The War. Condensed from cablegram specially for the St. Paul Jan. 18. The Vienna official journals confirm the report As to the representations of England and Austria to the Porte. The Vienna Veio free press asserts that since the Cap Ture of Schipon the russian demands Are More severe and Russia insists on denying the necessity of a previous agreement with the Powers. She now demands a separate arrangement of the terms of peace. A St. Petersburg despatch denies the receipt there of any conditions suggested by England and Austria. The Cologne Gazette has a special which says Tho russians Are now before Phillippo Lis and a Battle is imminent. Another special says that Suleiman Pasha after fighting his Way to Philip Popolis found the russians there in Force and fought a heavy Battle finally succeeding in Clearing the Road. Lie is now retreating towards Adrianople. Tho Porte is said to be con Vinced of its inability to defend the latter place and has ordered the town to be evacuated. The turkish envoys were expected to reach Tho russian lines to Day. In the Nous e of lords the debate on the address opened by Earl Granville who said that the utterances of the Premier during the recess had been couched in a tone of belligerent neutrality and had differed from the sentiments expressed by his colleagues. He said also that if the Assurance Given by Russia in regard to British interests were unsatisfactory parliament should be consulted immediately. If satisfactory the Only effect of the summons now was to cause a fooling of insecurity. Lord Beaconsfield explained that Parlia ment had Boon summoned when if first appeared that there was an Opportunity for the inauguration of peace measures. The Porto s Appeal to England to intimate its willingness to open negotiations was made at the instance of the British government although spontaneously adopted by the Porte lie repudiated the newspaper state ments concerning the government s policy Aud strongly denied that any dissensions existed in the Cabinet. The government were not influenced in their decision As to preserving neutrality by the value of Kars or Batum. They had to consider the policy and conditions mainly of other countries. The government never varied from the decision first made. Lie had written no letter on Public affairs during Tho recess and had Only spoken then in presence of his Collenges and with their approval. He declared Tho policy of the government to be that of caution and strict neutrality. Lord Derby s felicitous statement that the great est British interest was peace was a rhetorical expression but lord Granville seemed to think it was used As a statistical fact. Peace is a Universal interest. By British interests Tho government meant National interests. Tho sources of the wealth and safeguards of the country must be Dej fended against Tho assaults of selfishness and defended As All other countries defended theirs. Lie did not consider it incumbent on the government to immediately explain Why they had summoned Parlia ment. It was sufficient to say that negotiations were pending which might or might not be successful and the govern ment considered that British interests must not to endangered if the contest goes on and if parliament approved the policy of a conditional neutrality the least it could do win to give Tho government the Means of guarding the interests of Tho country. He denied that England s policy was one of Iso lation and lie said that probably negotiations More difficult than the present never took place. He concluded with a Long a peal to parliament to vindicate the Honor and protect Tho interests of the country and was loudly cheered. The Duko of Argyll said Tho speech of the Noble lord was Brilliant but evasive. It made no mention of Tho integrity of the ottoman Empire. If the government meant however to encourage Turkey to resist by conveying the impression that Russia would to precluded from entering constantinople the gravest questions would arise. The Jar Juis of Salisbury Secretary for India supported the government s policy and said that no encouragement to Turkey to resist was meant As England had re peat Orlly warned the Porte on this Point. In conclusion lie said if you Trust the government provide it with the proper moans for carrying out your Tho address in reply to the speech from the throne was carried in the lords. In the House of commons Tho Marquis of Hartington Leader of the opposition accused the government As having adopted a policy of wilful isolation. It was not Clear whether Tho government s Appeal to the liberality of parliament was immediate or contingent on the future prosecution of the War. There were the gravest objections to such a vote. The reasons Given in the Queen s speech were so vague that it seemed Tho government did not know what the in of posted occurrence they mentioned was and that Thoy wished to bring it on or they wire tempting Tho turks to further resist Ance. Sir Stafford sort Scoto Chancellor of the exchequer complained of the opposition s persistent misrepresentations of the government s policy in alleging that they had a fixed determination of going to War on account of Turkey and in isolation England the same As Tho other Powers would speak out when she deemed it necessary. The government did not know Russia s pro Polis and had none of their own. They wore naturally anxious to avoid the horrors of War and Stop Tho present conflict but they believed that now was the time when. By preparations for action they could pre vont further embroil ment. The govern ment had no secret intents but could not Hope for Success in the preservation of British interests unless they received the support of parliament. Or. Gladstone asked if to rightly under stood Chat Tho government had no proposal to make in regard to the Grant until they knew Russia s proposals. Sir Stafford Northcote replied in the a intuitive. Or. Gladstone was glad he could not ror Plain of the government s warning that they might have to ask for the Grant but he was vet known to justify skating Caen Yal at Victoria rink Friday evening 18th inst.
