The Mckinley Bill Lias no doubt to a certain extent obstructed Trade and has caused the people of to make great efforts to open up Trade with other countries. They have done so to a considerable extent and now find a Good Market for eggs fish game and other products in England. The Bill is calculated to obstruct Trade Between Canada and Tho states. Reciprocity will increase Trade but the two policies Are widely apart. Elaine May feel that a Broad reciprocity measure Between the states and Canada would dispose of All difficulties. I think so myself. I would like to see Tho Trade relations Between Canada and the United state placed on the broadest and most Friendly basis pos sible and i know such a state of affairs would meet the approval of the Home government. Of the action taken in the Sayward matter i regard it As a High compliment paid to the United state by Canada in leaving the whole matter to the supreme court of the United states for settlement. It shows that Canada has the utmost Confidence in the fair mindedness of that body who represent Tho people at Large. The vessel was seized illegally., As we think by the United states government. Bub As Tho Case arose within the jurisdiction of the United states we Are willing to abide by Tho decision of the courts of that country. About the Behring sea controversy i have nothing to say just now i wish to Confer with sir John Macdonald sir Charles said that he thought a settlement of the fisheries ques Tion would bring Newfoundland and Canada closer together and be of Mutual Benefit to both so Farjas the exporting or importing of fish was concerned. Sir Donald Smith who arrived with sir Charles Tupper was also interviewed and expressed himself in favor of restricted reciprocity provided nothing in the plan die Cri minted against England. In his opinion the proposed treaty was far More comprehensive More applicable and in every Way better suited to the requirements of Iho United states and Canada than any treaty of a Liko nature. There is nothing asked by Canada that does not find its equivalent in Benefit by the United states neither the United states nor Canada lose in dig Ritty by the new proposals. The Mother country will do All it can to Advance those Mutual interests to furring to the position taken by sir John Macdonald on the proposed treaty sir Charles Tupper said the principal Issue at the general election in the Dominion in the latter part of this month would be thin treaty. Sir John and myself feel sanguine that the Canadian people will endorse Tho Effort made in their behalf and in the Issue sir John is willing to risk regarding the say Ward Case sir Charles said we think vessels seized by the United states government is illegal.
