In the matter of eduction More perhaps than any Othir ques tins with which we have to Deal the ultimate Success of the system is dependent upon the extent to which it is approved by All classes and denominations. Our Pur pose i repeat is not simply to abolish Separ ate schools but to establish schools which will unite catholics and protestants a Happy unison. My doubt is whether that can be accomplished by coercive legislation such a we have just passed and whether that legislation under existing circumstances will not in fact tend in exactly the contrary or Fisher then proceeds to detail at length the essentials of a school system which in his judgment would Oest suit the circumstances in Thia province. That Aid should be Given with the single View of furnishing into by the Best minds in the in i know that the intention of creating this province by repeating in terms that were made applicable to our at the Union the restraining clauses of the con federation act was to secure to catholics Here the same rights that were by that com pact guaranteed to those in Ontario when i know that the Catholic minority relied on such being the meaning As Well As the intention of the Law when i reflect that the Only possibility of our having the Power to abolish separate schools lies in the Chance of the Manitoba act not having the effect intended at the time it was made Law when i consider that even that possibility has to be settled by litigation to be carried at our expense through All the courts to the foot of the throne and to be determined perhaps in the end against As when i am reminded that in any event our Power to legislate is not final but subject to Appeal to the opinion of the Dominion executive or of the Dominion parliament against the opinion of our legis lature when i read once More the urgent a peal made by the Domini i n parliament to the legislature of new Brunswick that was in no Way restricted As to its Powers not hampered by past that it might concede separate schools in a province when they had never been established and when i am met by the fact that in pursuance of the provisions of our constitutional act our own Legisla Ture with unanimous vote Nineteen years ago created denominational schools Here which the minority have continued to enjoy under our own Laws Evar since i say that when i consider All these and i am bound to give them i have not the shred of a doubt that the More prudent course would have been to offer to the minority a Concession in the. A in stalled in Maple St. Church. An association of congregational churches formed a Public meeting by several ministers. The first Council of congregational churches Ever held in Manitoba took place yesterday afternoon having been called by the Central Church of Winnipeg to devise As to the forma Tion of a second Church. It attended by the following Portage la Prairie Rev. . Gerrie and or. John Dodimead Wood Bay Rev. James Mckinnon Rev. . Mason and or. J. F. Howard Jamestown Dakota Rev. Ewing Fargo Dakota Rev. E. Stickney Central Church Winnipeg Rev. H. Pedley and Rev. D. H. Jacobs. Rev. A. Gerrie was elected Moderator and Rev. C. Mason scribe. After All the evidence had been presented to the Council the following Resolution was unanimously adopted this Council very cordially endorses the action of Noee who have been connected with this Enterprise and expresses its Joy at the evidence of the Luccese which been attained. The Maple Street Church was then formed by the Rev. A. Genie leading the Mem Bers in the form of covenant which was to be the basis of the Church. The names of thirty one charter members were enrolled a Call from the Maple Street Church to the Rev. J. K. Unsworth to the pastorate was then formally voted and accepted. After the examination of the candidate the following Resolution unanimously passed that this Council heartily approves of the inst Luv Tio Nof the Rev. J. K. Una Worth and proceeds to induct him into his charge. The Council proceeded to form the Manitoba congregational association which is to meet every six months in May and novem Ber for the discussion of matters pertaining to the furtherance of the cause inthe province. The first meeting of the association will be held next month in the Central Church. The pub Liu meeting. The football match yesterday afternoon be tween a team of the Winnipeg club and a team of the . Police resulted in a hollow Victory for the Formis. The match played at the old driving Park and was witnessed by a goodly number of citizens the fair sex being particularly Well represented. The police band was present and added much to the pleasure of the afternoon by rendering a programme of martial and other airs. The visitors were clearly no match for the Winni Eggers and were outplayed All round though they made a plucky struggle and did not allow their opponent ii to have a simple walk they certainly possess the right sort of material for football players but Are sadly deficient in practice. The prone Cial legislature in years Baa shown a willingness to enact Good Protection Laws when suggested and if they have blundered in the recent revision of the act it seems to me they Are not alone to blame. We who Call ourselves sportsmen must share to some extent the blame for not having taken the precaution to Point out to the legislature the necessity of Protection to game and for not having urged the passage of proper Laws. We a in Winnipeg and at other inn clubs also a Field trial club and a game Protection association All of great interest to sportsmen but All comparatively Small clubs and with no joint action and none of them really in Posi Tion to speak for the sportsmen of the pro Vince. It to me if we had these All combined in one Good Strong Manitoba sports men s club with a membership composed of All the genuine sportsmen in the country we could act to some advantage. These conditions being fulfilled i see no reason Why provision should not be made for religious exercises in the schools and while our Ideal is a sustain in which these exercises so jul be absolutely uniform and non denominational if that be a possible i see no very serious objection if under cer Tain circumstances they partake of a denominational the circumstances referred to As afterwards explained Are where districts Are peopled by those of the same denomination and where the children Are therefore of the same Reli Gions Faith. This As was intended naturally and necessarily leads up to separate schools. Or. Fisher proceeds if we go into the French parishes on Tho ked Kiver we find them chiefly peopled by j Rench speaking catholics and if the Dow Public school system be imposed on them their Scho is will As heretofore be mainly attended by Catholic children. Now assuming Tost the provincial authorities see to it that the teachers of these schools Are properly Nieft t that Competition again. The Toronto mail is the on3y newspaper in Canada outside of Manitoba that has to Little regard for its character As to openly avow itself a defender and apologist of the Green Way government and More especially of or Martin a a member of it. This perhaps will not be surprising when taken in con Junction with the other fact that it is the Organ of that element in Toronto and Ontario that is seeking to foment race and Creed animosities among the people. Referring recently to the rumoured desire of the grand trunk to get into Manitoba the mail said Competition has already done Well for the Western country. It produced immediately that it was secured a lowering of rates which has already paid the expense involved in seeming the rival the sentence is a Little Obs Vire but we take it to mean that it uses the word petition As synonymous with the Northern Pacific railway and that the sentence was in think that the government would not accept and act on suggestions from such association for the proper Protection of game of uhe country. The experience of the past shows that until those interested take action the game Protection Lawes will never be satisfactory More than one improvement can be made to the present Law and from time to time it will need alteration. The objects of such a club As i have suggested would be first to encourage trap shooting a Means of perfecting ourselves in handling the gun second to encourage the Breeding of Good dogs for Competition at Field trials and for general use in the Seld and third to use United Effort to obtain necessary legislation for the proper Protection of game to prevents its Slaughter and pre serve the game of the province for the Benefit f the sportsmen and resident therein.
