The latest dispatches published in the free areas would indicate an entirely amicable settlement of the difficulties Between the United stator and in Gand Over the Behring sea Seal fisheries. The More bristling por Tina of or. Elaine s last letter on the sub Jet were telegraphed from Washington causing a a flutter of excitement among the newspapers whose Trade a to be sensational and the conclusion was forthwith reached that he and lord Salisbury were farther apart Bhaji Ever and that a i settlement on a Friendly basis waa hardly to be locked for. This is not warranted by the tone of or. Blaine s letter which is accepted it Washington a a guar Antee of an approaching understanding on the question Between the two going Bock to the official correspondence of the it will be remembered that in january of last year or. Elaine attempted to justify the seizure of the Canadian vessels Black Diamond and Triumph in a Long and Able dispatch to the to. S. Minister in London for the first time advancing the argument Contra Bonos mores. contended that those vessels in destroying an interest which the whole civilized world was concerned in pre serving were Vitia Ting the doctrine of Good morals. The British government by refusing to prevent these depredations waa contributing to the rum of the fur Seal rookeries and be asked thud instead the British authorities should join with the United states in protect ing them. Blaine with Whin he is on terms of intimate personal Friendship that a great mistake was made in not accepting the offer last Spring by the British minister at Washington to Send a joint com Mission to investigate. The result of this is Sera in the proposal contained in or. Elaine s last letter Sug Gesting a commission for tha Pur pose be appointed and after a full investigation if an agreement cannot be reached to refer the several matters to arbitration. This is exactly what was proposed from the other aide and a Cable dispatch a few chit ago indicated thab lord Salisbury waa quite prepared to act upon it. It will thus that the matter a in a fair Way of being peaceably settled. Or. Blaine makes no claim that Behring sea is a Mare Austim Back on the much stronger ground of Mutual interest in pre serving the fisheries from destruction. But inasmuch m he feels compelled to make an offer that he himself rejected nearly a year ago to Send no a joint commission to invest Gate and report he doubtless thought it necessary to raise a great a diversion a possible to conceal his mortification. For this reason he attempted to make so much of the Pearl fisheries and St. Helena to cases which sir John Thompson was Able to dispose of off hand. It will probably report that the fisheries Are being depleted whereupon a joint arrange ment will be made by the Powers interested looking to the preservation of the fur Seal Why Bates go up. Harper s weekly in a recent Issue has been disc Afung certain phases of Western railway management and in a manner to throw a Strong Light on the necessity under which some of those roads feel themselves impelled to increase their revenues by increasing rates. That management in Many instances a exceedingly Loose. Of one of the leading Railroad systems of the far West it a said that no repairs to the Road bed have been made for a Long time with the natural result that accidents Are of nearly every Day occurrence. The wrecks thus canned Are made the occasions of wholesale looting on the part of the employees All hands helping themselves to whatever offers. The stealing of passenger fares on Many of these roads is represented a some thing enormous. An instance is Given of one ambitious youth in charge of a construction train who sought to earn an honest Penny by carrying passengers whose fares he preserved to Hie own use to the amount of Twenty five dollars a Day. This went on for some time when finally it came to the knowledge of the construction department and the Young Man was dismissed. re entered the ser vice however on another division and was Given a passenger train. How he was regarded by Bis fellow employees May be gathered from their express in of doubts about the company s Ever getting the train Back after he had Eft the town with it. The whole system a one of plunder the evil influences of which reach to the humblest subordinates. The baggage Man and express messenger help themselves to a sunday s Din Ner from a Box of Fasah fish and add the Des Sert from a package of fruit. While this is going on in the baggage car the rear Brake Man in collecting a fare from a passenger who a concealed on the top of the coach and who for a Dollar is permitted to ride hundreds of Milea amid these cheerful surroundings the train boy is passing off counterfeit quarters in change. Going the scale it a mentioned of a superintendent who used to Issue a per Sonal card instead of a pass or ticked asking the conductors to Para the bearer from a to b. These he would dispose of at a reason Able discount on the regular fare and poc. Ket the proceeds. Subsequently entering the service of another company he was enabled to increase his income by operating in Chw Way on both the old and the new Road. The greatest plundering however a by the purchasing agents of one of whom it is said that he recently victimized a Western Road to the extent of this was the loss the management was Able to ascertain How much remained undiscovered it was impossible to estimate. This plundering is not confined to one Road but to a greater or less extent is Practised on All of them. The losses no doubt aggregate up into the millions annually. Little wonder the net profits Are so Small in Many instances. Instead of remedying these abuses the managements to appease the stockholders increase the freight rates and through the Northern Pacific the Farmers of Manitoba Are asked to contribute towards making Good the whole Sale thefts of Western railway employees. This would appear to be the principal advantage gained by our connection with the railway system of the Western states. In. Joseph Martin swore at the hearing of the libel Case that he had Given the Northern Pacific officials notice of forfeiture for failure to build the Souria Branch the part of the system that is completed Cost less than a mile and is mortgaged for to take it Over under those Circum stances a a speculation the Prospect of which alarms the Brandon mail. But our contemporary May Calm itself. Or. Martin will not attempt to enforce forfeiture unless agreeable to Hia principals or. Oakes or. Kendrick and or. Mcnaught nor will he attempt to compel them to Complete their agreement by building to the Souris for he knows that he is quite powerless in the matter. As the mail at it How we Wili the government has treated us in this Northern Pacific business to a pretty Kettle of fish in deed. A Lively ending. Some famine to or. Compliments poll Nikoll. Or. Plimsoll has been instrumental in having introduced into the British parliament. Hold it in my hands i will read it if you like. There is not one word in it about improving the Trade. The Best of old scotch. Whis Islay to and rare old at the Leland. The wife of a St. Jlonus banker bound band Anil foot Ami robbed but by whom St. Louis Jan. Have been at work on the mysterious robbery of the residence of banker James Campbell and have found some very queer developments. At 10 o clock last Friday night when or. Camp Bell returned Home trom a Nieting of the City Council he found his wife in a dead faint bound and food and gagged. When re stored she told a sensational Story of the visit of a pair of masked robbers so thoroughly disguised she could not even Tell their color. They bound and gagged her and then robbed the room. The principal thing stolen was 3255 in Cash. On her Story a negro named Burrell waa arrested but he denies any knowledge of the affair. Late last night Luther Johnston for whom the police were looking surrendered himself and proved a perfect Alibi. Then he told the police a strange Story. said that he was for nine Mouths a year in Campbell s employ and intimates that mrs. Campbell was at times subject to attacks of insanity on the Day a began service at the Campbell mansion mrs. Campbell charged John Jones with stealing and had the boy searched. At another time she claimed to Bayo lost a valuable Diamond ring. John Ston insists that Mary o Neil. Another serv ant informed him that later mrs. Campbell had admitted to her that she had lost neither Money nor ring. Detectives and Mcgrath state that they do cot believe mrs. Campbell was robbed. In support of this they made a detailed report concern ing the circumstances showing that it was an absolute impossibility for the robbers to have entered As described and that robbery if it occurred was perpetrated by some one in the House. Campbell called at Tae police Headquarters last night and requested that the negro Burrell be released so that now there is no one in custody and no clue As to who bound and gagged the lady and robbed the House. Or. Campbell insisted that some one had robbed his House but could give the detectives nothing to work on and they have practically dropped the Case. Mrs. Campbell since telling her Story to the detectives has refused to make any further statement. Manning and socialism. The venerable Cardinal defines what it is not for what it is cannot be defined London Jan. Chronicle publishes an interview with Cardinal Manning growing out of the declaration of the St. James Gazette that he is a socialist and its condemn ing him therefor. The Gazette s remarks were based on an article by Cardinal ving Tieme in the Siegle. In the interview Lecardi Nal exclaimed great is the Power of Asiu Gle word when the Corn Laws were abolished it waa called robbery when the Irish Church was disestablished it was called spoliation when Irish rents were reduced it was called confiscation when the world of labor is to be protected by _ Law it is called socialism. It a impossible to define socialism because any attempt to do to is met by three distinct socialist schools each denying the accuracy of definition. Therefore it is More useful to know what socialism is not. Firstly society is not of human but divine creation and is founded on the three great Laws of authority obedience and brotherhood. The whole of legislation in essentially social for Protection of property and labor in contrast with socialism which claims supreme Powar to change Reform and even to create the foundation and principles of political and therefore human society and is essentially instructive and revolutionary. Secondly the correction of social evils should be conserva Tive of the life and health of society. Social ism on the other hand identifies social evils with society itself and kills the patient to cure Hia maladies. Niverville Jan. P., Shaw of Winnipeg been Here and purchased from r.
