A Berlin despatch the russians do not seem1 to object to the British Fleet anchoring in the Golden Horn provided that no attempt is made to prevent the grand Duke Nicholas from occupying the Metropolis and its fortifications. A Pera despatch declares that Russia s conditions Are More moderate than any one had reason to expect and such As Are not Likely to arouse the hostility of England. Austria has resolved to retain her Liberty of action simply observing that the programme commune ated by the russians cannot be considered As giving Tho conditions of peace until they have been discussed with or approved by the turkish delegates. A Pera despatch says it is believed to be impossible for the Porte to agree to Tho occupation of constantinople. A Berlin Semi official despatch says rus Sia no longer objects to a general conference to ratify the clauses affecting general inter ests. It is said that Prince Bismarck advises Russia to conclude an understanding with Germany and thus to put herself in a majority in the conference. Russia is con sequently now negotiating Vith Austria. About forty Miles West of Adrianople another despatch from Kesanlis says Gen.
