Wednesday feb. 27, 1878. In the course of the debate on the address in the Senate the Hon. R. W. Scott Secretary of state said i believe i am Safe in saying that by August next not Only will Tho Gap Between Pembina and Winnipeg be filled but an All rail route will be opened further after speak ing of the uncompleted fifty or sixty Miles in Minnesota he said however i am Happy to inform the House that we have in formation which is reliable that this Gap will be constructed and before the month of August next the All rail route will be secured to is an extensive business in All old countries. The prospectus has been issued of the Mont de Piete of England with a capital of in certificates of each. The object is to carry on the Paw broking business on a Large scale in the gift e rent quarters of the metro Polis and principal provincial towns the interest charged upon pledges being at the uniform rate of per cent., which it is stated will prove an immense saving to Bor rowers As compared with the present sys tem advances Only being made upon sound solid easily convertible and Saleable Securi ties. The record appearing in appendix 25 to the report of the minister of Public works shows that Winnipeg is not by any Means later than the majority of other place s in Canada in regard to the opening of navigation. Of thirty four places in All whose experiences in the year 1877 were officially re corded Only thirteen were ahead of the red River while Twenty were behind it. The Harbor of Winnipeg was open last year on the 22nd april. The place mentioned where navigation open a Toronto March and Windsor Detroit River where the ferries began to ply on the 3rd of april enjoys the distinction of coming second. The latest place where navigation opened was the Cornwall canal which was not available till May 26th. Besides this place the red River at Winnipeg headed the Lachine canal the Beauharnois canal the Williamsburg canals Carlton canal Grenville canal Chute and Blondeau canal the Rideau canal at both Kingston Mills Opal Ottawa the Erie canal new Chambly canal Quebec Harbor Montreal Harbor Goderich Harbor Kincardine har Bor Owen sound Harbor Collingwood har Bot River St. Harbor georgian River Kamini Tiquia and Prince Arthur s Landing. But that we do not like to be boastful we might add that the facts show How Winnipeg was ahead of All the other places in the matter of closing in 1876, the red River being ice locked on the 5th of november the very first. That it will receive the signature of the president How Ever is very improbable inasmuch As he has been steadily and persistently opposed to the measure All along and even in anticipation. But there is More than the requisite vote in Congress to defy the presi Dent s veto hence it May be accepted As a Law of the immediate future. The principle of the Bill is a species of National repudiation. Upon this ground it has been most determinedly resisted by not Only the presi Dent but a Large minority of Congress and important sections of the press and people of the country and other nations have commented most severely upon it. The Bill has not however passed As it was presented to Congress. In the Senate it under went most important amendments and when it came before the House for acquiescence it received a larger vote than its Ori Ginal strength and not divided upon exactly the lines. The extreme Silver men who deemed the Bill emasculated and Crip pled by the loss of the free coinage clause and the limitation of amount were persuaded that the Bill As returned was the Best they could Hope for and were afraid to risk a More Radical measure with the Senate and the president and anti Silver men saw in it a measure so much less dangerous than they had feared that they were willing not to re Sist in some cases even to vote for the Bill wit i the Senate amendments rather than expose the country to further agitation or to the danger of a Complete Success on the part of the cheap Money majority. The Bill is conceded by its opponents to is a Good Deal bettor than when it first came before Congress but it is avowed is wrong in principle and still threatening in its operations.
