Olk despatches to Day tend to confirm the impression that there is some truth in the report that sitting Bull s warriors Are Over the Border again. General Miles seems to have received some reports of actual facts col. Mcleod s expression appears to be based purely on the improbability of such alarming rumours being True. We shall probably know More in a Day or two. Resulting accrue to the corporation. These provisions Are Many respects More Liberal than those of the Ontario License act. For instance Winnipeg could under it have Only Nineteen bar licenses while under our Bill Twenty three May be granted and under the Ontario act a portion of the License fees revert to the government a tinder ours the corporation gets the whole. Outside the City of Winnipeg As heretofore an applicant for a liquor License has to obtain the consent of sixteen of his Twenty nearest neighbors and the difficulty of carrying out prosecutions will it is expected be very much obviated by the inspector discharging his duty. It is most satisfactory to note that in passing the Bill through the House it was not made a party matter indeed one at least of the principal opposition members took a most prominent part in assisting to perfect it. And outside the Blouse with the exception of a few would be demagogues backed by the entire army of Saloon keepers and Saloon loafers All of whom will be out of on the 1st june next when the Law practically comes in to effect in the the measure is received with that High favor which it deserves. O a Sale Good sound mixed Cor Drood also just arrived from Lake Winnipeg prime and fresh White pish together with a Quantity of rabbits and cranberries. Winnipeg Field Battery. Grand concert at the incenses. Amongst those who have Given the mat Tor consideration there has been a settled conclusion that the liquor License Law As we have had it in this province outside the City of Winnipeg wis sufficiently stringent to keep the liquor traffic Well within Check. The Only difficulty in this connection seemed to be that the Law was not carried out. In the City of Winnipeg however where the liquor licensing Power was vested in the corporation it was Manifest that things were rapidly going from bad to worse. Notwithstanding for instance a most determined feeling amongst the Best portion of the Citi Zens against saloons instead of the Council abolishing these institutions they have been steadily increasing in number and Degener j rating in character and houses have been doing business under hotel licenses which were nothing but saloons in the very worst kind at that. It waa one of Tho most Ordinary occurrences of the coun cil Board for aldermen to Rise in their places and say that they disapproved of saloons preparatory to voting in favor of the Grant ing of still another Saloon License. All this showed that there was something radically wrong in the premises. It was evident that other considerations had All along prevent c l at least Many of the members of the Council from dealing with the liquor License question in All its details upon its own merits As presented to their judgment and conscience. Tho experience of Winnipeg in this respect has not been solitary but exactly coincides with that of almost every municipality in Ontario. No matter How hostile local Public opinion might be to an unrestricted liquor traffic the instances were rare in which the councils did not go the fullest possible length in an opposite direct Field Battery band 1 away the morning freshly Brealy lion. Close study and observation m that province led to the conclusion that liquor had such a potent effect in elections that As a Rule municipal councillors could not Chadwick a co., Schultz s warehouse water and notre Dame streets Malu Street. This conclusion being reached another was suggested Tho licensing Power had to be taken out of the hands of the municipalities err tirely. And in pursuance what is popularly known As the Crooks act was passed by Tho Ontario legislature which after ample trial has proven a pre eminent Success. Tho main features of this act removal of the licensing Power from the municipalities and the vesting of the same in a Board of three commissioners and an appointed by the government for each county and a limitation to the number of licenses according to the popu lation. As the Case of Manitoba seemed to be exactly the same As that of Ontario and As the Crooks act appeared to be the exact remedy there it is no matter for Surprise that a Strong feeling in favor of the adoption of its provisions in this province took hold of those who Are desirous of abating the evils of intemperance. A Large Public meeting was not Long since held in this City to consider the liquor question at which a Commilee was appointed to Endeavor to secure restraining legislation and that committee composed of clergy and laymen of All and Catho upon the Crooks act As the specs lie. Accordingly after a great Deal of labor and care in so modifying its provisions As to adapt them to the other machinery of this province the committee Laid their opinions before the government asking for legislation. The views of the committee were backed by lengthy petitions from almost All parts of the province to the legislature. Upon such representations the government Felt it incumbent to respond 10 these demands and a Bill was brought before the legislature which passed All its stages with but Little if indeed any opposition and now awaits but the Royal assent to become statutory Law. As we have already said this Bill is As nearly after the Ontario vet As the circumstances of the county will permit and at Tho Samo time it goes one step further in prohibiting saloons absolutely. I Ucler Tho Bill a Board of License commissioners and an inspector Are appointed Lor the province. It provides for four kinds of liquor licenses a Public House having ten tavern a Public House having four bed rooms up occur s authorizing the Sale of liquors in quantities of not less than one and Irhn Lepule authorizing the Sale of intoxicating liquors of not less than one dozen Bot. Ties or packages of five Gallons within the City of Winnipeg Only hotel grocer s and wholesale licenses will be issued the m Ember of hotel licenses is for the present limited to Twenty three and though the corporation. As in Ontario is prohibited issuing the licenses the entire fees accrue to the cite. The Bill provides a minimum fee for ill licenses but May be increased to any extent within the City by the Council. And while it is one of the Especial duties of the inspector to prosecute All infractions of the Law within Tho City the Council have full prosecuting Powers and All fines so choral society.
