All this would a avoided if we could have a uniform system of keeping municipal books. My idea would be to have permanent auditors whose business it would be to establish a uniform system of municipal records and accounts and have each municipal books audited by him each year. This would place the officials in such position would guarantee a perfectly satisfactory statement each Finin year. I make the suggestion and would be glad to see it carried into in. B. Ba1lwat.
