In one of the intervening he however that of Bale St. Paul and South of the Assiniboine River oppo 1the parishes of Poplar Point High and Portage comparatively Little set had been effected indeed in the laity hardly any. It followed that there proved to be on the River including two Miles on each a tract which May be placed at Lucres and on the Assiniboine in All acres of vacant lands arty of the Dominion less one j claimed by the Hudson s Bay y As being entitled thereto under the Seedof surrender. These lands were s embraced in the regular township sur Veys and were never open for settlement or lie being considered by the government and being in fact a class by themselves pissing special value. They were surveyed in due course being Laid out in Nar Roff frontages on the Rivers m conformity Voith the other old settlements and it was intended in View of their special value num Berless applications having been inc lived from persons wishing to acquire Thorn so Oon As the portion the property of the Hudson s Bay company which required to be determined by lot could be determined Tooi Fertile remaining umpteen twentieth for Sale in farm lots by Public auction at an of Price. Circumstances not entirely within the control of the government have however prevented so far the apportion ment the company s share and it has therefore been impossible up to the pre sent to carry out the above policy. In the meantime notwithstanding a Public notice issued by the department of the Interior dated the 21st March 1873, forbidding any settlement on unoccupied lands on either of the Rivers named and notwithstanding Tho persistent refusal of the government to entertain applications to be allowed to set the upon or to Purchase these lands also refusing in explicit terms to recognise any settlement thereon As even giving a claim to Purchase certain individuals who had gone to the province to take up lands see Ina the extreme Richness and eligibility of these determined to run the risk of being turned off them rather than do As others were doing that is to say take up homesteads on lands open for that purpose but less conveniently situated and of Leas pre sent and prospective value. The example to set was speedily followed by others and so completely have All injunctions and warnings by the department of the Interior to the contrary been disregarded that there remains few if any of the lands in question on the red River unsettled. The regulation complained of by the by matters is elated the 14th november last and was adopted in consequence of its hav ing proved impossible to prevent possess Eion being taken at All ban ads of these lands and to put an end to the num Berless enquiries of people who simply in formed tiie department that they had taken Possession of certain River lots and desired to know what the government Price and terms of Purchase would be. The Only objection to the regulation in question is As regards the Price of the lands which is place. De at five dollars per acre. The regulation does not say whether the Money shall be paid in one sum. But doubtless where a Settlor is doing his Best to improve the land it would be accepted by the government in Ineta Monts. Inasmuch however As scrip will be received in payment the Cash Price is at once reduced considering the rate at which scrip May be at present obtained in the pro Vince to three dollars per acre. The following paragraph is taken from an editorial of a recent number of the Winni Peg free press conveying practical information regarding Manitoba in reply to enquiries received from other unimproved lands on the Rivers Between ten Ami thirty Miles from the City May be had from three to four dollars per fire beyond that Dis Tance at from two to three dollars per acre. Another editorial of Tho free press re Ferring to the complaint of the settlers at being charged five dollars per acre mentions that As in scrip is now not Worth More than in each and payment in scrip will be received for these lands the Price of the settlement Belt lands is practically reduced to 50 per acre.1 the above May naturally be assumed to represent the minimum prices and the com plaint of the squatters even on this show ing has Little or no foundation but As a matter of fact the intrinsic value of these lands for producing purposes and consider ing that they Are on the leading stage route and front upon a River constantly navigated by steamers throughout the season will in our opinion during the coming season be established at More than double the rates quoted by the Filee press. We have the weans of knowing that Many transactions in unoccupied lots in which from two to three dollars per acre Are paid Are sales of squat tors rights and should not be considered a criterion in fixing the Price to be paid the government for the Patent. We have been informed that had tie minister of the Inte rior consented a Sale of one thousand acres in a Block of vacant government land on the bed River could have been made two years Back at five dollars per acre each. It s the interest of squatters and speculators to get the government Price of these lands placed at the lowest possible figure As the value of a squatter s Transfer is increased exactly in proportion.
