They had called the meeting that the citizens might be afforded a Means of selecting suitable men to conduct their civic affairs next year. The Board of Trade had nothing Cut and dried for presenting to the meeting they had no political or personal interests to Nerva but As business men they met to devise Means to get Tho City out of the Slough. There was Only one Way to effect this object and that was by nominating Good men and supporting them. The business men of the City require to make sacrifices in accepting Nomitz tin and devoting a portion of their time to Public affairs that Only the Best men would be Nomin ated. It had been thought proper not to invite the members of the present coun cil officials contractors or others receiving emoluments from the City to this convention. To would Call on. Or. A j. Whitla to move the first Resolution. Or. Whitla on taking the platform was received with cheers. He Felt pleased at being Able to address so important a meeting. It behoves us now to take a determined hold on civic matters and not let the City Drift into bankruptcy. There were no party or personal feelings represented by the present meeting. He had the Honor of moving a Resolution which he hoped would have an important effect on the future of the City. He then mov tid following Resolution whereas the municipal of the City of Winnipeg Are in a most unsatisfactory Condi Tion it is desirable that All Good citizens co operate for the election of a Council for the will the Safe j no doubt the present movement would meet much opposition from some quarters. He thought they could make mistake in supporting the present Resolution. He would be even willing to allo w the matter to remain in hands of the Board of would give his support to of this meeting. Some of the members of that Council have done the Best they could and have endeavoured to administer the affairs of the City honestly and even if they had not Dene As satisfactorily As could be desired still they acted from proper motives and with Good intentions. Aldermen were business men and they had to take a great Deal of time from their business to attend to civic matters and for this sacrifice they did not receive the slightest remuneration. The affairs of the City have been conducted in nil unsatisfactory manner and some Steps should be taken to Correct them. He Felt glad that the Board of Trade had taken hold of the matter and called the meeting. They were met together now to consider How our Public affairs could be put on a sound basis the other por Tion of the Resolution he thought that there was no system of checking out Money but Liat it had All. Been thrown into one fund from which it was drawn for All purposes indiscriminately instead of being checked out systematically and credited to the proper accounts. Kana was died by the counsel for the Appellant As being in favor of bin client but the club there referred to was admitted to be a Bona fide one purely proprietary in character and the charge was that intoxicating liquor had been sold to a member to be taken away and drank off the premises this being contended to be an offence. If the same admission bad been made in the present instance by the prosecution the Arnif care would have been in Point and 110 doubt the magistrate would have disc used the com plaint. 1 am not prepared to say that the parties who became members of the provincial club or who desired to became to were actuated by any other intention than a Bona tide one to Organ ize or Tain a Bona fide proprietary club. Last year the property owners association put Forward civic candidates with a single Eye to the Good of the City. Unfortunately however jealousy was excited in certain quarters and the scheme was not successful. It is hoped that the pres ent system will not excite jealousy but that All would support it. He was afraid that some jealousy had been already excited among members of the City Council. They thought that we had met to Day to condemn them collectively which was not the ease. He suggested that others who spoke to the Resolution or at the convention should Endeavor to suppress this feeling. He thought that after the nominations were made the nominees should not be left to do All the work but that All should do their Best to elect them. Applause or. He had been assured by Eastern men that we Wero being viewed with a great Deal of interest from that part of the world. Another important feature of the movement was that no party strife should disturb us. We should have no party strife while we Are in a commercial crisis. He Felt that if Ever there was a time when we should regulate our expenditure and income that time had come. Hear hear be ing at Tho mercy of Large commercial institutions in floating a Large amount of debentures our credit should be such that our custom should be sought after not avoided. He believed the verdict of the present convention would be Felt in a most effective manner. People in the old country Are watching us closely and we should conduct our affairs to As to create Confidence abroad. He had no personal interests to Advance and he would say that whoever were nominated be they of any party no party or All party stripes he would support such.
