The Pioneer press records that on the Bright and summery afternoon of Friday the eighth of March in the year of our lord 1877, the ice disappeared from Lake Popin or remained Only in the form of slush and navigation waa opened from St. Paul to now Orleans. This is the earliest opening of navigation which was Ever recorded in the River annals of that Region which How Ever do not extend farther Back than to 1844, a period of thirty four years. In 1860 the first boat arrived at St. Paul through the Lake on March 28th, and 4his in the earliest opening recorded till this year when this event takes place nearly three weeks earlier. The peo ple of the extreme Western part of the pro Vince Are to be congratulated on being the first to announce something specific in this connection. Approximately the county of Westbourne contain acres and therefore though the amount of Bonds pro posed to be offered is handsome it would after nil be a charge of less than fifty five cents an acre in other words it would be on in average but a mortgage of on a Hundred and sixty acro farm. That every settler along the route could afford to encumber himself to this extent for the advantage of a railway it would be a work of utter super rotation to argue. We doubt indeed whether almost every Farmer would not be recouped by the advantage on even one year s crop. Then though the county of Westbourne deserves the highest kind of commendation for its action in this matter it is prudent to a degree. The county of Westbo ume contains Only about one third of the territory not mentioning the City of Winnipeg that has a common interest in a Western railway from which it follows Luu in could be realized from the Rural localities at the rate Westbourne has offered and that is letting them Down easily. It is in order now Trtat Portage la Prairie should borrow a Leaf from the Book of her next door and really More spirited Western neighbor organize under the county municipal act and then say How much she will give. This being done the intervening localities to Winnipeg should not to slow to follow suit and when it is Winnipeg s turn to speak we Are confident that she will say at least. This one act of the county of West Bourne to promote a Western railway transcends All other movements combined and were the other localities equally interested to take similar Desideratum would be speedily realized.
