The sum of has been appropriated to meet the Cost of the removal of chief to soph s band of Nez forces to a suitable location in the Indian territory where it in proposed to locate them permanently. Tii Long looked for report of the commit tee of the u. S. House of representatives on the Rio Grande difficulties recommend that an adequate certainly not less than men of which not less the tvs must be be maintained on the mexican Frontier that the orders of june last authorising the Ameri can troops to Cross the Border in Pursuit of cattle raiders should not be cancelled or modified until satisfactory arrangements for the Protection of citizens in Texas shall be made with the mexican government ail that the following should be secured by treaty stipulations 1. Indemnity for injuries to Persona and losses or injuries to property of citizens of the United states for which the govern ment of Mexico shall be found liable. 2. The abolition of the free zone. 3. Such provisions As will hereafter secure on the Border a speedy trial and punish ment of criminals residents or citizens of Mexico As Well As others in courts whose jurisdiction the crimes have Boon committed. 4. The exemption of american citizens residing in Mexico from forced Loans and All other illegal exaction. A railway outlet. Elsewhere we publish a report in full of the debate in the Senate upon the Pembina Branch mention of which was made in our telegrams a few Days ago. We congratulate the senators from Manitoba upon the Patri Otic position they assumed on the pro. Position to Cut Down the term of the pro posed lease from ten to five years. We do j so not because to prefer to see the Road leased for ton rather than five years but because we believe that granting a lease for the longer period is tie Only term upon which we can possibly secure immediate railway communication with the outer world. The conduct of the senators in this respect is in marked and meritorious con Trast with that of two of the Manitoba Mem Bers of the House of commons upon this game question. Hon. Or. Girard expressed the views of the people of Manitoba to a nicety in the few words he uttered. Certainly we would All prefer a railway through our own territory and we might go further and say we would prefer not to lease the Pembina Branch to any one connecting line could better to done. But notwithstanding the assertions of some to the contrary we Are persuaded that no Bat Ter can be done at the present time. Far would it be from us to favor leasing the Pembina Branch to the St. Paul Pacific did we believe the Northern Pacific were prepared to make an immediate connection if that lease were not Given. But we cannot think the Northern Pacific have made such an offer As Certa oly had they done so the Premier would have denied it from his place in House As he did in effect when he staged that the offer of the St. Paul Pacific was the Only one which the government had received that they could think of entertain ing. Moreover if the Northern Pacific were prepared to do As those assert who oppose the proposed arrangement with the St. Paul Pacific it is passing strange that they do not produce documentary or other evidence of what they say. Let them do this and they will have All disinterested people of Mani Toba with them and or. Mackenzie will be put in a very awkward predicament into bargain. But not having done so we Are satisfied that it cannot be done. The fuel ing of Manitoba is we want a Railroad outlet on tie Best terms possible but we waft a Railroad outlet. And we do Hope there fore that though the Senate we have Rea son to believe largely on the representations of senators Girard and Sutherland have abandoned their proposition to interfere with the term of the lease we do Hope we say that they have not rendered it disastrous to the interests of this isolated province by insisting upon having the Opportunity to pass upon the lease when it shall be submitted to parliament for ratification. In so insisting the Senate took advantage of its party strength to arrogate to itself a Power entirely out of Harmony with the practice of Tho House of. Lords in England and colonial second Chambers. We Are apprehensive upon thin Point As on the occasion senator Scott remarked that the company entering into the arrangement would not moreover feel Safe in doing so if it had to meet with the approval of this House knowing the hostility they had always displayed towards the govern ment s Pacific railway if our half fears in this respect should be realised language can scarcely be found Strong enough to condemn the action of die irresponsible body that Are to work such in jury upon this country. A contemporary very aptly puts it that the Senate would be the Prosperity of the North West a football in the Petty game of party politics. But if this position can properly be taken again it the Senate what shall be said of the chosen representatives of tie country who have been doing All in their Power to Sacri fice its interests to serve personal jealousies and dislikes and party the other Day or. Mackenzie in answer to the member for Marquette is represented As having said no contract for ironing the Pembina Branch had been Given out and none would be made unless parliament gave its Sanction to the lease of the Road to Tho St. Paul o if q.
