Tho residence of w. D. Hall contractor was totally consumed on Tho morning of the 24th january. There was no insurance. Much disquietude is Felt by Tho govern ment people concerning the insecurity of their buildings which Aro covered in the Ordinary Way with shingles of a highly in flammable nature. This with Tho absence of any Protection from fire and Tho Preva Lent High winds makes a total destruction of these buildings not improbable in Caso lire broke out. A. Herd to Tho Farmers of Manitoba having for some months past been considering Tho advantages of a Herd Law in this province i be come to the conclusion Tho sooner to have one the better for it will be an inducement and Protection to Farmers to Settle on the open Prairie and thereby Causo a speedy settlement of Tho country. It will not compel you to Herd your cattle any particular Way. It will Only compel you Toke of them off other people s crops. So you can Fence a pasture Field or a Settle ment or District and club together and employ a boy whose duty it Willbo to take the cattle to some particular place every even ing most convenient for All parties. Twill also save your Timber and your time for there is a great amount of Timo lost in split Ting rails particularly Oak. By petitioning the Ifo Uso i have no doubt we can have a Herd Law immediately for there is not enough Timber in Tho country free from scrip for the needed Supply to you boo gentlemen it is becoming an absolute Neces sity. Pembina Mountain Jan., 1878. Enquiries answered. In answering a list of questions put to Jug by the spokesman for a party of intend ing emigrants in Quebec i have thought think it is intended. As soon As that is done a faces Lor the location of land settled upon will undoubtedly be opened either at Prince Albert or Edmonton Tho Only centres of considerable . Our surveys fire in townships which Are each six Miles Square enclosing 30 sections of Ono mile Square every township line being a Road 0110 and u half chains wide and each Section line being a Road Ono comm in Width and each Quarter Section having a Ono Chain Road on two of its sides. Isth. Transfers of lots heretofore made on the have generally Boon based on a valuation of Tho improvements 1 eth. Respecting the value of Battleford As a Centre of settlement and distribution very contradictory reports have appeared. My own opinion is from a personal com Parison that its location As Tho seat of government was As great a mistake As that of i Ort Polly there being no hacking possible of a successful farming Community As at i mice Albert which either hide a Rich arable area More to area More Timber and equally Good or better water communications both. The Hudson s Bay co. Have a steam boat line of three steamers running from u in Peg to Edmonton Lake Winnipeg and Tho North Saskatchewan but it is not available for private traffic. Tho Only Means of transport open to the immigrant is by cart or Waggon Over Tho common Trail Winch is a very Good Road except in Tho wet seasons and on which furs East and some goods West carts pass or. A. J. Belch has been appointed assistant agent of Dominion lands for Mani Toba and the North West. Or. Belch has been for some years in the employment of the department Here and is known trustworthy and efficient official. As a an in several Ontario papers would Lead one to believe that the indians in Mani Toba Are becoming alarmingly restive. 01 course there is not the slightest foundation for such a statement which can Only pro Voke a smile from every Manitoban who reads it. Some excitement was caused in town yesterday evening by Tho wide circulation of a Rumor that col. Osborne Smith had received a Telegram announcing that England had declared War against Russia our despatches to Day show that if such a Telegram was received by the Gallant officer he must have been the victim of a hoax. An official Gazette of the 21st instant contains the following be Justice of the peace for the county of Marquette West Alex Mooney of Welling ton for the county of Selkirk Charles Genthon of St. Boniface to be Pound keeper for Tho electoral division of St. Charles Philibert Laderoute of St. Boniface to be Constable for the county of Selkirk Pierre Berard of St. Boniface. At the provincial police court this morn ing chief Justice Wood presiding John Armstrong of Union Point was charged with threatening mrs. Sarah Jane Lowe of the same place. From the evidence it appeared that the dispute arose out of a ques Tion of ownership to a lot of land. His lordship dismissed the charge As ground less and advised the parties to resort to the civil courts for a decision of their Case. Banking facilities Are increasing at Fargo Dakota. There Are now two Banks in operation there and yet the times Man finds it just As difficult As Ever to negotiate a Small loan to buy a beef Steak these capitalists have such absurd regulations about Secu and endorsers and and so on. What is really needed there says the times is a Bank where a Man can take his Basket on his and go and get All the Money to wants on his individual note without any of those troublesome Appen Dages. The Standard learns that the indians in the neighbourhood of Severn and along the coast of Hudson s Bay suffered a Good Deal last Spring from bold and hunger the Deer failed and several of the people died from starvation and want. Even in the Early part of the summer there was a Good Deal of distress and Scarcity of food and there would have been much More had not the officers in charge of the respective forts in the District done All they could to relieve the wants of those within their reach. Of a party of ton that had been Hunting Ogeth one Little boy was left. The others had All been starved and Frozen to death. Since the Largo amount of freighting of former Days at York the indians there Are in a worse condition than they wore and have petitioned to be taken into treaty that they May enjoy privileges similar to their friends at Norway House. They might be made to apply in numerous other cases As Well As this through the medium of your columns. Winnipeg Jan 21st, 1878. John Gaylon esq., p. 0. Box. 710, Montreal Quebec answer to your enquiries of the 9th inst., i would say 1st. Next fall we Hope to have All rail Over this Gap by Tho completed Pembina Branch As promised by members of the Dominion government. 12th. The Dawson route is now closed to for our settlement interests and fortunately for those of Minne Sota and Dakota. 13th. Apples have not yet been fairly tested either Here or in the Saskatchewan. 1 apprehend that their successful cultivation by and Bye will to in Minnesota having a Lesb favourable climate through trials often repeated until the Hardy kinds become acclimated and the proper conditions ascertained. J4th. The climate of the Saskatchewan at Prince Albert much Tho same As Here and is said to improve As you go North West and South contradictory As it May appear. 15th. The free Grant Law will apply there of course outside of the railway same As in Manitoba and by keeping the outside Linos of squatting claims due North and South and Oast and West they will con form to the Survey when made. 16th it is highly desirable to prevent a repetition of the Many land disputes existing Here that surveys should be initiated at the principal centres of settlement along Tho Saskatchewan River next season and j carrying yearly. It that there Aro about Whites and half Breeds scattered throughout Tho North West settlers Hunters traders and miners. 22nd. Grain rules higher at Prince Albert than Winnipeg because of Tho limited amount yet grown to meet Tho constantly increasing de mud for the Supply of Tho government and ii. U. Go s posts the indians who formerly used no Grain Tho i1-vouch half Breeds traders and minors who Are mostly non producers. 23rd. Who n its Railroad connection made with Tho Oast Tho local markets will still to die bos because Tho Industry of Gold mining and washing requires Only cheap inbox to to increased indefinitely together with those suggested by Tho Vicin Ity of Coal Iron and Petroleum As Well As the Over increasing volume of immigration 11 la 1 n. Which will demand a Large Supply. 24th. But Whon the Saskatchewan District requires a foreign Market its principal out let will probably be by Way of Norway House and Hudson Lay or Over Tho water route at present traversed almost without a break then completely so to Tho head of Tho Hod Stiver and possibly through the now Dis cussed and yet to to built locks at Tho height of land into and Down Tho missis Sippi to Tho Ocean. And a great portion of its hour will to manufactured hero for distribution throughout the Eastern provinces and states which will have then ceased to produce wheat profitably. 2oth. Our in i should say Uio minimum amount necessary to Settle n family fairly comfortably on free Grant land in Manitoba though if the boys and girls go out to work the first year or so and Aro saving and industrious half that Jimo unt will do. Some of our most prosperous so idlers had oven less than the latter sum when they i Mac bottled. A Little More would to required to carry to and maintain a family the first year at any part of Cho Saskatchewan. 26th. Employment cannot to depended surely As hero. 1 spent a year in the Saskatchewan and Bow Stiver countries Uiko having also travelled in Tho Western United states extensively am capable of an opinion. With this experience i say confidently that Tho British North West including Manitoba is altogether the finest average of country on this continent. 21th. Persons of limited Means can do Best by renting an improved farm for Tho first year and having selected a Homestead break it up and build a House and Stablo Between times during Winter and summer and then to prepared to Settle finally upon.
