Winnipeg Free Press (Newspaper) - February 23, 1878, Winnipeg, Manitoba A graphic municipal legislation for icelanders introduction of the budget imported specially for the free press. Ottawa Fob. 23. In Tho House of commons yesterday or. Mills introduced a Bill to establish township municipalities in the icelandic settlement. The municipality is to consist of town ships is and 19 the second of township 21 the third of townships 22 and 23 and the fourth of big Island. The Bill is framed somewhat on the Mode of the of Toio and somewhat on that of the Manitoba Munici pal Juv. Vote is to be by ballot and each Council is to consist of five members who Are to elect their own Reeve. There is to be no county Council but provision is Nide that the Reeve shall Settle , Between townships the in Council is to to referee in the Case of disagreement. Provision is also made for Tho erection of school sections. Or. Cartwright delivered a Long Clear statement of the financial position of the country yesterday in introducing the budget. He explained that for the last fiscal year there was a deficit of Over one million. Things were taking an upward turn however the collections from the customs up to february being Over a Mil lion in excess of the amount received from the same source during the same period last year. A deficit is anticipated next year. There is to be no change in the Tariff. Or.
