Set of Kekek always. It never pays in the Long run to elect a Dis honest Man. In May serve some immediate purpose but in the end the disgrace and mis take of it Are certain to cake themselves there is no manner of doubt that As a politician or. Joseph Martin is a thoroughly uns Cru. Purlous person who has studied to turn his influence As a legislator and administrator to Bis personal advantage. Such a Man can never be Safe either Here or Ai Ottawa either in opposition or with the government. This is obviously True that there can be no need to insist upon it with electors who Are even moderately intelligent or discerning we Dhall give an example of or. Martin s As a legislator. Union Square in Portage la Prairie was some years ago dedicated to the Public by its then owner or. David Young by registered plan of a Survey in which. The Square was included. It waa intended As an open Street or thorough fare. There being some doubt As to the right in such property an Aci of the legislature some Lime later a made to declare that All Public squares or highways should Vest in the municipality in which they were situated. This made Union Square the property of the municipality of Portage la Prairie. Some time after it was discovered that there was a Dominion Road allowance parallel ing and contiguous to that property thu tendering the latter unnecessary for the purpose for which to was dedicated. Or. Martin was a citizen of Portage la Prairie and on the look of doing As a member of the government in the administration of the affairs of his depart ment. Porn new such a person As this will suit the electors of Selkirk As their representative at Ottawa but if so we much mistake their character. Sir Donald for twin Nipko Donald a. Smith is finally in the Field As a candidate for Winnipeg. This has not been brought about in the manner which at first suggested itself to those friends who desired that he should be a candidate their idea being that he should be asked to offer himself by electors of All parties or no party Nurl without pledges or conditions of any kind either expressed or implied. Id was thought an eminently fitting thing that this City should be represented by a gentleman so Long and intimately associated with it and that his acceptance of a nomination should be cd his own term san one quite above and Independent of the influences which Are supposed to the Courso of the Ordinary party Man. This however has not Boen the manner of in and the distinguished gentleman appears in the Field As the nominee of a party. But that does not alter the situation so far As sir Donald himself is concerned. Whether with or without a party nomination he remains equally Independent of party. A gentleman of his Eminence in the Dominion is not controlled by party considerations and it is Well understood that the party which accepts him As a candidate must do s3 leaving him perfectly untrammelled and free to pursue the course that commends itself to his own judgment. Only on this understanding would he consent to be a Candi Date in any constituency or for any position. He is Nob Only Independent of party bub of governments he is High above the reach of the party wire pullers and manipulators and can afford to disregard them. While there fore his nomination May Bave the stump of party to this Case perhaps the result of uncontrollable in no Way affects the Man and he appears As a candidate on his own character and merits without reference to this party or that Thia govern ment or another. It becomes now the duty of the electors of Winnipeg to cd Between him and Tho gentleman who has been brought out purely in the interests of a party. There Are Many electors in this City who will re member a former occasion on which sir Donald was a candidate and a Defeated one. They will remember that his defeat was Nob week old before Thero was very Gen eral regret at the result. It was recognized and acknowledged that a huge mistake had been committed in rejecting the great services and advantages which would have been conferred on the City by making him its representative. Thab regret is shared unto this Day. Those most chiefly responsible for Tho result were the first to admit that Tho citizens by their own act had refused to grasp the sub Stantial benefits which that close connection Between sir Donald and the City would undoubtedly have contributed to produce. Men Tion is made of this in order that More deliberate reflection May Mark the course of the electors on this occasion. There a no Man in Canada to Day who stands higher than sir Donald a. Smith. His name a known Over every mile of its Terri tory. Have already had indications that those opposing him in this election intend to create the impression if they can that the City is to be bribed by the reputation of his great wealth. There is no occasion to refer to that wealth the Possession of which is no Dis credit to sir Donald either in Tho manner of making it or the manner of Hia using or enjoying it. In undoubtedly gives him opportunities to Render great services to his country bub his character his Enterprise his courage his Energy and Hudson Bay railway. Or. Campbell s words. In his own it could not be More than an even competing electors of Winnipeg read for yourselves or. Campbell s words out for grabs of All kinds. He hastened to make application to or. Young who was Chen on his death bed and whatever the representations he was induced to make a conveyance of Union Square to or. Martin for a nominal consideration. This conveyance of course was not a Good one As the property was vested in Tho by net of the legis lature. Or. Martin knew this although it is probable or. Yonne did not. However the conveyance was obtained and nothing stood in the Way of or. Martin getting pos session of the property excepting that act of the legislature. The property in is Well to observe had in the meantime become of considerable value. There is sometimes introduced into Tho legislature what is called an omnibus Bill dealing with various acts and matters of a miscellaneous it ind. Or. Martin after becoming attorney general introduced one of those Bills in which an obscure clause Vas inserted for the repeal of or. Norquay a neb vesting High ways and Public squares in the municipalities. The Bill with this clause included because Law and Union Square As a consequence fell to or. Martin. It was All done quietly and sleekly As became such a transaction. Some citizens however still thought the municipality had rights under the original dedication and or. Mar tin s Possession was accordingly disputed. But a Long tedious and expensive Law suit loomed and after considerable wrangling the municipality was induced to accept a Sura of or As a Compromise. Or. Martin is now the undisputed Ovner of the property which is estimated to be Worth so much for that be Olloman s in scrupulous nes As a legislator. Lei us see what he Boa done As an adminis Trator or member of the executive. Some time ago nearly All the province was divided into Torrens registration districts. The mat Ter belonged to or. Martin s department As attorney general and he was allowed a free hand. Moro than half the province wan thrown into one District with office at Portage in Prairie. Bran Don and Winnipeg were each Given a Small territory. The Portage District was made to embrace Well settled sections within a few Miles of Brandon on one Side and of Winnipeg of of country whose people were in the habit of going to Thomao places for everything and who never had any sorb of connection or dealings with port ago la Prairie. The distribution was an out Ragou one As became obvious to the whole province when the Prelaj published a map showing the divisions. So Strong was the feeling of Indis nation that the government was con strained to interfere and Tho distribution was corrected so far As to remove some of Ito More obnoxious features. The whole affair was such in outrage that the organs were dumb. Theonea the Portage to say that in was goad for that town and the people there could stand in but the Winnipeg Organ for once was shamed into silence. Or. Martin s purpose was Clear. The Law office of Martin an Carbis was in Portage la Prairie and the larger the District the better for its business. The out Raee Oua distribution we made with the object of bringing grist to or. Martin s Mill. That is what he did and is capable patriotism would be the same whether with or without in. Those qualities have raised him to a position of great influence in this country and of great reputation abroad and in would be impossible for a Young nud rising City like Winnipeg to have its name intimately associated with his without being benefited by the circumstance. He in at the head of the greatest trading corporation in the world the Hudson Bay company with its Headquarters in the greatest of the greatest Empire in the world. He is the leading and most influential director in a railway company whose Enterprise and the magnitude and Energy of whose operations have commanded the admiration of the world. These Are associations which every Day Are making Hia name More familiar in that country to which we look for immigrants to people our vacant lands and for capital to develop our latent resources. Shall it be Naid that a parliamentary connection with such a Man and the Mutual Confidence and Good will such a connection is calculated to engender will not be of advantage to a City like Winnipeg to a province like Mani Toba both of which Are struggling upwards into a life of Enterprise and Prosperity tin Montreal papers of saturday publish the requisition with signatures that was presented to sir Donald Smith asking him to becon.6 a candidate for West Montreal. It was probably the most influential requisition Ever presented in that City. Here i the reques1 contained in it they ask from you permission to give them the Opportunity of expressing in the Way their High appreciation of your services to the City and country As a representative in parliament and As an honoured that is All. Nob a word about politics o party. They ask for no pledges no Osar ances but were willing to take him As he i on his own terms. He is above All there Little things Over and around and throng which the Mere politician has to dance. They Are Content to have him on his record As a citizen and his services to the country. Tha is enough for a cab Montreal How Musl More should in be enough for Winnipeg to which by Long association he has Greate affection. Current chronology. February 18. From that speech As published in the paper always Friendly to him the Folio Wing extracts Are Mude the h. B. B. Would be a competing Liue bub Nob so much More a Hub we would Hare to Ive in extra privileges. Then consider the Road As a competing line. The distance from Liverpool to Montreal was Miles from Liverpool Nelson Milsa or 132 Miles in favor of Montreal bub 100 Miles of an Ocean voyage amounted to nothing. Consider next the routes from Winnipeg to Montreal and from win Peg to Nelson. From Winnipeg to Forb William is -327 or 428 Miles to Nelson is from g70 to 700 Miles to Char chill rather More Between 700 and 750 Miles in Manitoba and 400 Miles outside. That would be 260 Miles farther to Nelson than to Forb William. To fort William the Cost of hauling Grain from Winnipeg is 12a cents per Bushel. Add the probable Cost of three fifths greater would be 75 cents for the 260 Miles extra. But said he was not going to add cents. Long hauls i Ere always less than Shorb hauls. Instead of the former calculation he would say that to Hudson s Bay Bhe extra charge would be 4 cents More. Then there was Nelsen against fort Villiam with 4 cents in favor of Bhe latter. When a fort William the wheat was still to go o Montreal a a coat of irom s to cents per Bushel during the summer season. Six and a Alf was the computation of the Cost Parb of last summer. Those were shippers figures. So that 74 cents might be counted As the Normal rate from Forb Villiam to Montreal. Yea Regj it cents less to deliver wheat absorb Arthur than at Hudson s Bay via Tho h. B. Against that 4 cents was the extra 7i cents a Good average of Tho expense of the haul from Ort Arthur to Montreal. In was perfectly Plain that if a dealer had bushels of wheat on the Way to Montreal the same amount would average from 24 to 3 cents better o England if leaving this province for direct shipment. The doubt As to the inability f the Strait would make a difference in insurance. In Bhe summer by Tho lakes the rate was Alf n cent per Bushel in november a cent and three fourths. There was also the con duration of Competition. There were a class of steamers known 3 of Cert tramps that come in and compote against the regular Nea of steamers. If they could not make a charter Ata Boston or now York then they could ome along the coast to some other places. These Ocean tramps Cut Rutola to Little or thing some times. It would be a Long time the speaker thought before the Ocean ramps would go to Hudson Bay. Of course it was proposed to establish n regular line of reamers in connection with the railway bub there would be no Competition. Instances Ives of times Tho East and West route wheat was carried for ballast and paid for by lip owners. By the calculation made Between Tho rail route to Montreal and the h. B. H. Speaker found that in would be about As cheap transportation one Way As the other p the h. B. R., no matter if Tho season is what lieu. Gordon said it was Only four months would a an outlet for the Northwest territories but in could Nob be More Lan an even competing line to the province of Manitoba As compared with the East and Esb again on the 24th of Hudson Bay railway question Vas under discussion. Or. Campbell on that occasion according to the report of the paper also always Friendly to him opened his Peech by admitting that it was to be deprecatory of the Enterprise. These were his opening words intending As i do to support the Bill which proposes to give the sum of to the h. B. B. The Ordinary debate would be to offer reasons for giving that amount bub inasmuch r Bhe criticism offered to the Bill is thab the amount is too Small for a meritorious Euter Irise it places upon me the duty apparently of deprecating the too High estimate which i hink has been placed upon this Road. That it will be by fair estimate a railway competing n even terms with roads running to the East we admit and therefore it should be assisted to the same extent. The proposals of Forcer when people were excited Over the Cheme the merits of which were overstated and when disallowance prevented the opening f competing routes to the Southeast form no reason for placing a Burden upon the province greater than that these Are the words of or. Still on such an Moor Bank matter As sir John Macdonald s Appeal to canadians a few Worda from in old and Loyal subject May find a place. If i recollect rightly not Long ago the sense of the parliament just dissolved was taken on the question of loyalty. The vote on that occasion by both parties was such a one As would gratify even the most jealous Sovereign ind in that instance the sense of parliament was the senae of Canada. Although there has been great talk about reciprocity with the u. A in All sorts of Faux red forms by Tho ins and the i believe it will All end in smoke As the principal party does b care to Deal. It would be of great advantage to us to be on the most Friendly terms with Tho United states bub we need not fear them. In every country there Are grumbles and persons who want a change. I heard one of these Over thirty years ago recommending annexation. He was nearly a eloquent As sir John is on loyalty. J.
