Of All the legislation that is Likely to be accomplished during the present session that which will tend to make the wild lands of the province immediately productive of Revenue not remotely of crops must hold no second place in the history of the second parliament of the provincial legis. The evils attendant upon the existing state of affairs Are so Patent that it would to a work of super rotation to undertake their recital at the present moment. As one Means of ameliorating the condition of things complained of we have persistently advocated some general tax that should make the lands held for speculative Pur poses at once a Cost to the owner while at the same time contributing to the Benefit of the country which their unoccupied uncultivated condition is doing so much to retard. It is therefore unbounded satisfaction we notice that an important step in this direction will be taken during the current session. It is but just to assign to the member for Rockwood the credit which properly belongs to him of bringing this subject before the House in a practical shape As from the Resolution introduced the other Day has sprung the action by the government which Grill Force speculators to sell their lands at prices that actual settlers can afford to pay pending which they Wil be compelled to contribute what Wil amount in the aggregate to a handsome sum in the shape of taxes As some compensation for the evils then selfishness has been entailing. Early in the session or. Luxton introduced a motion expressing the opinion o the House that the present wild lands tax act should be made general in its application supporting the Resolution by arguments to convincing that the motion received considerable support from both sides of the Hobo prevailed without opposition it thus became the Manifest duty of the government to comply with the spirit o the proposition by initiating legislation to Curry it into effect. One of the first considerations that then presented themselves was How the Revenue resulting from the proposed general tax should be applied after careful deliberation the govern ment shewed that they fully appreciated the importance of securing an equitable division of the funds by formulating the principle embodied in the resolutions which were adopted by the House yesterday. A common object on which to expend the Money was found in the educational wants of the country. The resolutions propose that the total amount of the funds raised by this general tax upon land held for speculative purposes shall be expended on the schools of the province when we a that it is estimated each school will receive upon an average from this source Abou per annul we can Well believe tha such a disposition of the funds will be ver acceptable to the people of the province a Large. It will enable localities to hav schools henceforward which Are at presen quite unable to maintain them othe parts where it has been found impossible to keep schools open More than six month will in future be Able to have them in opera Tion the year round. We believe every settlement in the province that can keep up the daily average of attendance Wil have a common school education within the a reach of its children that with Relief thus afforded will devote the local taxes that would other Wise Havo to to raised for school purposes to other necessary local improvements. The proposed plan of utilizing this Gener Al land tax is no less Happy than the tax it Elf promises to be beneficial in hastening the end of what has been Felt to be an in tolerable nuisance. Education is perhaps Tho Only really common object to which such a Revenue could be judiciously applied. In the course of the debate on the resolutions considerable was said about devoting a por Tion of such fund to other i in in assisting to build railways. The division of this Money among several objects however would have the result of impairing its efficiency for anyone particular purpose. All that might be accomplished by its Means towards the construction of railways would be so inconsiderable that it would have Little practical effect it would be next to impossible to devise a scheme that to serve such in end would do Justice to thei ight eos claims of All localities. Upon the suggestion of or. Brown however the House in committee consented that municipalities should Havo individually the option of being relieved from Tho operation of the proposed Law in older to give them the control of their own Money. From a provincial stand standpoint there seems to be do objection to Sueh an arrangement but it would appear to be altogether against the interest of any locality to Avail itself of such a proviso.
