It proceeds to say that while no one doubts that the surveys have been prosecuted diligently though seven out of the ton years have already expired the location of the line is still demanding the most anxious and careful consideration of the responsible ministers of the Crown. Revising the details of the latest information made Public As to the rival routes advocated for the railway to take through the Pacific province the Globe thinks that in Tho list it of present knowledge the Fraser Valley route will really Cost considerably less than that by Bute Inlet. It is reported moreover that the grades need in no Case exceed fifty feet to the mile which is an important element to be considered. Aneth e favourable circumstance suggested is the fact that railway construction need not for the present commence nearer the Cost Yale or Hope to the latter of which places navigation by Steamboat is open the year round. The Cost of building the 100 Miles Fiou ibid Point to Jurrard Inlet might accordingly be Well deferred for a time. Sup posing the Fraser Valley route to be adopted it would not be difficult to have a rail Way Tony from Jurrard Inlet across the Straits to Nanaimo the distance being from to 50 Miles and from this Point if found necessary in the future it would be possible to have railway communication to a port on the outer Side of the Island of Essiy on the Alberni canal or at Esquimalt. It would be necessary even if the Bute in let route were adopted to have a railway ferry from Waddington the end of Tho Inlet to the Vancouver coast opposite Frederick distance of Between 70 and so Miles. Having regard to the various considerations upon which the decision must be made the Globe thinks it can hardly be doubted that Tho Fraser Eiver route having in a ultimate terminus at Jurrard Inlet and it.-, temporary terminus at Yale will be the one presenting the strongest claims to adoption. With the knowledge that no pains have been spared to enable him to come to a right conclusion says that journal the country will be prepared we believe to sup port Mackenzie in taking a bold line of policy with regard to this great work. By commencing at the Point indicated and working eastward he would be grappling at once with the most difficult portion of the whole route and this while presenting Brit Columbia with probably 300 Miles of land and water communication with the sea at Burnul Inlet would at once satisfy thac province and prove any fears of Canada re ceding from her task to be groundless. The advantages even to Vancouver s t 10 Globe would be so direct and import ant that any disappointment at the Selec Tion of a Mainland terminus would soon be overcome. The Engi neers of the p Pacific railway were also led to Liat a much More favourable pass As to Hev Atlon could to obtained through the Kooky mountains Between the 53th Ait parallels than has been obtained in the yellow head pass in Tho 53rd parallel it has been argued that in that Case the proper Lino of the transcontinental railway would be in almost r straight line i so Iii tin1 s Bend of to Iowa out e railway passing Prince Albert settlement on the Saskatchewan near the Forks of that River thence in a nearly direct line to the lesser slave Lake crossing the Smoky River half Way Between its source and its Junction with the peace River and proceeding on to Pino River pass from which Point a route though not a very Good one can be found running nearly due South to fort George at the North Bend of the Fraser. I the great National interests involved in building a railway to the Pacific might justify further inquiry As to the advantages of this route. It might possibly prove to be on the whole the Best Highway both As re Gards advantages of settlement and Cost of construction while it certainly would nol add materially perhaps not at All to the length of the line. An exploratory Survey has been made of the Pine River pass Dur ing the past season and we believe it is now ascertained beyond All doubt that a route can be obtained across the Rocky mountains at this Point at a much lower Elevation than that by the yellow head pass Al thongs the grades will not be More favourable and May be even less so. The Good land extends into the very heart of the Range on Tho East Ern Side of the mountains. From the Side of Tho mountains to fort Geo co the country is probably rougher than on Tho located line West of Tete Jaune Cache. I May on Tho other hand be found that difficulties exist on this route in Tho passage o the Athabasca the Pembina and smoke Rivers and smaller streams which would be much More serious than those which have to to encountered on the Southern route but these Are matters on which it May be wello have accurate information before the country is irrevocably committed to any Lin which in the end might prove to be a mistake so far As regards Tho general interests of the Dominion it is of the utmost import Ance that Access should to had from the East to the Fertile Region of Manitoba Aizic the North West As speedily As possible. I was with this object that contracts were be from Thunder Bay Westward to English River and from Lake of the Woods West Ward to Selkirk being somewhat More than half the distance Between Lake Superio and the red River. We have reason to be Lieve that the contracts from Lake of the Woods to Selkirk a distance of 110 Miles Are Likely to be completed during next sea son. The line is already graded and the rails Are Laid most of the distance Botwe or fort William and the Summit Waters u Lac Des Milles lacs some 70 Odd Miles there still remain in Tho Centre of this Sec Tion East of Keewatin or rat Portage is Miles to be placed under contract. While this Centre portion of the Lake Superio and red River Section of the Canadian Paci Fie cannot of course to pressed to comple Tion so rapidly As its Eastern and Western connections it is of great importance tha no time should be lost in establishing direct communication with red River through Canadian territory however useful As an auxiliary pending Tho construction of the railway May be Tho Chain of lakes and River lying Between Lac Des Miller lacs and a Portage. There has been a Good Deal of discus Sion As to the location of the line directly West of Selkirk the route from Selkirk t Livingstone being objected to i favor o one South of Lake Manitoba. It is asserted that the latter route would not merely be much More favourable to settlers in that pro Vince but that it would pass through a easy a country and one More accessible to settlement. The country from Tho Northern extremity of the Touchwood Hills in Szwarc to the South end of Lake Manitoba Lias been examined during the last season by the acting chief Engineer Imd others though we Are not aware yet of the results of thei observations. There can of course be no doubt on looking at the map. That this divergence would materially increase the Dis Tance though whether to the extent asserted by or. Fleming May be open to question he alleged the difference to be 30 Miles in favor of the located line and that the Engi Neering difficulties would be considerable less than those to be encountered on the Assiniboine and its affluent where the Val Leys Are from one Hundred and fifty to to Hundred and fifty feet below the Genera level of the country. Efforts have been made in Minnesota during the past season to come to some arrangement with the dutch bondholders who control the St. Paul and Pacich c rail Way which has its Western terminus at pern Bina or St. Vincent on our Boundary the line to Winnipeg and Selkirk from the Boun Dary has been graded for some time. The ironing and ballasting could be Complete in a few months. If Tho Minnesota com Pany will Only build the 63 Miles required to reach Tho Boundary on their Side there seems to be no reason Why trains should no be running to Winnipeg and Selkirk in Gooc time for the fall Trade and give to our Fel Low countrymen an outlet for their fast in creasing productions As Well As afford Access by railway to Tho Large immigration certain to flow thither. The conclusions that May be Roaches from a careful consideration of the Globe article that the government in tend to come Down to parliament with request for an appropriation to commence work from a temporary terminus of the line on the Pacific at Hope or Yale secondly that they will propose the completion of the Pembina Branch this year 5 and thirdly that some further contracts will to Given out on the main line from Keewatin rat Portage eastward.
