The first Conversa Zione held in Winnipeg took place yesterday evening in the City Hall. Its primary object was to provide a fund to meet the working expenses of the ladies who have assumed the responsibility of raising Money to pay for the proposed Organ for holy Trinity Church and doubt less this aim was to some extent accomplished. So far us the entertainment itself went it was generally voted a very slow affair and if there was any occult purpose entertained of by its Means breaking Down the barriers of social exclusiveness which Are popularly supposed to hinder the co operation of different classes in episcopal congregations generally it was a conspicuous failure. Instrumental music was provided during the evening by Harry Walker s and and those present were indebted to mrs. Peach and miss Anna Brown for a pianoforte duet. Scott As follows leg to terrier my resignation As a school trustee for the South Ward. I feel it my Luty to take this step on account of the Dis satisfaction expressed by some of the sup orters of the schools on my late action in Tho following is Tho annual report of Tho s chief of police on the doings of his depart i Var Init past acc the Force at present consists chief four men and one detective an inc Renso o one policeman and one detective Over the Force of last year. In May last Ono police Man having been dismissed for neglect o duty and disobedience of orders Ano Thoi was appointed in his Stead. It is a matter of congratulation that the Oit has been to orderly and so Little crime has been committed considering the Large floating population during the past year this no doubt must be attributed in a great measure to the efficiency of the police Force. I must say that Tho uniforms now worn by the Force ordered by the Council of last year have added greatly to the appearance and efficiency of the men. The number of cases tried during the year at the police court was 347, an increase of 139 Over that in 1870. A great number of complaints have been made at Tho police office during Tho past year of breaches of the statutes of the province such As Lar Ceny assault Etc. But owing to the Juris diction of the mayor and aldermen being restricted solely to breaches of the City by Laws these were necessarily sent to Tho provincial police court for trial. Thus these cases although causing great trouble and annoyance to the Force under my command do not appear to their credit on the records of cases tried before the City police court. The following is the record of crimes and offences and How disposed 21c keeping House of ill Fame 12 inhabiting House of ill Fame 20 frequenting houses of ill Fame 19 breach of Market by Law 2-1 breach of Street by Law 18 breach of License by Law 15 broach of Fla boat by Law 2 breach of health by Law 3 breach of scavenger by Law j wife beating 3 cruelty to the association viz., the Field Battery and the Ivil Donan and Winnipeg infantry companies whose commanding officers Are thus exo Eficio members of Tho Council which the Constitution provides shall consist of six elected members in addition to the presi Dent and two Tho tenth Section of the Constitution pro Vides that Tho Council shall have the eolo the he appointment of a principal As i cannot Vith either credit to myself or Benefit to he Community Servo in a position where wrong motives Are attributed to my actions Vii Fri us the a mid to discharge my duties faithfully and Lave Given every vote on my own judgment at the bidding of any clique As some assert. Cotton and Corporal Dementi Smith gave the prizes while the association collected the Entrance fees and the contest for the governor general s medals to which civilians were most unjustly admitted Ilc previous year. At present Tho militia Are represented on the Council by three exo Filicio members against possibly nine civilian votes. It is True the elected members have in the in Sec included sex militia officers and other gentlemen who have not relinquished their interest in the Active Force j but the Point i want to make is that to to in a position to claim Tho disposition of the government Grant the Council should contain such a preponderance of the militia element As to justify Tho Grant being confided to their control by Tho Dominion Rifino association. As the annual meeting of Tho Manitoba Rifle association has been called for to mor Row evening it seems the time has come to warn volunteers that if they wish to secure a proper representation in Tho Council for the ensuing year they must see to it that they elect an executive that will keep the prime object of encouraging their proficiency in marksmanship proper in in View. Only three corps have Sefc affiliated with Ries to make it appear that to Only asked a Justion As to whether Tho City by Law was Lebec tic and denies that he expressed any opinion on Tho subject lie knows that s the Only Ono of the three mentioned us present who has this version of Tho conversation. 1 have a distinct impression that he Nade the statement i attributed to him my were it not that i might be prosecuted or libel 1 would reproduce a Case to cited n proof.
