In the meantime it was the duty of the government to provide cur Fornall parts of the Dominion Uon. Or. 1 Pelletier said Tho matter had Een before the government and if Neces by they might bring a measure into the if ouse. He was not prepared to say that the Latte said not provide sufficient Means to meet the difficulty referred to. Tuc fishery award. Charles Francis Adams who represented tha United states at the arbitration on the Alabama claims held at Geneva has been expressing his opinion very freely of late concerning the final results of that arbitration and the cognate subject of the recent Ali Cifax award. Or. Adams avers that As to thin award of the Halifax commission there bus Only one honorable course to pursue and that was to pay question of amount had nothing to do with it. If it was a bad bargain it was too late to revise it. That question passed out of Tho hands of Congress Tho moment the arbitrators wore appointed and the u. S. He feared that with the example which the country presented to the nations in the treatment of its own citizens who were de Nied the compensation awarded to them and the attempts of leading men in the country to resist the payment of the decree of an arbitration to which All parties had agreed upon such miserable technicalities and subterfuges As had recently been suggested Many years would elapse before an other attempt would be made by any nation to submit any question of International Dis Pute to this enlightened humane and Chris Tian method of settlement. The government of India having soundly thrashed the Jowais a Hill tribe which had us deprecating upon British territory Tfir the North Western Frontier and having Cven them from their own Hills into the territory of another tribe and there followed them and thrashed them again Are at a loss what to do with the vanquished mountaineers. The policy of holding their coun try in Vevy questionable. If British troops withdraw Tho Jowais will return and re commence their attacks on British subjects and the moral effect of British Success on Tho other Hill tribes will be lost. It is pro posed to take a lesson from Tho policy of sir Charles Napier towards the obstreperous Hill tribe of the Ink pairs. Sir Charles de ported the whole tribe from their Hills and settled them by Force on the Plains South of Jac Babad where they exist to this Day prosperous and contented subjects of the Tjoen. It is contended that the readiest Way out of Tho Jowaski difficulty is to trans port the whole tribe across the Indus and till their places with military settlers from the Punjab or Scindle who instead of being a Thorn in Tho Side will to a bulwark against aggressions from other mountaineers. The remedy is a severe one but pro Bably Tho descendants of the departed jowl Twig would be thankful for the enforced those people who Are worrying them selves Over the wholesale Slaughter of but aloes should remember that this govern ment was not founded for the Benefit of wild beasts.
