If i aug dealing is detrimental to the health and morals of the Community the evil is at least to yield in income from what must be admitted to be a fair and not oppressive form of taxation. It is a direct tax not upon the seller but upon the Drinker every time. That is fair. Such a result in less than one year in Virginia has naturally inspired the thought Ofa trial of this Moffet Bell punch Law in new York a state in which the income from such an enactment would probably be larger in proportion to population than it ii in Virginia. Or. Brooks has offered in the new York Assembly a Resolution order ing the proper committee to investigate and report on the propriety of adopting the Virginia Law. Or.
