Winnipeg Free Press (Newspaper) - January 19, 1878, Winnipeg, Manitoba Business announcement a View of better accommodating a Large no Norof Tho patrons of Tho free press we have opened a ranch office and counting room under charge of our or Macgregor in the building immediately North of Tho Posto Fulco. Kenny Luxton. Krop press Oftle. July Goth 1877. She Gilg saturday Jan. 19, 1878. Are glad to notice that the Standard concurs in the View we have often expressed that the number of saloons in Winnipeg is i out of All proportion to the necessities of the our contemporary adds that it thinks the City Council have shown incompetence to Deal with this matter and that authority therein should be taken from them and vested in commissioners responsible to the provincial government. Yesterday from his place in the House when another matter was under consideration or. Cowan made some remarks animal venting on the free press reporters in connection with his speeches insinuating that the reports were contorted through unworthy motives. The charge was As cowardly in its character As it was unparliamentary in its place. We will Tell or. Cowan that newspaper reporters Are As jealous of their professional Honor As even the profession to which the doctor himself belongs Anc making impartial reports in so far As the space at their command renders it possible of everything Given in their charge is one of the essentials of the reporter s code moreover the management of the free press nurtures this wholesome principle to the fullest possible extent. The defective acoustic properties of the legislative Cham Ber Are attested to by nothing More conclusively than the frequency with which or Cowan enlarges his ears by the size of his hands in endeavouring to hear what other members Are saying. This fact taken in connection with the other facts that there porters Are not nearly As Well situated for hearing As the members themselves Anc that or. Cowan is notoriously the most defective in his articulation of any member o the House should make him of All others the most generous to the reporters. Or Cowan is not by any Means the first Mem Ber who has been misreported but he is the first to complain in such an irregular Anil unrighteous manner. Or. Cornish for instance has frequently fared similarly by in every Case to has either mentioned the matter to the reporter privately or risen in his place to a question of privilege ant explained never failing to acquit All concerned of motives and in All such instances the fullest possible reparation was made. Until or. Cowan s More charitable qualities can get considerably the better of him than at present the free press reporters fee much safer in giving his utterances the entire go by to an by following any other the Wail prospects. The Power of the turks to offer further unaided resistance to the Advance of the Ilus Sian armies is now too plainly broken to be a subject of argument. With the exception of the troops Garriso Ning the fort resses of the quadrilateral Widding Erze Roum constantinople and places of inferior strategic importance the turkish forces have All been either captured or dispersed with the Bingo exception of the army o Suleiman Pas la which is now in a Mosi critical position the russians having arrived on the line of its Retreat from Philip Popolis to Adrianople while there is a hot Pursuit being still carried on. It has also been re ported within the last few Days that the fortresses of Widding and Erze Roum have in response to demands for their surrender signified their readiness to comply provided their garrisons Are permitted to March of with their arms. The serbians moreover have succeeded in capturing Nisch after an assault besides several places of inferior strength and importance. On the other hand if the turkish land forces Are just now Able to do nothing but care for their own Security the Fleet has awakened from its Long lethargy and indulged in a series of bombardments in the Crimea and Vicinity including the towns of Sebas Topol Eup Atoria and Anapa. This Wanton destruction just when negotiations for peace Are in Progress and when it can have no possible effect in aiding the turkish de Fence seems inexplicable particularly As it is calculated to Embarrass the conclusion of an armistice and aggravate the russians in to demanding far More onerous terms. The Early meeting of the British Parlia ment naturally gave Rise to apprehensions that the government intended to take some overt action with reference to the Eastern question and the natural form which suggested itself was an urgent application for a War Grant. The phraseology of a speech from the throne is usually so guarded As to rarely indicate very precisely the action intended to be taken j we need not therefore be surprised when we learn that her majesty s declarations on the sub of affairs in the East have occasioned disappointment in constantinople. A peo ple accustomed to parliamentary usages however have less difficulty in Reading be tween the lines particularly when illumined by the utterances of ministerial speeches in Tho debate on the address in reply. To gain a proper knowledge of the real designs of the Imperial Cabinet they naturally scan very closely the remarks of har majesty s responsible ministers from which alone anything definite is to be gathered As to what h the government s intention in the event of certain contingencies arising. One thing appears Quito England will fight if necessary for the preservation of i Hoe British interests defined in a note of lord Derby s which to recently Republic hed. To gather by lord Beaconsfield s denial that England s policy was one of he fact that certain action has been taken in Accord with Austria which there is Good ground for believing has assumed the orm of a protest against the terms of peace being arranged Between the belligerent without reference of any kind to the views of the other signatory Powers of the treaty of Paris. Tho Chancellor of the exchequer in the House of commons also denied thai the government had a fixed determination of going to War on account of Turkey and in isolation to which he added the important statement that the government did not know Russia s proposals As yet and had made none of their own. Herein we believe is to be found the True explanation of Tho Early summoning of parliament and the intimation that an Appeal will be to the House of commons to provide the sinews of a possible War. Russia has done her beat to postpone the arrangement of an armistice until she had captured the army of Shipka and made sure of a Success Ful Advance on might say she had also crushed Suleiman Pasha s retreating army. In the meantime she has evaded All enquiries As to the conditions of peace she will demand and it is therefore impossible to guess How the inter ests of other Powers May be affected. Under these circumstances is it any wonder tha the Queen trusts to the liberality of Parlia ment to Supply the Means which Are required to prepare for possible contingencies s a c a e d classical concert for the Benelly of Tho St. Boniface Hospital monday 21st of january at 7.30 p.m., in the St Boniface Cathedral admission 50 cents.
