No one stood higher in the affectionate regard of his fellow members and when Hia party found itself in the majority after the election of 1383 he was voted to the position of first commoner of the province. In Home of them one of the first duties was to elect United states which is done by joint ballot of the two branches of the legislature each state having its Assembly and Senate. The experience in some of the states is Nob of a character to commend the political institutions of our neighbors to the approval of canadians. In Nebraska for example two governors were returned and fir weeks a struggle took place Between them aatto which should take the heat the retiring governor taking a hand in the fight to give it greater variety. One took Possession of the state House and barricaded it against the assaults of the enemy another got control of a portion of the state militia Aud thus for a number of Days War raged be tween the rivals at the constant risk of bloodshed. The authority of the courts was invoked and not until first Tolaas political scan dal became fully developed did the candidate of the majority succeed in getting himself seated. In one of Tho new England states the election of the majority candidate was Dis regarded and the legislature itself proceeded to name its governor. This was done by a trick to palpable that no doubt exists the people were cheated out of their Choice. For Over a month balloting for United states senators has been going on in the Legislatures of Illinois and South Dakota. The latter is a mixture of republicans democrats and independents or Alliance men neither of whom has a majority. The struggle has reduced itself to one of endur Ance and there is no apparent Rea son to suppose that there will be an election during the life of the legislature. In rests with Tho members themselves there be ing no provision in the state Constitution to prevent the scandal of a deadlock founded on individual stubbornness or perversity. The situation is no hotter in Illinois. On a joint ballot there Are 101 democrats 100 republicans and 3 Farmers Alliance Seuta Tives. Each faction has its candidate for senator and on every ballot the full strength is polled. This has been going on for weeks and there in nothing to prevent its going on for months to come. It requires 103 to elect but As Long As the parties hang to Gether no candidate can get this our Abs. Three members Are thus enabled to Block the election of a senator. By holding out it is possible they May bring the 101 of one party or the 100 of the other Side and thus elect their own candidate. This would pre sent the absurd spectacle of the minority of 3 ruling the legislature. There is something radically wrong with political institutions under which such experiences As these Are possible. Many of the states Are in a reforming mood. They Are adopting the ballot Ayatey which prevails in Canada and Massachusetts is about to set the example of introducing the Torrens sys tem of land Transfer and registration. While e thus acknowledging that there Are some things which they can profitably copy from other countries it might be Well if they resolved on amendments to the various state constitutions that would permit of the elec Tion of their officials without the Bandala that have been both to flagrant and prevalent during the part few weeks. It is quite refreshing to find that one of our Cabinet ministers has been nothing Worso than a Temperance lecturer but excepting him All the sketches you have Given have been of this is grievous of All persons whose train ing and profession unfit them Tor parliament lawyers Are the very in some countries England for instance this feeling is so Strong that in has been seriously proposed that lawyers shall be ineligible for parliament and effect would be Given to that feeling but for the widely extended Cus Tom of being called to the bar for fancy and not for profit As in the Case of Harcourt Raikes Dilke Etc. The reason lawyers Are the very worst Nien for members of Parlia ment is that their training and their interests alike oblige them to make Lawn for the Benefit of the lawyers and not for the Good of the country. They May not know of this failing but they have it nevertheless their ideas Are cramped by custom and warped by precedents. This May be vory Good for the lawyers but it is very bad for the people. An Pober reason lawyers should not be sent to parliament a be temptation to the undue exercise of governmental patronage. There is a Good Deal of Legal by Pines that a govern ment requires doing or that if it does not require can yet have done and there thus Arisen a tacit understanding that these crumbs shall be Given As rewards to those who will put their consciences in their pockets and vote for the Powers that be. Such men May be Good lawyers but Likely enough they Are not. They get the work just the Samet and As Long As they Are faithful Long enough a lucrative sinecure is tolerably secure to them. There is hardly a lawyer on the Domi Nant Side in the Dominion parliament but will acknowledge that Themo Noy he spent on ins election was the Best investment no Erer made. Whether this is Good for the constituencies is another matter. It certainly a not Good for us in Manitoba and the Northwest. We people on the Prairie Are Farmers and those in our towns Are dependent upon successful Agri culture. What Good can lawyers do us in parliament. We ought to be represented by Farmers men whose interests Are our in Teress who think As we think and feel As we feel. Take the one question of our Trade relations. What Doea it matter to a lawyer whether binders and mowers Are cheap or dear or whether a Farmer is handicapped in Selling his cattle or wheat those wince who have had their with ers wrung and we ought to have to represent us in parliament men whose interests Are identical with our own and nol those whose interest is in setting people at loggerheads in the Hope of an increase not in Corn Grain and cattle but in Law suits and squabbles in courts.
