Man1t01ia legislature. The budget. Wednesday continued. Do. Cowan Nigado a lengthy speech and amongst other things he was understood to say that last session an act had been Pas sed providing for the appointment of a Queen s Printer. Printing was to be let by tender and the lowest tender was to be awarded the contract. Tenders had been called for arid Siree put in by the Standard printing co., John a. Kenny and x. D. Gagnier it co. One item of work for which the Standard asked ninety one cents the others asked and for one class of paper for which the Standard asked ten cents per quire the others asked Twenty five and other things i i proportion and Yot in the face of this the Standard had not Boon awarded the contract and the work waa still being done by Tho fake a kiss and the Metis. Or. Suit Elam considered it Hia duty to speak on the estimates. Tho Premier had congratulated Tho House that there was not a desk Mucy. This might be the Case but he remembered during the Clarke administration accounts wore Laid Bosforo Tho committee in Juch a shape that All appeared to to Correct but when Tho books were taken out of Tho hands of that government a very Largo deficiency was found to exist and it was possible it might to Tho Caso this time. Tho Public accounts committee had recommended that Tho statement should show the outstanding accounts. This had not Boon Dono but Tho House had been told that Tho amount was Only trifling. Many of the vouchers produced before the committee showed that Money had been paid which was due eighteen months and even longer. At first the Premier said there was in the Treasury Ard he adds except an amount due Lor this thing and an amount for that thing it dwindles Doivan to nothing. Lie Felt convinced that a deficiency existed and that to a considerable extent. If there had Beon some improve ment to show for it Tho country would not Dud fault with Tho but they would complain if die government spent Money and did no Good. The whole tiling goes into salaries and All within a certain ring., except Small amounts for education and administration of Justice. 1 Hoy can not control the education appropriation be cause its expenditure in Tho hands of Iho Board of education. Even Tho amount appropriated for roads goes into the hands of the ring. To was surprised at some of Tho items in the accounts particularly those for horse hire and refreshments for members. Ilo had never before heard of such a thing As Tho country paying for these refresh ments. To had asked previously on the floor of the House who paid these expenses and had always been told that the speaker did. No voucher had Beon produced for this expenditure until during Tho recess. He did not think it was right to make Tho country pay such accounts. If the Honor Able member desired to Dri Ilc Champagne Thev should do so at their own expense. This was the last session of the second parliament and the Squiti gentlemen had occupied the Treasury benches Sinco 1875. To failed to see anything to congratulate the government upon. Tho roads Are a Dis Grace to any country they Are not even passable which they wore during the Ciarko administration. During that i leg inf. A debt of had been increased but the reason was that die subsidy was Only while during this administration it amounted to the former govern ment had built the court House at a Cost of and had expended amounts on roads. The present administration had begun no new Public works but on Tho contrary had allowed those of Tho former to pieces. Instead of calling the remarks of the Premier Tho budget speech it should to called an election address lie had read Tho programme to had mapped out before election and claimed that it had been car ried out but it had not been. A Radical change in the school system had bean promised but he would Leavo it to Tho Jio Iuso to say whether any change of importance had Beon made or not. It was True that there had been a t my changes for the bet Ter still it Only a perpetuation of the Ciarko school system. It was singular that Tho government had Only Given Way when actually forced but even afterwards lie had gone Back to their original platform. For instance the wild lands tax upon Laid a held by residents which bad been forced upon them but they had afterwards gone Back on Tho principles enunciated in Tho resolutions. Another part of pro gramme which had not been carried out was the promised reduction of indemnity to members. No member of the government had Over attempted to Intro Duce a measure to that Eil act but Thev had Moat strenuously opposed him when to introduced a measure with that end in View. Then Tho country was told that there wore Only to be three Inin intros and m a few Days after two additional members were appointed. Of Curac that Tho Way to carry out n pledge and to might Hay that was Tho Way in which All Tho pledges wore fulfilled. In his electoral address the Premier said he was going to do All in his Power to induce the people to form t there were no More now than before Tho last general election. He took up to Esti mates and found that there wag an increase of in the estimates. Tho on a items which were increased which would Benefit Tho country were those of education and roads. Ii o waa pleased to see that there was a reduction in the item of printing. He then read Tho Independence of parliament clause and claimed tint the attorney Gen eral had forfeited seat. To objected last ii Sion to Tho estimate of 000 for repairs to government House because it was too much but told that extra re pairs would have to be made owing to the visit and although that Esti mate was exceeded by and there was to be no visit by Tho governor gun Era yet the Goven nne it came Doton and for for this item. He hoped Tho Day was rapidly approaching when there would be men on Tho Treasury benches who would to Able to make bettor use of the Public Money Tenn Tho present occupants had done. . Mit Trio question before Tho House was whether there wits a deficiency or not. If the motion the honorable member for Agathe was Point to move were paused it would imply want of conf ;
