Jus Tice Burton and Lar. Justice Patterson concurring. The Case was Leprohon is. The City of Ottawa and was a test Case Tho Dis Pute being whether the corporation have Power to tax Dominion civil servants for in come or not. The judgment was that Tho corporation had not such Power under the Constitution. The principle involved is one of very general importance but is particularly so to Ottawa As that corporation has received in the shape of income tax from the civil service since 1866 about per annul and will under the judgment not Only lose this much of its Revenue but May be called upon to refund some 000. The new 12-Pounder Field gun which May be regarded As the product of two years experiments at the hands of the most skilful British artillery its has recently been completed at the Royal gun factories arid is looked upon As the most perfect Field gun in existence. To one can doubt that her ambitious course has been checked simply by the firm attitude of England backed by the moral support of Austro Hungary. Then again Russia has shown a determination to Sacri fice the rights of her ally Roumania by a selfish Endeavor to retain the control of the Danube through the re annexation of Bessarabia whether the Rou maniacs Are willing or not. The injustice of this High handed course is Only too apparent but it appears even More flagrant when we recall the proclamation issued to the romanian people by the grand Duke Nicholas the Day the russian army crossed the Pruth. This manifesto contained the following sentences i declare to you that we come us friends wishing Only your Good. Conform Wibly to my father s order i deem it my duty to inform you that the passage of the russian armies will be of Short duration and should occasion no uneasiness the romanian being consid ered by us As it Friendly government. Romanians our ancestors shed their blood for your liberties. 1 think we have a right then to ask your co operation for the army about to pass through your coun. Try for the sole purpose of the unhappy christians of Turkey Whoso mis fortunes Havo excited the compassion of of Russia and entire after this Roumania became an Active ally of Russia and did a very important Bhare of the fight ing. In arranging the terms of peace rus Sia has altogether ignored Roumania s claims to share in the required indemnity and would compel her to give up Bessarabia in Exchange for territory in Tho do Brudsche which Bhe does not want. As the defiant refusal of the romanians to accept this arrangement involves a material Security for the neutrality of Tho Danube it May be at once seen How Roumania has become in the eyes of Europe but particularly in the regard of England and Austria the Central figure of the present situation.
