There Are said to be no fewer than five com the following is the text of the three offers made to the City Council last evening with reference to the building of an electric Street railway to his worship the mayor and members of the City Council Winnipeg assembled behalf of myself and associates i beg to submit to your honorable body the following proposition it is our intention with the consent of the Council to build a Street railway to be ated by electricity or other motive Power from a p int commencing at the intersection of notre Dame Street and Portage Avenue the main line to ran along notre Dame Street to the cemetery with the portion from Portage Avenue to Nina Street which is in the Vicinity of the Winnipeg general Hospital completed this year before the Winter sets in if possible. The next Branch to run from the main line along Albert Street Pat Ding the Market build ing Down King to Logan Street and out Logan Street to Dufferin Park thereby facilitating the travel for the Large population that exists in Northwest portion of the City and giving them easy Access to the Market Audroth Erparas of the City. The next Branch would be from the Mam line along Ellice Street thence to Colony Street and from Colony Street to port age Avenue with the option of running along Colony Street and Broadway to Osborne and crossing Osborne Street Bridge and extending along the streets in Ward 1, that it May be considered the most advantageous. Also to extend the Portage Avenue line when the requirements will demand it and also to make other connections and build on other streets that May be deemed advisable subject to the present charter or arrangements existing be b Cen your honorable body and the present Street railway company. It in the intention of earn to accommodate the travelling Public on All which shall in and occupy fur railway purposes. We will protect and save harmless the City of Winnipeg against claims or Dun urea Aris ing from the construction or management of All Street railways owned occupied and ated by us. .1 the City of Winnipeg to furnish a Complete and and perfect right of Way Lay and All streets used by us for railway purposes subject to the rights if any of the Winnipeg Street railway company. We will operate All lines of railway built and operated by us Contin uhly through the year tinder such rules and police regulations As your honorable body May ree fit to establish. We to have the right to erect All poles and wires necessary to connect any or a systems of Street railways owned and operated by us with the Power station from which we obtain the necessary to operate these roads. We agree that we will at All Tinea furnish service to the Public equal to that furnished m other Citi ties and to allow your honorable body to be the judge of such service and to improve it from time to time so As to at nil times furnish Good and sufficient service from six o clock in the morning until eleven o clock at night of each and every Day in each and offer of the gentlemen who had first approx Ali be we to year. Have this franchise for a period of Twenty four years with the privilege of an Extension for Twenty four years longer if we have built maintained and operated All lines or agreed to be built maintained and operated by us our successors or assigns in strict accordance with the agreement to be entered into or in lieu of said Extension the City to be allowed at their option at the expiration of the Twenty tour years to Purchase the entire system of Street railways owned occupied and operated by us our successors or assigns with All real and personal property owned and used in connection with the operating of said line or lines of railway u Jon Thi he thought Smith s motion be accepted but he to committee of the whole. Mcmicken s amendment was at length earned in this form that a special commit tee consisting of aldermen Andrews Smith Calloway Wolf Taylor and Mcmicken be appointed to consider the propositions for an electric Street railway requesting the solicit ors of the respective companies to appear de fore the committee and if possible to submit modifications of the terms at present submit Ted and report to a special meeting of the Council on Friday next. The fares to be charged would not exceed five cents from any part of the City to any other part of the City covered by the line we propose to build. Third member and the value arrived at by a majority of said Board of arbitration to be the amount to be paid by the City of Winnipeg to us our successor or assigns for All our lines of railways thus purchased. Should your honorable body Grant to us the rights and franchise herein applied for we agree within a reasonable time to furnish a Bond or other satisfactory Security in such reasonable sum a your honorable body May designate binding us to perform our part this agreement. This franchise to be accepted by us subject to the rights of the Winnipeg Street railway company and in the event of our being interrupted prevented of delayed in the carry ing out of any part of our works under t us contract by litigation or by any other cause for which we Are not responsible the delay so caused to in no Wise act As forfeiture of our sights under this contract or of our Bond Given for the faithful performance of this con tract. At the expiration of fifty years the City can sume the ownership of said railways at valuation to be ascertained by the usual form of arbitration.
