Monday March 4, 1878. The treaty of peace Between us Siamani Turkey was signed on saturday. Unofficial intelligence represents that very material modifications have been made in the terms so that they May not Trench upon foreign particularly British interests. Reported to be seventy millions of people starving in China in consequence of the famine and who knows what May be the extent of the emigration from that Over populated Empire within the next twelve months the Sioux War coat the United states nearly two millions and a half. It is reported that the King of Holland intends abdicating in favor of his eldest son the Prince of Orange. The Dominion government have decided to lease to the City of Toronto upon terms to be agreed upon the land at the Garrison common asked for exhibition purposes. It is said that there is truth in the Rumor that Prince Leopold of England Queen Vic Toria s youngest son is going to enter the Church. The Prince wishes it very much but the Queen opposes his desire fearing that in the Prince s weak state of health he will Only do himself harm by undertaking any Active mental and physical labor. The subject of placing some limit by legislation on the importation of this class of labor has been seriously Dis cussed in various aspects both in the United states and the australian colonies and Many a spirited debate upon the question has even taken place already in the British Columbia legislature. The House of representatives at Washington recently refer red the matter to the committee on Educa Tion and labor for consideration and their report upon it was last week presented. The report says no legislation affecting Chi Nese already in the country is asked or de sired. They came to the country under Tho provisions of a treaty which was the result of efforts of the United states and other nations to open China to foreign Commerce. Their claim to be protected in the full enjoyment of rights and privileges which they have acquired under the treaty and under the Law cannot justly be denied. It is contended however that the presence of chinese has had a tendency to degrade and Dishonour labor that their personal habits Peculiar institutions and lax morals Render them undesirable members of society and that they cannot and will not assimilate with the american people but remain unalterably aliens in habitat works politics and aspirations. Accompanying the report is the following pointed Resolution whereas it appears that a great majority of chinese immigrants Are unwilling to conform to our institutions to become per manent residents of our country and accent the rights and assume the responsibilities of citizenship and whereas they have not indicated capacity to assimilate with our people therefore Uesch de that the president of the United states be requested to open correspondence immediately with the govern ments of China and great Britain with a View of securing the change or abrogation of stipulations in existing treaties which permit unlimited immigration of chinese to the United the experience in Australia seems to agree very closely with that in the United states As to the questions of non assimilation and non miscegenation. By reference to Tho victorian year Book of 187g-7 we find not the least important fact at the present time of anti chinese excitement that in eleven years Only 197 chinese males were married in Victoria. Of these 107 married with australians 43 with English 21 with Irish 14 with scotch females and Only 3 with females of their own nation. The number of such marriages in 187g was 14, which is a smaller number than that in any year since 1868. The general subject of chinese immigration will shortly come under Dis cassious in the Canadian parliament As Jar. Buster Vancouver has Given notice of a motion which suggests a very ingenious provision for keeping the chinese from employment upon the Public works.
