My an Ottawa correspondent of a Toronto paper says that among other practical legis lation to to introduced to the consideration of parliament at its ensuing session will be important measures regarding the improve ment and development of the North West territories among which will probably be a Homestead Law and one providing for the building of colonization railways. The russians have apparently delayed coming Down with their peace conditions until they had pushed on so far As to have the Dardanelles the Straits which Lead to the sen of Marmora almost within their ambitious grasp. By throwing up a few batteries on the european Shore and laying Down a Chain of torpedoes even without the Possession of Gallipoli it might thereafter to possible to prevent the eng Lish Fleet from proceeding to Constantino ple. Tho British government Are clearly determined not to allow Russia to gain such a Vantage ground from which to dictate terms to Europe and thug it appears Proba ble that a collision May be precipitated by that instinct of self preservation which is declared to to the first Law of Tho Landing of marines and seamen from the Fleet together with a few guns May Onn Blo the Advance guard of the invaders to be checked at the base of the Peninsula upon which Gallipoli is situate pending the arrival of the troops which would be promptly forwarded from Malta and Gibraltar who timely knowledge of peace conditions that would be satisfactory to the British govern ment May Avert action that would necessarily be followed by a declaration of War but it is very certain that unless the Russi an Advance is stopped some distance Short of the Dardanelles England is bound to occupy Lia Lipoli and perhaps Constantino ple. P., it was resolved to Forward the following to the superintendent of protestant whereas the people of township 5. Range g West have decided to form their township into a school District with the school House at or near the Centre thereof and whereas at a meeting held on the 15th inst., it was decided by a Small majority to erect parts of townships 3 and 4, Range 5 and g West into a school District having the North East Corner of the South East Quarter of Section 10, to. 4, Range 6 West for a Centre and thereby depriving parts of town ship 4, in Range g West of school privileges altogether and whereas nothing is gained either in increased numbers of school Chil Dren or ratepayers by such partition of townships but on the other hand an injustice is done to several settlers located be tween the two said districts therefore be it resolved that we the people of the North half of township 4, Range 6 West in meet ing assembled solemnly protest against such said partition of townships As unfair to a Large minority and believe that a school District consisting of township 4, Range 6 West in its entirety and thereby abutting on the proposed school District of township 5, would be More in accordance i Ali Justice and fair play.
