Tho Ottawa correspondent of the Mai explains definitely the character of Tho proposed changes with regard to North West railway land subsides. It seems that free land Grants Are not to to Givon to All Tho chartered companies now in oxi Tonco or to those that May hereafter to organized on any uniform system. In Tho words of the correspondent it briefly stated the proposed plan is to give free Grants of land to the Manitoba southwestern railway to Tho mini Toba Northwestern Tho first of which has fifty Miles in operation the second eighty Miles. Each of these railways Hod the land originally Allottee to it at Tho Price of one Dollar a acre in they will now get the allotment free paying the government ten cents an acre to cover expense of surveying Etc so far Afa they go the concessions indicated in the foregoing Ara commendable Only so far As they go. But As to the Globe i having except in so far As All patriotic canadians May be said to Havo triumphed when commendable policy with regard to Northwest railways was announced that is quite another matter we Are not aware that Tho Globe gave any assistance to those who Havo been striving during Tho greater part of a to enforce on Tho government the desirability of aiding chartered railways in this country by moans of free land Grants. So far As we can recollect not a word has appeared in Tho columns of our contemporary trial could to so construed. To fail to comprehend therefore How it can be said to have the government to do what they Havo decided on doing in this matter or Why it specially has again True it May Havo urged on Tho administration in a general manner the necessity of doing something to relieve Tho evident Necos Sites of Manitoba in the matter of rail ways but with sorrow be it tha Globo has displayed so much of wha is generally regarded As merely factious opposition to the c.
