The circumlocution office of Dicken s Little Dorrit Haa n worthy counterpart at Ottawa in the Post oui co department. The Aad incomprehensible policy towards the that to once heard to much about has disappeared from the Obber departments of the government Only to be accentuated in this one which More than any other Branch of the administration should be Tho prompt and efficient servant of the people s require ments. A Large portion of the people of Manitoba have n grievance against the Post office authorities which is rapidly becoming intolerable. For something Over a year a Brno of of the Northern Pacific and Manitoba has been running from Morris to Brandon through a thickly populated part of the province. A number of Little towns have sprung up along the Lino and there is a rapidly increasing postal business Between that Section and the commercial Centre of the province. The Glenboro and Souris branches of the Canad Ian Pacific have also been extended to populous districts. But this great advancement in communication Between these Points Anc the outside world has been followed by no improvement in Posta facilities. The mails Are still delivered by the old fashioned stage coaches running ten fifteen or Twenty Miles from places reach dec by thu mail trains on the older portions of he . Tho inconvenience and annoyance to which All Persona particularly those engaged in com Mercial pursuits Are subjected can easily be imagined. Three times a week an express Rolls by their doors and once a week the mail Corner into town hailed by a broken Down Pony Over u Prairie Trail from some poin a score of Miles Distant. There Are Many place within a few hours run of Winnipeg by rail from which a return letter Carnot be received under a week. As a consequence merchants and Grain men to whom prompt Ness in receiving intelligence is of prime importance have to Avail themselves of Thi express company s facilities at an expanse o 25c per letter. A it should Only be required to state thes inconveniences to secure immediate redress but the department has been repeatedly apprised of them by individual complaints by petitions from Tae inhabitants of the Var ious localities by indignant remonstrances in the Public of the Winnipeg Board of Trade and All with about As much effect As if we were convicts in Siberia appealing to an Imperial autocrat when postmaster general Haggart has con descended to notice these demands it has been to intimate that the changes cannot be Road because it would not pay. Or. Haggart s Conception of the function of the pos Toffic department is very much at fault its Zirat duty is to furnish the people with the postal conveniences to which they Are entitled not to pile zip a surplus. Thi people of Canada Are taxed so heavily Anc have to Little direct return that they at Leas should have their mails delivered As promptly As possible. It a highly discreditable to the government Whoso duty in is to minister to the Public requirements that the Posta arrangements should full so far behind the railway expansion. .1 110koscopk. In the Dominion elections being but a month Liflet cast a Horoscope for Toba and the necessarily one we wish but one we think. Tho Inte member for Winnipeg , does not yet vouchsafe a definite answer whether he will be in the Field or not and though a dozen other names have been mentioned in the same connection nomination Day would not Likely justify any guess or speculation now possible to make. Should or. Scarth be a candidate he would be both stronger and weaker than at Tho last election. To doubt he lost much popular favor by his timid conduct on the disallowance question but that has largely worn out As has the question itself and by the interest and Zeal he has Over manifested on Many other questions regarded is of Groat moment by his constituents he has far More de for any present loss on this other account. Thee to this it to be added to his credit Side that he a now much Batter known personally to the people of Winnipeg than four years ago and it is not flattening him to say that he gainer by this also. But a this time it strikes us that in Canada is the Trade question Likely to be More in Issue than in Winnipeg. If or. Scarth can Square himself upon it then he could defy All Comers. But at present to Don t know whether he can do the one or will try to do the other. We risk the opinion that or. Eloes will continue to be the member. On the Trade question undoubtedly he has not it parliament in the Paet reflected the views of his constituents but in almost All other mat teis the Lovinger preen native might covet. He has largely swayed amendments to the land Laws that leave Little to be desired in that direction he has from hit place in parliament and otherwise pressed the question of immigration colonization upon n bold and practicable plan the g oot effects of which we believe the Northwest on the very eve of feeling to has Ever been an energetic Friend of the Hudson s Bay rail Way and what will Tell immensely when comes to an election he has been an untiring and fairly successful worker for redress o individual grievances among his constituents and in securing local conveniences and improvements. Altogether we Are confident or. Ross will be re elected. Dispassionate and Well informed persons must share Thi they like to or and therefore we think his election will b by acclamation. The voters lists will be nearly the same a when or. Lariviere was elected for proven Cher before by an overwhelming majority and when the opposition to him waa mos Earnest certainly to Bas not lost popularity in the meantime. The outcome pointed to i obvious. A majority of Only si2 for undoubtedly the most popular member for Manitoba which was or. Watson s for Marquette at the Las election is an evidence of one of those peculiarities of human nature that nobody can understand. It is doubtful whether is an other Man in parliament of As Long standing As or. Watson who is called upon to answer of As few sins either of commission or omission and who on the other hand is All but univer Sally commended for so Many a Pacific acts and Whoso conduct taken As a whole meet with such general approbation. But for i comparatively close Call at last election w should be sure that the Man with suf Toien temerity to oppose him could not be found. In any event or. Record will re Olec him. Or. Daly the late member for Selkirk go As badly off the line of popular sentiment on the Trade ice Eton As either or Ross or or soar the bub like them also he can Point to Vor Cuch Good work. The election in Selkirk pro Mises to be conducted on pretty straight party condition largely attributable to or Daly s own Strong partisanship. Thia make party nomination almost a condition preceded of candidature and or. Daly s party Bavin even should he seek the Nomina Tion it is barely possible he might not of it. Several persons have been mentioned in opposition to or. Daly or any other conservative candidate but at time of writing the conservative candidature is anybody s and s is the membership for Selkirk. The territories Promise but Little if and change in Tho personnel of their parliament Ary delegation. In East Assiniboia Hon. Or. Dowdney Wil Likely be unopposed. West Assiniboia will re elect their Clove and scholarly representative or. Davin by acclamation or otherwise. Or. Mcdowell will scarcely have oppose Tion in Saskatchewan. He will be re elected anyway. Alberta and its present member in this connection Are to us just unknown quantities. Here s the Reizine Winnipeg unknown i Gar Ross Provencher Lariviere mar Quette Watson Selkirk unknown was Assiniboia Dewdney West Assiniboia Davin Alberta unknown Saskatchewan Mcdowell. This is Tho Horoscope. Or now theuk is a probability of the american Congress before its term expires on Marc 4th, passing a copyright Law that will up an end to Tho literary piracy which has been a National disgrace to americans for the past fifty years. The measure has passed the House of representatives and is now before the Senate and though the opponents of the measure who believe in the righteousness theft Are making strenuous efforts to balk in its promoters Are confident of last getting it on the statute Shoji a table recently compiled showing the approximate amount of Gold arid Silver in the world it appears that there is Worth of Gold and Worth o Silver. In Canada there is Gold against of Silver in the United kingdom s555.005.000 of Gold am of Silver and in the Uii item states of Gold and of Silver. Wheat. The litter part of the past week witnessed a Sharp Advance in wheat prices through our the province and this week a further Advance has taken place. Prices Are fully five cents higher on milling wheat of Day than a week ago. Probably 65c for no. 2 hard is the ruling Bourent country places to at Delora Iuo Rome lighting for Grain took place Between some buyers who kept advancing on each other to the Manifest Delight of Farmers who quickly loaded up the Market at that Point without delay proving the truth of the statement frequently made that Farmers holding Bock lots of wheat for higher prices. Deliveries on the whole however have been Light very Light in View of the quantities held in Farmers hands and ship ments from Inland elevators to fort William. Eastern Canada and the Atlantic Seaboard Are probably in of receipts certainly they Are not far behind. The Stock in store at fort William was increased last week by bushels the total in Eleva Tor there now being bushels. The Manifest disinclination of Grain dealers to handle any Low Grade wheat for future delivery web in part explained last week by the letter of a Winnipeg Bank manager which appeared in this paper. It is pretty evident that dealers cannot ret advances from tie Banks on Low Grade holdings because the general feeling is that it is not Safe to store on account of the condition. It is claimed that while Low Grade stuff can be handled with safety at the present season the chances Are All Agai at it with the Advent of warm weather. The arrivals at Forb William Are almost entirely of Hiffa Grade wheat to be held for Spring shipment. The warning is going out on All sides to Farmers to take no chances of disposing of their feed wheat later on for with Spring weather the demand will immediately fall off. So much Grain is going to Seaboard for Export that the car Supply is no More than ample though taken Al together the railroads have Given really first class service All Winter. This Means thongs that if a heavy Rush Cornea it immediate shipment too great a Burden will be Laid on the railways and it is therefore fortunate that the storage capacity went of and including fort William is now so Large. The president of the Board of Trade Yeater gave the figures at bushels. The Grain delivered can All be stored but it is to be hoped that the railways will still give the same service As has prevailed and shippers will get All the cars their necessities Call for. No. 3 hard sold this week on the Winnipeg change at 91c, Montreal delivery. Very Little trading is done on change now except in Sample lots of which there is usually a daily rounding up of Good bad and in different. The monetary times of Toronto inst week reports fair business is being transected Winter wheat no. 1 is not quoted no. 2 is to 9gc per push Al and no. 3. 92c to the de Mand is chiefly for milling purposes and of fair volume Spring wheat no. 1 is quoted at 87c to 880 no. 2, 800 to 8co and no. 3, sic to 82c. A Good Export demand exists at present for Spring wheat. In Manitoba hard no. 1 demand is for milling and of lower for the tone of the Market a quiet but firm with pres the same As last the Montreal to ride bulletin comments on receipts during the past week were bushels against bushels for the week previous. The Market for Manitoba is Tinner in sympathy with the Western markets Chicago having bounced up to Osic. May for no. 2 Spring. In Manitoba no. 2 hard there have been sales All the Way from 9gc. T. And consider Able is going Forward to the English Market via Boston. This is a very Wise move on the part of Maui tonns As a Good portion of Tho crop now going Forward consists of grades that it is feared would not be in As Good condition if allowed to remain in elevators to be shipped during the warm weather. A considerable portion of Manitoba wheat is being shipped on a through freight of 32ie per 100 from port Arthur to Boston and now Vork. The rate from Brandon to1 port Arthuria 22c per 100 . This wheat is said to be Tak no Well in England at the Price and is being used for mixing. Some no. 2 hard has also gone Forward but the greater portion consists of oracles below that Quality. Besides what is being imported to great Britain considerable Manitoba wheat Lias been bought by Ontario and Montreal Millers to that a Large portion of the crop has already been Dis posed the visible Supply wheat in the United states and Canada East of the Rocky mountains on monday was bushels As against bushels a week before showing i Deor Eose of bushels As com pared with bushels in 1890 when the total visible on 3rd feb. Was bushels. The american markets advanced and re ceded by jumps last week week but the direction closed upwards by about five cents leading feature being that Cash wheat ruled several Centa higher than for May futures. Oats. While the demand for Oats is still Strong the offerings by Farmers Are Nob heavy. It i difficult to quote prices to Farmers As Thi samples vary so in Quality. From 25c to 29c will cover the usual average for feed samples milling pats Are very scarce and Seldom show at shipping stations in any Quantity. The situation in Montreal is pretty Well shown in Tho quotation taken from an editorial of Ali Trade bulletin of the 30th of january the Deal in Oats. Considerable interest is being manifested in the present situation of Oats and its bearing upon the future of the Market and from appearances As they now present themselves holders seem to occupy a Strong position Anc will not sell Uncle sol at full prices. The stocks in Storo in this City amount to bushels against bushels a year ago showing an increase of bushels Bud this 19 More than offset by Tho Light stocks held by Farmers in Thiu province last year s crop having been almost a total failure. In quite a number of sections North and cast of this City Farmers Aro Selling Oats to to Weir neighbors who did not grow sufficient to seed their farms during the coming year. Only a few Cara have been received irom the Coteau Section this season and it is reported by reliable and Well pouted men that the Quantity to come Forward from that Quarter is very Small although it usually supplied this Market with to bushels in former of ii oils. Quebec City i8 also Short of 0.1 and buying direct from Manitoba while Tho maritime provinces Are miking considerable culls upon the Noril Iwest. In spot a number of care have changed rinds since our laser report at 44c to per j4 for Manitoba mixed with several cars of Manitoba White at 4gs per c4 . Ontario White Oats Are very scarce and have been placed at 48c per 34 ., but holders now ask 49c. Or. N. Bawlf president of the Winni Peg Board of Trade stated recently that Mani Toba would have bushels of Oats to a part and since then considerable Quanti ties have been shipped to Ontario which n also Short of that Cereal. It is stated Jio mixed Oats reported to have been old at for january shipment were a splendid Purchase and will show Tho buyer i Clear profit of 3c per Buhel. Dealers Here Tate with a Good Deal of reason that if were any surplus Oats in this Pron Ince Tho h prices and splendid roads would have brought them out Long ago. The Large hold re of Oats in Montreal Are therefore very firm a the views and Manifest no anxiety to sell jut on the contrary fire buyers of All the nixed Oats they can pick up at 14c per 34 Obj.
