Winnipeg Free Press (Newspaper) - April 27, 1878, Winnipeg, Manitoba Business announcement a View of better accommodating a Large the patrons of the free press we opened a Branch office and count inc room under charge of our a , m the building immediately North the Kenny i Axton. Kree press office. Tuly 6th, 1877._______________ she Giulta saturday april 27, 1878. Tim satisfaction from the nicaraguan government for insults and assaults upon employees of the German consulate at Leon includes a Promise that the offenders shall to punished within fourteen Days with the alternative of paying a Fine of the payment of As reparation and a Public Saluto to the Ensign of the flagship of the German Squadron. Assure her that not a Leaf has fallen from her Maple Chaplet that the Lustre of no jewel in her transatlantic diadem has been dim med. Thanks to the opportunities afforded me by the liberality of parliament i have been enabled to traverse the Fertile regions of your North West to appreciate your in exhaustible resources and to scan the vast expanses of your territories from the Atlan tic to the Pacific. The speeches to which you refer in such flattering Terras have been but the natural the irresistible exclamations evoked by the sights 1 have beheld. Closely associated with me in the discharge of All my duties has been the lady to whom your address refers in to kind a manner. Moving amid a society where the proverbial gallantry of frenchmen combines with eng Lish and celtic chivalry to create in every Canadian Home an atmosphere of purity and refinement she naturally regards the six notice of regular communication of St. John s . Distance of win Ross Ross barristers. Years the a she has passed amongst you As one happiest periods of her life and i in the evidence of or. Hugh Sutherland before the Senate committee recently he explained the scheme of the fort Frances locks saying that communication could be had Between Thunder Bay and Winnipeg in four Days and at less Cost then by the red River route also that the proposed facilities would admit of the carrying of fifty tons of freight per Day with Only two transhipment he strongly upheld necessity of the work. Tiik Tho constitutional question As regards the recent dismissal of the de Boucherville ministry by Letellier was pretty thoroughly i Youssed in the recent protracted debate in the House of com Mons when the opposition demonstrated their Powers of physical endurance by talk ing against time All sorts of rubbish. The result was that a Large majority of the House voted Down the motion of sir John Macdonald that the s action was unwise and subversive of the Princi pie of responsible this vote was taken after the question had been thoroughly discussed in All its bearings up on the very elaborate statements of both sides As presented by the governor and sex Premier to the governor general and submitted by his excellency for the consideration of parliament. The decision virtually endorses the action of or. Letellier and justifies his dismissal of his ministers. It is based on the undoubted right of the Noad of the executive to dismiss his advis ers if they have forfeited his Confidence or ignored his prerogative. It is held that or. Letellier had a perfect right to dismiss his Council if he could rely upon getting other ministers to accept responsibility for that act and that he was justified on the same grounds in dissolving the provincial Legisla Ture and appealing to the people. Or. Joly has readily accepted these responsibilities in their entirety and the questions involved Are now submitted for the approval or censure of Tho electorate of the province. These matters will be brought to an Issue at the polls on the 1st of May. And the House of commons has clone wisely in declining to interfere with a decision asked for from the people of Quebec the True source of All parliamentary authority Over the local government of that province. Duffel a s a Cpl. The following is his excellency s reply in its entirety the previous report we published having been condensed in reply to the address already published in the free press presented to the the governor general by the Canadian parliament on the116th april which presenta Tion was made in the presence of members of both houses by the Premier or. A. Mac Kenzie accompanied by All the privy councillors in Ottawa his excellency made a most Brilliant and feeling reply it is difficult for me to find befitting words in which to you for the signal and unprecedented Honor which you have conferred upon me by this joint address from your two houses. Regarding As i do the utterances of parliament As the most August and authoritative expression of pop ular sentiment it affords me unmeasured satisfaction to be thus assured of the Confidence and esteem of the inhabitants of the Dominion. To win the Good will of a nation is the greatest achievement open to human ambition and to learn from you that i hold a place in the affections of Tho people of Canada is alike the highest Triumph and the greatest plea sure i am Ever Likely to enjoy. It would not become me to inquire How far this re sult is to be attributed rather to your generosity than to any exertions upon my part. It is a Happy principle rooted in the nature of englishmen of All estates to connect themselves with the simple discharge of those duties which lie to their hand with out considering too curiously to what degree their conduct May influence the personal estimation in which they Are held by others and their Reward when it arrives is often a great a Surprise As it is a satisfaction. All i can say is that from the moment i cams amongst you i have had but one the desire to Render faithful service to our Queen to the Empire and to Canada. If there Are no positive advantage to which i can Point As having resulted from my administration there is one boast i can fairly make no act or word of mine has had a tendency to Damp your personal Devotion to the Crown to discourage your attach ment to the Empire or to discredit the sys tem of constitutional government under which you live. I found you a Loyal people and i leave you the truest hearted subjects in her majesty s dominions. 1 when i came among you i found you proud of your descent and anxious Toma Intai n your connection with the Mother country. I leave you More convinced than Ever of the solicitude of great Britain to reciprocate your affection and of her dependence on your Fidelity in every emergency. I found you men of various nationalities of English French Irish scotch and German descent working out the problems of constitutional i government with admirable Success. J leave you with even a deeper conviction in your minds that the due application of the principles of parliamentary government is capable of resolving every political difficulty and of controlling the gravest ministerial crisis to the satisfaction of the people it Largo and of their leaders and representatives of every Shade of opinion. When resign the temporary vice Royal to with which i have been invested into hands of my Sovereign i shall be Able to of am commission Otto convey to you her warm est thanks for the Good wishes you have expressed in her regard. In me to assure you that i shall esteem it one of the greatest privileges of my future life to watch the progressive development of your interests in the British parliament and to confirm our fellow countrymen at Home in their conviction of the High degree to which Canada is destined to contribute to the welfare strength and renown of the British a number of ladies was on the floor of the Senate by invitation including the wives and daughters of member of the privy coun cil senators judges of the supreme court members of the commons and the Princi pal officers of the Senate and commons.
