be 25 per cent less than that Given to former occupants of the office. Reports. The Market report which recommended payment of several accounts and that no action be taken on Jas. Henderson s Peti Tion for release of further payment on mar Ket tolls till after the Sale of the tolls Etc., on the 22nd inst., was adopted. The fire and water committee reported in favor of payment of several accounts. Adopted. The License and police committee reported that k. L. Reynolds be granted a trans Fer of License on payment of usual fee and that Whiteman s petition for Transfer of hotel for Saloon License on payment of differ ence be granted. Aid. More strongly protested against the passage of Tho last clause and urged that there were too Many saloons now. The mayor and Aid. Sinclair explained that Whiteman had already paid for a Transfer of License from Swayzee to himself More for Transfer from the Royal to his new House being Able to procure a License the inspector having re ported that there was not the necessary accommodation he had offered to pay the difference and take a Saloon License for the remainder of the License year end of february next Aid. Sinclair also pointed out that there had been a change regarding the necessary accommodation for hotels since the License held by Whiteman was first issued. Aid. More held that Whiteman should have seen that he had proper accommodation and contended that by granting the License the Council would be directly opposing the action of the inspector. Aid. Conklin explained that there were Only six weeks for the License to run while he was opposed to saloons the Circum stances entitled Whiteman to some consideration. The report was then adopted. Proposed amendments to the charter. The committee presented the following amendments which were discussed in com Mittee of the whole to be added to those at present disqualified for the office of mayor and aldermen officials of the Dominion or provincial governments whether paid by fees or salary except justices of the peace or commission ers for taking affidavits in b. R., if riot otherwise school trustees or members of any Board of education in the province. By changing the word in the 9th clause to freeholders and lease the disfranchisement of non Resi Dent property holders to be removed. Tho qualification of voters to be restored to the quorum of the Council to to seven exclusive of the mayor. The 62na clause to be amended to limit the time of Appeal from the judgments of the court of revision to the Queen s Bench to fourteen Days no Appeal to be allowed if not made within that time. Assessors to make returns on or before 1 St april in each year. To give ewer to the City to pass by Laws to establish cemeteries Parks Etc. That electors having votes in More than one Ward shall vote for mayor in the Ward in which they reside if no vote in that Ward to vote in any other Ono Ward none allowed to vote More than once for mayor at an election. Aid. Mcne and Conklin opposed disqualifying school trustees for Aldermani honors. The mayor advocated declaring that while aldermen represented the whole City there wore two school boards in the City. Representatives should be free from All influence the proposed amendment was adopted. Aid. Mcnee and the mayor urged Tho necessity for an Early return of the assess rent Rolls by which taxes could to paid in before times got hard in Winter. Aid. Jackson explained regarding the amendment to the Appeal clause that now appeals could be made three or four months after the judgment of the court of revision was Given. Ale5. Mcnee moved another amendment that the nominations for aldermen take place at the same Timo and place As unit for mayor. After a discussion it was adopted. The report was adopted and the com Mittee was instructed to wait upon the government with tha proposed amendments.
