The service was very impressive and with eloquence and feeling the pastor extolled the purity of life of the departed Friend while the choir furnished suitable the pall bearers were r. G. Mcdonald m. Is George t. Metcalf j. Macaulay p. Wright and Geo. W. Matheson. A procession of scholars followed the Hearse. School Board . At a school Board meeting on monday night the following Resolution was passed. Moved by w. Keyes seconded by w. W. Miller thac it has seemed Good to the almighty dispenser of events to remove from our midst Ono of our most efficient teachers and a highly hate Eunce Young lady miss Mary Scott. Re solved that this Board deplores the loss of miss Scott with deep feelings of regret soft ened Only by the confident Hope that her spirit is with those who having fought the Good fight Here Are in perfect happiness in a Batter world. Resolved that we tender to her afflicted relatives our sincere condolence and Earnest sympathy in their affliction in the loss who was a excellent teacher and exemplary Christian lady. Haultain said it appealed to be Neces sary remind some lion Mem Bers of the Resolution of the House not to accept legislation at their bands. Another Point was that it was pre sumption on the part of a private member to undertake to introduce important legislation without consulting the committees which the House had appointed for the purpose. It was a Well known practice to first submit such legislation to a committee. If the member really desired the passage of his measure he should first consult the proper lieutenant govenor that if the motion car ried the Issue of Beer licenses would be at once discontinued. It was a duty incumbent on every member of the House to vote on this question on its merits. Or Tweed said that the House was responsible for the introduction of the Beer License and declined responsibility for its removal. The liquor question had been Well threshed out at Fonner every member had placed Binu Elf on record regard ing it. He outlined the work for the coming year speaking hopefully of the prospects of the association and mentioning among other things that new rooms had been secured and that it was expected that within a few weeks a general Secretary would be on the spot who would give his whole time to the work. The audience then joined in singing a hymn after which the Secretary s report was read by or. W. P. Oliver. This report embraced a general statement of the work of the association for the past year and of what had been accomplished through its Agency. After the singing of a Solo by or. J. H. Wallace the chairman called on Provin Cial Secretary Copeland for an address. The latter spoke briefly and to the Point. He showed what of Youngr men s _ the association owed to the Public dwelling also on the relationship existing Between the Church and the association. A Trio by messes. He dwelt specially on the need of having a Gener Al Secretary to guide it and of the duty of the citizens to liberally support the directors in their efforts to reach Young men pointing out the incalculable value of such work. The member for Macleod deserved great credit for Bis bold course in allowing a motion of importance to himself to be introduced the other Day by a member of the minority but now would not permit a Bill of general importance to be no introduced. Or. Brett regretted that of the Assembly had decided not to accept certain legislation because the lieutenant governor had done a certain thing. He admired their nerve. One member argued that he had the right to vote no to every measure if he pleased. Of course he had the right but was that what he was elected to the House for they of the advisory Council would take an Early Opportunity of declaring their intentions to the House. They did not care for the abuse to which they were subjected. They proposed to applause the country would not be left to suffer. _ or. Richardson said that the member for Macleod had probably used words of which he did not weigh the full meaning. He believed the Bill to Beof value and hade unasked to introduce it by hit constituents he would be perfectly Content if after the Bonce had discussed the Bill i t should be found faulty and not allowed to pass. But he would like to have it discussed and either raised or Defeated on its merits. In regard to the constitutionality of the action of himself and col leagues in accepting office he held the same opinion which he did when supporting the Hon. Member for Macleod. He had always endeavoured to give every measure coming be fore the House full consideration and hoped the Bill would be considered on its merits. Plaxton that his Honor the lieutenant governor be respectfully requested to Dis continue the permission now being ranted by him under the of Section 93 of the Northwest territories act for the Sale of he had made up his mind to Intro Duce this motion at the earliest possible Date when attending the meeting of the Dominion Alliance in Montreal some months ago. The Honse did not control the Issue of Beer licenses but still it was a subject on which it might advise the lieutenant governor. He had from time to time As a member of the advisory Council brought up the matter but one was too Small a minority and he now presented the matter to the consideration of the House in the Hope of securing such support As would make his efforts successful. He thought it was advisable to take such action As should give the constituents a change to know How their representatives stood on this matter. It was a duty to Deal with the question Here and to give it to the country to express their views on the matter. He introduced the motion As a Temperance Man and hoped for the support of the temper Anca men of the Honse to secure its passage and do what could be done to wipe Outtie obnoxious traffic in intoxicants in the North West. Or. Oliver said that although the Rule re Garding the introduction of business by Mem Bers of the advisory Council would apply to this motion and although it was a necessary and proper Rule there was no need of bring ing it into Force on this occasion. The Lack of Merit in the motion was such As to insure its defeat in any Case. Such a motion ostensibly in the interests of Temperance would have been received with More consideration had it been introduced by one of the Temperance the than that of its mover. It might be Worth while to consider the claim of the Mem Ber who considered a Temperance Man in the session of 1888, after having voted with the majority of the House that the Temperance ques Tion should be submitted to a vote of the peo ple of the territories but when the question of actually submitting it came up the Hon. Mem Ber crawled under the barn and so prevented the proposed vote from being taken. In he had Given notice of a motion regarding four per cent Beer so worded that it was not in order and could not be received by the House and again the Hon. Member went under the barn. On the present Occa Sion the member had announced that his inspiration was derived from Montreal and his arguments were directed to the Dom Inion Alliance there rather than to the in fast his motion wan Buncombe and his speech the same. This was made still More Clear by his admission that the matter was beyond the control of the House. The act under which Cor licenses were issued was of the Dominion parliament and the representatives of the territories in parliament were the men upon whom the responsibility devolved of securing its amendment. The Assembly had hands full in attending to its own business and would do Well to leave that of parliament alone. It might suit the mover and colleagues of the advisory Council to tender advice that would not be taken but the majority of the House were not of that Way of thinking. Their advice had been rejected too often recently to induce them to give it again until they had Good reason to believe that it would be accepted. Or. Betts was same ground this Bhe liquor question and thought that involved opposition to the motion of his col league. He was glad to see that the member for Edmonton who had opposed him so strongly last session As a Champion of Temperance had members or at least one of members whose record on Temperance question was More prepared to take the lion m last now come around to his View and Able to see the advantage that would remit to the less restricted traffic in he alluded to the Mem country from the spirituous Ber for Macleod As the and Tail of the party which refused to discuss measures on their merits. H had already refused the advice of the House on matters which it bad a right to advise him on and until his Honor had announced to the House by message his intention to accept advice in this Case he must decline to believe that be intended accepting it. Or. Jelly said he would oppose the motion not because he favored the Beer License by because the question was beyond the powr of the House to decide. Or. Richardson replied to the various at tacks made upon aim and repeated or. Brett moved that the report of the Spe Cial committee appointed to strike the stand ing be amended by adding the names of the members of the advisory conn1 till to several of the committees. Or. Cayley raised a Point of order. The speaker ruled that a motion to Amend the report of a committee which bad been Dis charged could not be made and that there fore the motion was out of order and must be dropped. Roisa nov. 5. Richardson gave notice that he would move a Resolution on the separate school ques Tion on the lines of the Resolution last year. Or. Brett gave notice again of a motion re Garding the advisory councillors being left off the committee which has been ruled out of order so often. Or. Thorburn asked for particulars regard ing the employment of w. H Cullen m immigration agent year. Cullen has since entered the service of some South american state. Or. Richardson asked leave to introduce an amendment to the Fence ordinance. Or. Betts hoped the member Vonald be Al Lowed to introduce the Bill As it was one of great importance to the agricultural of the country. Or. Reaman thought it should have first been referred to the agricultural committee As be also had amendments which he wished to propose. A Long and Stormy debate ensued being chiefly a repetition of the arguments already advanced. Or. Richardson closed the debate by Dar ing any member representing an agricultural constituency to vote against the introduction. He would continue to attempt to introduce As he thought fit. Plaxton said he also was interested in the Bill and had amendments to prepare but did not wish to Block business by insisting on their introduction in the House. He would introduce his amendments before the agricultural committee and his colleagues might do the same. He we a member of the agricultural committee. He would be glad to assist in forwarding his colleague s amendments. The time of the House wan being taken up by useless discussion. He could not further countenance such a waste of time. Or. Brett said the amendment is of the highest importance to Bis constituency. Fol lowing usage of last year the majority was attempting to prevent his constituents from getting what they needed. No matter what indignities were leaped upon him he would continue i efforts to secure beneficial legis lation.
